HomeMy WebLinkAbout1994_06_08 Housing Authority Minutes TOWN OF MAMARONECK HOUSING AUTHORITY MEETING MINUTES JUNE 8, 1994 The regular meeting wascalledto order at 8:25 PM by Paul Winick, _ Chairman. The meeting was held in Conference Room A in the Mamaroneck Town Hall. Mamaroneck Housing Authority members in attendance were: Paul Winick, Chairman Jeffrey Marston, Secretary Susan Sidel Mary Regina Carlson Michael Mosley. Staff in attendance were: Steve Altieri, Town Administrator. 1. Revised Rent Schedule. Steve Alteiri made a presentation about the issue of whether to change rent levels and the responsibility of making utility payments. The primary proposal was whether to separate meters for • apartment heating units and electricity. The original plan was for the Authority to pay all heating and electricity costs. The proposed alternative is for the tenants to pay for utilities, except for water with the Authority decreasing rent levels in accordance with Section 8 guidelines. It was stated that the existing Section rents are at the maximum rent and include a 10% special provision for new units with special amenities. The result of the proposed change would be an $11, 000 increase in Section 8 subsidies with a corresponding decrease for the tenants. Steve Altieri and Cathy Copa would prepare the necessary paperwork. Chairman Winick stated that he did not like the idea of reducing the annual rent roll . He asked Steve Altieri to change the rent level to maintain the financial integrity of the operating proforma. Mike Mosley wants rents to be decreased to reflect the decrease in gas costs. Susan Sidel identified an error in the revised rent roll; Steve Altieri will make the adjustment. The new number is $617 , 040. [decision made?] • 2 . Managing Agent RFP. Steve Altieri distributed six proposals received in response to the Authority's RFP: 1:: . Gramatan Management Manhattan Realty ▪ Prime Loe-atlians • RMI Management • Rosabella Realty Management ▪ Stillman Management. Chairman Winick suggested that a committee be established to review the proposals and to make a recommendation to the full Authority. Jeff Marston and Susan Sidel agreed to serve on the committee with the assistance of Steve Altieri. A schedule was agreed upon. Chairman Winick asked that the proposals be reviewed with and without the cost of back office support. Steve Altieri suggested that the proposers be asked about their experience with New York State funded projects. 3 . Rental Levels and Incomes. Chairman Winick reported that Elaine Price had informed him that Westchester County officials had approved rent levels above 30% of income to 35% if utilities are included in the rent payments. Chairman Winick presented the new Minimum Qualifying Income levels. It was decided that all applicants would be reviewed against the new MQI 's. Chairman Winick suggested that the Authority offer their first choice type of apartment to people accepted, on a Tier by Tier basis. [Other items?] The meeting was adjourned at • PM.
