HomeMy WebLinkAbout1994_09_20 Housing Authority Minutes TOWN OF MAMARONECK HOUSING AUTHORITY MEETING MINUTES 20, 1994 The meeting was called to order at 8: 10 PM by Paul Winick, Chairman. The meeting was held in Conference Room A in the Mamaroneck Town Hall. Mamaroneck Housing Authority members in attendance were: ▪ Paul Winick, Chairman • Susan Sidel, Vice Chair • Jeffrey Marston, Secretary • Mary Regina Carlson, Member • Michael S. Mosley, Member. Visitors and staff in attendance were: • Brad Martin, Perkins Eastman Architects • Don Meeker, sign consultant Carmine de Luca, Town Comptroller. IC: 1. Signage. Mr. Meeker made a detailed presentation of the signage package for the project. Brad Martin supported the basic signage plan. The philosophy is minimal signage without being institutional. The hierarchy of the plan is: • Boston Post Road sign • Circulation signs ▪ Pedestrian guide signs. The locations, materials, colors, and fonts were discussed. It was mentioned that the Board of Architectural Review may need to review the plan. Don Meeker agreed to transmit the plans to Elaine Price. The Authority approved the signage plan. 2 . Project Portal . Brad Martin presented a plan for the project's main pedestrian entrance. The plan involves a small amount of fencing, a sitting area, and wooden, lattice structure. Colors and styles would tie into the trim of the apartment buildings. Paul Winick and Susan Sidel agreed to view other structures. Mr. Martin said that he would provide addresses of appropriate locations in Queens and Bronxville. CAT THIS TIME, THE AUTHORITY WENT INTO EXECUTIVE SESSION. 3 . Payment of Bills. The Chairman stated that he had received a • memorandum from Sandi Vanderslice, dated September 20 , 1994, transmitting $6, 359 . 14 in bills. Paul Winick moved, seconded by —Michael—Mos-ley, authorizing the Chaj ran to approve in_voices and__. sign checks-to-pay the-b-rrrs-transmitted-with-- the September 2-0-, 1994 memorandum. The motion passed 5-0 . Progress Payment #13 , in the amount of $390,950. 15, was transmitted in a September 19 , 1994. letter from Bob Stern, Tri-Tech, to Steve Altieri, Town of Mamaroneck. Paul Winick moved, seconded by Jeff Marston, that the Authority approve payment of the claims, subject to review of claims for proper form, and authorize the Chairman to sign such forms and checks necessary to pay such claims. The motion passed 5-0. 4 . Selection of a New Vice Chairman. The Chairman, Paul Winick, nominated Susan Sidel to become the Authority's Vice Chair. Ms. Sidel agreed to serve. Paul Winick moved, seconded by Michael Mosley, that the Authority appoint Susan Sidel as Vice Chair. The motion passed 4-0. 5 . Banking Resolution. Gramatan Management recommended that the Authority change banks to its bank, Hudson Valley National Bank (HVNB) . The Authority passed Resolution 94 - 10 (see attached) • which incorporates the HVNB corporate resolution, upon the motion of Paul Winick, seconded by Susan Sidel. The resolution was drafted by the Authority's attorney, Ed Lieberman. 6. Occupancy. Paul Winick reported that 33 of 43 (75%) market rate apartments have been leased. 7 . Next Meeting.
