Minutes of Meeting
March 26, 1997
Members Present: Paul Winick, Susan Sidel, Richard Cherry„ and Jeff Marston.
Other People Present: Bram Fierstein (Gramatan Management).
The meeting was held in Conference Room A, Town of Mamaroneck Town Hall.
The meeting was called to order by Chairman Winick at 8:05 pm.
NEW BUSINESS
Tenant Janet Vitarius. Mr. Winick reported on the meeting with Ms. Vitarius about
conditions in her apartment and her request to move on April 15 and break her lease,
without penalty. Mr. Winick agreed, given the past history of water leaks in her unit.
OLD BUSINESS
Cash/Financial Status. Mr. Winick reported on his meeting with the Authority's auditor
concerning the apparent deficit and other unclear aspects of the reports. The auditor
stated that the deficit in the annual report was caused by the method of accounting
mandated by State requirements for housing authorities and that there was not an
operating deficit.
It was agreed that the Authority:
• Needs some revised reports in order for it to better carry out its management duties
• Has nearly $108,000 in its accounts which, after an allowance for a $15,000
pending insurance bill, can be applied to the business purposes mandated by the
Ground Lease.
There was a general discussion about needed reports and the use of money for
reserve funds. It was agreed that:
• Mr. Winick will discuss the issue of insurance restrictions matter with the Authority's
bond counsel and will distribute a copy of the Bond documents' requirements on this
matter
• Mr. Winick will ask the auditor to provide an estimate for the size of the capital
reserve fund
• Mr. Marston and Mr. Cherry will prepare and distribute drafts of revised financial
reporting forms for the use of the Authority. •
NEW BUSINESS (CONTINUED)
The agenda followed the Managing Agent's issues report (as distributed at the
meeting).
Collections. One tenant has bounced some checks which aggravated his arrears
situation.
Vacancies. The vacancies situation is well within the normal range and marketing for
the two vacant apartments is underway.
Frozen Pipes. Mr. Fierstein reported that after an architectural review and
consultation with Mr. Cherry and Mr. Winick, he proceeded to obtain bids for blown-in
insulation of the ceilings and walls surrounding the pipes. He reported also that the
Community Environmental Center, a non-profit organization which is headed by Mr.
Cherry, was the lowest, responsible bidder.
Mr. Cherry reported repair work was completed on ten apartments and that there have
not been any subsequent freezing. Mr. Winick stated that the apartments were warmer •
and that tenants' utilities bill should be decreasing. Mr. Winick moved and the
Authority unanimously approved (Mr. Cherry abstaining) the contract with the
Community Environmental Center, in implementing the remedial actions.
Leaking Windows. Mr. Fierstein stated that significant progress had been made. The
manufacturer has acknowledged the problem. Remedial work by the window
manufacturer is expected to be done in the next four weeks.
Crawl Space Back-ups. Following a general discussion of this continuing matter, Mr.
Fierstein stated that the Superintendent will monitor the drain level situations.

Landscaping. The Authority agreed to accept the lowest bid for chemical treatment.
The Authority agreed to ask the Town of Mamaroneck to include the project in its
landscaping program.
Rental Income. Mr. Marston asked about the slightly lower than budget rental income
figures. Mr. Fierstein stated that this income will grow later in the year as budgeted,
regular rent increases occur.

The next meeting was set for May 28, 1997, at the Town of Mamaroneck Town Offices.
The meeting was adjourned at 9:25 p.m.
