HomeMy WebLinkAbout1998_04_20 Housing Authority Minutes © Town of Mamaroneck Housing Authority Minutes of Meeting April 20, 1998 Members Present: Paul Winick, Susan Sidel, Mary Regina Carlson, Richard Cherry, and Jeff Marston. Other People Present: Bram Fierstein representing Gramatan Management John Royce representing John Royce Heating and Plumbing The meeting was held in Conference Room A, Town of Mamaroneck Town Hall. The meeting was called to order by Chairman Winick at 8:10 PM. [Referring to the Managing Agent's List] 6. Hudson Valley Bank Signature. The necessary signatures were placed on a required document per the Bank audit. 3. Sewage Update. Mr. Royce made extensive comments on his review of the H2M report to the Authority. His general impression of the report was positive, but that he had some differences on specific implementation ideas. There was an extensive discussion of the situation. It was decided to do the following: • Select one or two buildings to carry out corrective actions to determine whether or not they solve the problems • Address the condensate problem • Get the Town to clean out the Town lines • Coordinate all actions with the Town • Prepare bids to implement the above-referenced actions. Cash Position. Mr. Winick summarized the Cash Position. He stated that the interest rates were continuing to be above the Authority's target level. The Authority is continuing to pay/fund all of its top priority items, per the Bond documents. Mr. Fierstein stated that stated he anticipated the positive cash position would continue. Mr. Winick reminded the Authority about Mr. Cherry's suggestion that the Authority use part of its surplus to reduce or to hold the line on rent increases. The Authority did not decide to make any special allocations of funds. 1. Collections. The situation continues to be good. There is a problem with one tenant who has a history of chronic, but not serious problems. 2. Vacancy Update: There is one vacant apartment and a strong applicant for the apartment. The applicant's income exceeds the Authority's limits if his girl friend's income is included. The question was whether or not the Authority would include her income and, therefore, reject his application. The Authority decided not to include her income in the application. The applicant and the girl friend do not have a history of living together and, therefore, there is not a way to make a common sense decision on the likelihood of the two people remaining together during the time of the lease. It was also decided to review the situation in a year at the time of lease renewal. A new Town employee may be interested in the vacant apartment. The Authority asked the managing agent to request that Mr. Altieri discuss this matter with the new employee on a time is of the essence basis. 7. Landscaping. The Authority agreed to plant flowers.
