MINUTES OF THE © TOWN OF MAMARONECK HOUSING AUTHORITY June 22, 1999 PRESENT: Paul A. Wmick, Chairman Susan Sidel Mary Carlson Richard Cherry Bram Fierstein of Gramatan Management 1. The Board determined to revise its application procedures in order to accelerate the processing of applications to more closely parallel that of private lessors. The Board adopted Mr. Fierstein's suggestion that for the initial evaluation, Gramatan now use either TRW or Capital Registry for credit information, require a current pay stub in lieu of a tax return and require a current utility bill as proof of current residence in those cases where utilities are paid. The Board Subcommittee consisting of Ms. Sidel and Ms. Carlson will continue to screen applications for Tier compliance. Upon renewal the tenant will be required to produce a tax return as is required by the Board's current policy. 2. Gramatan Management reported to us that the project superintendent was employed through an outsourcing company located in Albany, New York. Mr. Fierstein will give the details of that relationship at the next meeting. In discussing the various types of leave that could be made available to the superintendent, the Board determined that effective immediately its new personnel policy, to be applied through the outsourcing company, will be to grant the superintendent twenty days of total Paid Time Off in lieu of specialized time, such as vacation and sick leave. 3. Mr. Cherry, in his capacity as President and CEO of Community Environmental Center, Inc.,presented a report on the heating system upgrade and also reported on the negotiations for the boiler retrofit and recall. 4. Mr. Cherry provided the Board with the estimate that had been submitted for the recall work. He reported that the manufacturer had expressed the intention to send out its own inspector before responding to our contractor's estimate. Mr. Cherry will report to the Board once that reaction has been received. The Board stressed its desire to have a guaranteed maximum price contract from whatever contractor is retained to do the retrofit work. 5. Mr. Cherry reported that after having looked at a variety of options, it was the clear conclusion that the only economically feasible options facing the Board all resulted in no relocation of the boilers either into a garage unit or to a structure to be added to the buildings. 6. Report on other necessary boiler work. In addition to the retrofit work that will be required, Mr. Cherry also reported on his analysis of other boiler conditions as follows: (a) Expansion Tank Replacement. Mr. Cherry reported that the original expansion tanks were undersized, at least by today's standards, and several had broken in place, causing minor flooding. The minor flooding is a normal consequence of a failure of this type of NY#20757 v2 .gid.. __�T �_.._ tank. The Board discussed a bid that had been received to replace the expansion tanks and directed Gramatan to obtain a bid from our superintendent on performing this portion of theCD work. (b) Boiler Loc/ro_u This_problemras_descrihed,_is_the_shut-off of_boilersfor no apparent reason during operation. Mr. Cherry stated that this is a Weil-McClain problem. The experiments to date suggested that there is a electronic module that malfunctions causing the boiler lockouts. Weil-McClain had provided some new modules, but was not clear whether the problem had stopped where the new modules had been installed. Mr. Cherry and Gramatan Management will follow up to get better information about the use of the new generation of modules that have been provided so far and in aid of determining whether they appear to have solved the problem. If they do, the Board will discuss installing the same modules on all boilers. (c) Purging Boilers. Mr. Cherry described this as a maintenance item. Community Environmental Center, Inc. has recommended the addition of filtration to the main water line to reduce the amount of debris in the water system. Mr. Cherry reported that if there is still debris in the water after filtering, then there will need to be more frequent purging of the boilers to remove that debris. (d) Condensate Pans and Drain Lines. Mr. Cherry reviewed his report with the Board. The Board directed him to obtain an estimate for this repair work by bid. 7. After discussion, Mr. Winick agreed to review the construction files to evaluate the possibility of a claim to recover all or part of the cost of the required work to the plumbing system and water system.
