Minutes of November 2, 2006 Board of Directors' Meeting

Mr. Cherry, presiding, called the meeting to order at approximately 7:45 p.m.
Minutes of prior meeting:
The proposed minutes of the Authority's September 21, 2006 meeting were
unanimously approved with a typographical correction from the "2005" to "2006"
of the date originally inadvertenly typed thereon.
County (Claimed) Filing Requirements:
Messrs. Cherry and Fierstein reported that Messrs. Altieri and Fierstein had met
in early September 2006 with Ms. Lucy Ortiz, Coordinator of the Westchester
County Housing Program, and that she informed them that insofar as there had
been operations report filing requirements of local housing authorities that had
arguably applied to the Authority, she had become satisfied that there has been
sufficient de facto compliance by the Authority and that, in any event, the age of
the Authority's project and other related timing requirements made her earlier
communicated request for further documentation from the Authority moot and so
that request has been withdrawn.
Outstanding Requests for Bid re. Insulation Work:
Mr. Fierstein reported that consistent with the Board's previously expressed
preference that, all other considerations being equal, local area contractors be
afforded a full opportunity to undertake such services, he had attempted
diligently to reach out to local contractors to try to interest them in bidding for
needed insulation/sealing work at the Authority's premises but that - evidently by
reason of substantial on-going construction work at numerous residential "tear
down"/reconstruction and other projects in the area - he had succeeded in
obtaining proposals from only two other area contractors, PP Cousins Home
Improvement Co. and Rogers Home Improvement Co. in addition to the bid is
independently submitted by Community Environmental Center ("CEC").
Copies of all three said bids are annexed hereto and incorporated by reference.
Mr. Cherry then asked that he be excused from all discussion about this issue in
light of his affiliation with CEC, whereupon he left the room.
In the discussion that followed, it was noted that, quite apart from CEC's earlier
work at the premises apparently having been of very high quality and its timeliness
of performance notably reliable, the lower materials cost and lower labor costs of
the CEC compared with the other two submitted bids - i.e., that CEC had offered
to complete the specified work at a cost to the Authority approxomately thirty
percent less than each of the other two bids - appeared to make it imprudent not
to accept the CEC proposal.
Whereupon (with Mr. Cherry still absent from the room), on motion duly made,
seconded, it was unanimously voted to accept the annexed CEC bid.

There not then being further business, on motion made, seconded, and unanimously
voted the meeting was adjourned.
