BOARD MEETING MINUTES
2/19/2015

Town of Mamaroneck Fire Department: Chief Joe Russo, Chief Noah Goldberg
The Board Meeting was called to order promptly at 7:00 pm by Rick Cherry. The
board minutes from the last meeting on January 6, 2015 were approved by the
Board in a unanimous vote.
1. Hommocks Fire:A fire occurred in one of the Hommocks apartments on
February 11th. The fire department was notified by a 911 call and Chiefs
Russo and Goldberg explained their involvement to the board. Chief Russo,
when he arrived at the apartments, saw black smoke emanating from the
chimney of apartment 8. All tenants were evacuated safely. The fire damage
was contained to one apartment.The board has hired a Public Adjuster to
determine the cause of the fire and Rick Cherry indicated that the Housing
Authority has adequate insurance to cover the damage.
2. Fire Safety Procedures: Rick Cherry explained the need to review the current
fire procedures at Hommocks apartments in the event of a fire. Bob Kirby
volunteered to help formalize the procedures going forward for the tenants
safety,working with Managing Agent Bram Fierstein.
3. Tenant Meeting: Chairman Cherry made a proposal to invite tenants to a
meeting to discuss fire safety. He wants a representative from the Town of
Mamaroneck fire department to also attend to provide"tenant education" on
fire safety including that flammable liquid/material should not be stored in
the boiler rooms. Bob Kirby will work out a time for the meeting to be held
at the Hommocks Parks Skating Rink.
4. Bond Refinancing: The Housing Authority approved the Bond Resolution(see
attached) to authorize the bond refinancing in a unanimous vote-with
several amendments.The most significant was to change the words "the cost
of the renovation of the façade"to "the cost of the renovation of the façade,
the roof and other capital improvements". FYI,the Town of Mamaroneck
Board approved the bond guarantee for our refinancing at their February 4th
work session.
0 5. Siding Approval: Rick Cherry proposed that the long siding vs. individual
plank installation would save a substantial amount of money because of the
reduced labor costs. The board unanimously approved the Chairman's
proposal.
6. New Business: The Chairman explained that our board member, Dolores
Battallia,had informed him that the property on Weaver and Palmer Ave.
(i.e. Redwood Nursery) is possibly for sale. A developer, Kearney
Development,is interested in building a three story senior citizen rental
housing. The Housing Authority would consider being responsible for the
rent collection and maintenance of the building. FYI,this development will
only qualify for the HUD settlement with Westchester county, if all zoning
changes and ground breaking would commence no later than year end 2016.
7. The next board meeting will be scheduled after the tenant meeting in early
March for the board to approve select actions related to fire safety.
The Board Meeting adjourned at 8:15 PM.
