Board Meeting Minutes

The Board Meeting was called to order at 7:30 pm by Rick Cherry.The board minutes from the last
meeting on May 20,2015 were approved by the board in a unanimous vote.

1. Bond Refinancing: The results of the successful Bond Refinancing are new proceeds of
$650,000 from the Series B bonds with a 20 year maturity in 2035.This principal will be
added to the approximate$700,000 Morgan Stanley LT Capital Account for various capital
improvements as detailed in previous board meetings.
2. Siding Project:The low bid for the new siding project was accepted for$384,070 and
approved by the board. The contractor intends to commence the first building's
construction next week.
3. Fire Safety Update: OSP Fire Protection,our contractor for improvements related to fire
safety,has completed all of the contracted work with the exception of the CO detectors.Per
Joe Russo,the Town of Mamaroneck assistant fire commissioner,the code had recently
changed and will not be finalized until yearend 2015. This change may require that all the
CO detectors at the Hommocks apts.be hard wired. Managing agent Fierstein will call OSP
Fire Protection for estimated costs.
4. Superintendent Luis Pena was hired in September 2015 and has officially commenced as
superintendent effective October 1. His initial evaluations are good particularly his
plumbing skills.FYI,a separation agreement has been signed by the previous super,Abner
Duke.
5. Managing Agents Report:Bram Fierstein reported to the board that all apartments except
one are being rented. The fire damaged apartment improvements are now complete and the
apartment is now rented. As of the end of September,total arrears are only$6,479 and no
tenant owed more than one months rent. Bram also presented an updated Tier report with
11 section 8 tenants representing 21%of the total.
6. 2016 Operating Budget:The managing agent will be preparing the 2016 budget in the next
few weeks. The chairman,Rick Cherry,requested an amount for the payment in lieu of taxes
("pilot")should be included in the budget.
7. Management Agreement:Sal Iacono presented the 3 year Gramatan Management agreement
with the Housing Authority for a 3 year period with a 2/%annual fee increase. The board
unanimously approved the agreement.
8. Driveway repairs:The Hommocks driveway was finally resurfaced during the summer at a
cost of$50,911.
