TOWN OF MAMARONECK HOUSING AUTHORITY
BOARD OF DIRECTORS
MINUTES
6/25/2020
The meeting was opened by the Chairman at 8:10 PM. The meeting was held via Zoom,
facilitated by LMC and open to the public.

Administrative
Previous Minutes approved from 04/16/2020 were approved. There are no changes to Tier
Report. Nuno to send a copy of the Ground Lease to all members of the Housing Authority.
Budget
Bond will terminate in 2022 and the Housing Authority will bring in an additional 250k per year.
The remaining large capital project is the windows. Total cash position was discussed. One
client in arrears and a check was dropped off today. We are down 3.6% vs budget due to a four
month vacancy and an additional vacancy.
Operations
Due to the pandemic, the engineer’s site survey is not complete. Issues affecting Unit #116
were discussed. The tenant is ready to go to a hotel. The structural repair could be done right
away but the insulation will take at least a month to arrive. The project was put out to bid and
there were several quotes for the work. Kenzone contractor 49,900; Todd Able 46,000; Ralph –
has done a lot of work at the property $41,575; Brothers Construction: 38,000 if he can get the
insulation. Since lowest bidder was unsure of being able to get material and untested on this
large a project, all present members voted to hire Ralph. Nuno will speak with the tenant to see
if the tenant would prefer to have both the structural work and insulation done at one time or
separately.
Vacancies:
#30 – town highway employee will be signing a lease this week
#106 – vacating at the end of July. Not a lot of work to ready it for a new occupant.
#34 – vacating at the end of July. Not a lot of work to ready it for a new occupant.
Appliance replacement is on hold. A tenant will have a carpet repaired due to allergies – Nuno
to ask tenant to sign certificate accepting the carpet in satisfaction of her request prior to
installation. Gas Leak – there was a gas leak caused by a rusting gas line due to faulty
installation of the line as it passed through concrete. There has been no gas or hot water from
6/18/20 in units 2,4,6,8,10 and 12. The piping is now replaced and properly insulated The goal
is to get the gas up and running by next week (week of 6/29/20). With the Town’s help
processing is going quickly. The gas will not be turned on if there is any leak. Unanimous
consent to authorize $30,000 to cover the cost of these repairs. The President thanked Nuno
for getting on top of this emergency quickly.
Nuno will get multiple quotes on re-piping the remaining 6 buildings. Board to discuss after all
the quotes come in.
Corona Virus update: no one has tested positive in the Hommocks as of today. “Covid cleaning”
– doorknobs, handrails still being disinfected on a daily basis. For the last two weeks,
Superintendent has been working on the work orders while wearing mask- all tenants wear a
mask when he is in their apartments.
Comprehensive Plan
Comprehensive plan is on hold for now. There was a discussion on a 202 grant. Melissa will ask
Rose Nunan to join the next HA meeting to take the group through the County Housing Needs
Assessment.
The meeting adjourned at 9:38 PM
