HomeMy WebLinkAbout2020_09_29 Housing Authority Minutes TOWN OF MAMARONECK HOUSING AUTHORITY BOARD OF DIRECTORS MINUTES 9/29/2020 The meeting was opened by the Chairman at 7:30 PM. The meeting was held via Zoom, facilitated by LMC and open to the public. Present were: Rick Cherry, Chairman Melissa Kaplan-Macey, Member Diana Lovett, Member Nuno Pires, Gramatan Management. Sabrina Fiddleman, Liaison from the Town of Mamaroneck Administrative Previous Minutes approved from 6/25/2020 were approved. Budget There is one tenant who is past due. There was a discussion on doing a rent abatement given the financial hardships during the pandemic. The Housing Authority agreed to potentially revisit next meeting. Sal suggested doing an abatement on a case by case. A discussion ensued about how no tenant had been evicted due to arrears. There was also a discussion of relabeling the accounts but no decision was finalized. It was also noted that the bond will be paid out in August of 2021 and that will free up an additional $250k/ annually. Operations The survey done by Antonucci and Associates was discussed. It was decided that the wood deck in the rear needs to be replaced and should be addressed in 2021. A suggestion was made to replace the windows on a schedule starting in 2021 and Nuno said this would be added into the budget. Nuno would also add any additional items from the survey that need to be addressed in 2021 into the budget. The insurance policy premium increased by 5.9% increase this year and has already been bound. The policy includes the same coverage as before. A discussion followed about the annual surveying of the boilers. The total cost is $22,500, a 7% increase this year. This was approved by the Board. It was also noted that Louis does his annual inspection at the same time that the boilers are serviced. All additional appliance repair will be considered as part of the capital plan. The lead time is about a month on all appliances. A discussion followed about the gas leak. Three quotes were received: one from Citron which was high, one from Thor: 167,400 and one from B&C: 144,000k. Nuno suggests completing all of the work in the spring so that they will all be on the same schedule. The issue with the insulation in the crawl space vents was discussed. Nuno is working on a solution. The Board voted unanimously to approve a new backup generator since it has been failing. Tiers th The Board decided to table the conversation about changing the tiers until after October 30. Diana and Sabrina to look at the MOU between the Housing Authority and the Town together Comprehensive Plan The Comprehensive Plan was discussed. There had been no new work done on it. Diana updated the Board on the Mamaroneck Affordable Housing Coalition. Diana to send meeting info & participate as an individual. Housing Authority Membership th Rick & Sal leaving Oct 31.
