HomeMy WebLinkAbout2020_12_08 Housing Authority Minutes TOWN OF MAMARONECK HOUSING AUTHORITY BOARD OF DIRECTORS MINUTES 12/8/2020 The meeting was opened at 7:30 PM. The meeting was held via Zoom, facilitated by LMC and open to the public. Present were: Melissa Kaplan-Macey, Chairperson Diana Lovett, Secretary Barry Wohl, Treasurer Nuno Pires, Gramatan Management Sabrina Fiddelman, Town of Mamaroneck Administrative Minutes from 11/16/2020 were unanimously approved. The meeting adjourned at 8:30 PM Financial The cash position was discussed and there is $633,044.45 across all accounts. There is one tenant in arrears. Operations There is one vacancy. It is unit 112. This unit needs repairs. It is a two bedroom and should be read in approximately 2 weeks. It will most likely be filled by a current tenant. -will be 1 bedroom w loft becoming available. Have several tier 1 applicants. Appliance replacement was discussed. It would be approximately $1800-2000 per unit to replace the dishwasher, oven and fridge. Currently, there is a supply chain issue with appliances. Nuno will work on a more formal proposal and present to the HA. The request for carpet removal due to allergies was completed. The emergency gas line replacement was also completed. The annual apartment inspection was also completed and no major surprises were uncovered. Al Corelli did his annual 2020/2021 boiler tune up also did an inspection. There was minor service completed on two boilers. The apartments each have one boiler and hot water heater. They are Munkin units. The ejector system (power backup) is expected imminently. The issue of the crawl space venting was discussed. Nuno and the team have a solution – basically building a Styrofoam box around the pipes. The average cost will be 3-4k per building. In the spring, the vents will be opened and the mulch in front of them will be removed. The remaining gas line replacement was discussed. Nuno will bring in some proposals for the HA to discuss. The stairwell steps reinforcement was also discussed. Budget The 2021 proposed budget was unanimously approved. This budget forecasts an 80k surplus. The following capital expenditures were approved for a total cost of $201,000 1. Completing the remaining gas pipe replacement: $119,000. Nuno will get refreshed quotes to complete in late spring. 2. Masonry (including some stairs) and reinforcing all handrails: $20,000 3. Installing rear deck with composite material (trex, etc) - $62,000.00. Will get us quotes on both composite and hardwood. 4. Fall of 2021 start window replacement 5. Bonuses: Louis to get $1800 plus a $500 covid bonus paid out in January. Sanitation to get $300 6. There are a few misc. projects along the way such as a mailbox replacement to allow for packages and etc. which can be discussed when less important issues are resolved. Capital Expenditures for 2022 were also discussed. In the late spring/summer, Gramatan will begin the window replacement project. The process includes hiring an engineer then deciding on a vendor and material type, and then adds ons and then waiting for the manufacturing process and finally doing the installation. It is a lengthy process. The estimated cost will be $350,000-425,000 based on similar projects completed in recent years. Price can vary based on installer, window type, and window features selected.
