Memorandum
To: Supervisor and Town Board
Re: Sanitation Commission/Village of Larchmont
Date: January 25, 2021
The Town and Village have been in discussions regarding the future of the Sanitation
Commission, the creation of the extended Town Garbage District and issues relating to
the apportionment of the 2021 Budget.
Questions Relating to the Apportionment Formula
Currently the Commission is divided into 10 collection routes; 5- Monday-Thursday
routes and 5- Tuesday-Friday routes. Two of the routes, Route 2, which is primarily a
Village Route, and Route 4, which is primarily a Town Route, transcend the municipal
boundary between the Town and Village. On Route 2, there are 154 properties in the
Town and the tonnage collected from those properties charged to the Village of
Larchmont. On Route 4, there are 38 properties in the Village of Larchmont for which
the tonnage of waste collected is charged to the Town. According to a 1989
memorandum, there should have been an allowance made in the tonnage
apportionment to account for the overlap. This was never done. Attached is a map of
our collection routes. The area shaded in a deep pink at the left side of the map is
Route 2A, which accounts for the 154 properties in the Town. Further to the right, you
will note a small square area colored in burnt orange. That is Route 4A, made up of 38
properties in the Village. Also, since 2018 when the Commission entered into an
agreement with the City of New Rochelle to collect garbage on Dogwood Lane, 16
additional properties were added to the route and tonnage charged to the Village of
Larchmont.
To ascertain the quantity of garbage collected on the overlapping portions of the route,
we collected these areas separately from the rest of the route and weighed the tonnage.
Attachment #1 is a schedule of the total tonnage for what we have described as Route
2A and Route 4A that projects two weeks' worth of tonnage collected and the amounts
weighted to address a two week span.

The bottom line is that it would appear, that the Village of Larchmont's tonnage
apportionment has been between 3.68% and 3.81% higher due to the net difference
between the Town properties on Route 2A minus the properties on Route 4A.
Attachment#2 is a spreadsheet, prepared by the Village that re-calculates the tonnage
apportionment with an adjustment of 3.81%. Based upon their calculations there was an
overcharge to the Village over four years of approximately $666,375. While the
numbers are still under review there does appear to be a real inequity in the
apportionment of the Village's tonnages.
Based upon their calculation, the Village share of the Commission Budget would be
43.2% and Town's share 56.8%. The Village is proposing that the apportionment be
58.8% for the Town and 41.2%. This proposal is to address the overcharge to the
Village. Below is a table showing three alternative apportionments.

The 2021Town Budget includes an appropriation of $1,952,925 for the Town's share of
the Commission's operation. Based upon the alternative apportionments the Town
would have insufficient funds for two of the three formulas. However, if you go back to
Attachment#3 there is a formula for the apportionment of surplus that could fund the
Town's deficit in appropriations should the surplus be available at the end of 2021.
Creation of the Extended Town Garbage District
Regardless of the findings about the allocation of tonnage of solid waste collected, the
Village appears still strongly in favor of the extension of the Town Garbage District into
the Village. The extension of the District would involve the Town assuming all financial

and operational responsibilities for garbage and recycling collection in the Town and
Village. The increase in the Town Budget would be approximately $1.6milllion based
upon the appropriations in the 2021 Commission budget. In addition, the Town would
assume responsibility for scheduling over time the replacement of twelve refuse
collection vehicles as opposed to the current inventory of seven.
The Village's 20/21 Adopted Budget includes appropriations of $1.4million for sanitation
services. This includes their share of the Commission plus, the cost of vehicle repairs
paid to the Town. In addition, they would no longer incur debt service related to the
replacement of refuse trucks which on an annual basis is between $25,000 to $30,000
per year. While I believe, the extended District will be a more efficient way of budgeting
and operating the waste collection operation, the obligations and responsibilities
assumed by the Town should be part of the equation in considering how to address the
inequity in the tonnage apportionment.

RE: Study of Routes and May 1st Re-assignment
Dear Ed:
As a result of discussions you and I have had concerning the apparent
overly-heavy garbage production that originates from that section of
Larchmont that we know as Route Number 1, I have made four different
analyses involving four different time frames so as to measure accurately
which route is heavier. I have also calculated finishes - which routes
are latest, or late more than half the time.
I used 1988 and took an eight-day time frame in January (They were
non-snow days when the scale was working.); a 15-day frame in February;
an 11-day frame in March; and a 7-day frame in August, and, based .on the
'calculations, tabulated on Sheet 1 of 3 of the attached three sheets, I
find that Route 1 is at least 19-percent heavier than the median and in one
case 31-percent heavier than the median daily tonnage calculated for each of
the four time frames.
The calculation sheets (1,2, lnd 3 of three) are attached hereto.
It is also interesting, from the analysis, that Route 3 seems to have
wider variations from the norm than usual and these are of such scope that
it looks like Route 3 is "skipping the 'scale"on several occasions in some
of the time frames. I also notice an occasional skip of some of the
other routes, wherein a day is unusually light and the day after is not
heavier than usual, which situation would occur if a collection vehicle
stayed full overnight to be dumped the following morning.
Based on the analysis, I am hereby instructing you that we are going
to do two things:
1) Be sure that every driver understands that he cannot avoid the
scale or leave the scale until he has been specifically told by
you that his weight has been recorded and he may dump.
2) Route 4, which for the most part is about 20- or 30-percent
lighter than Route 1 in all the sample data tested and which is
usually lighter by the greatest amount on Mondays, could easily
and logistically take over a small neighborhood from Route l's
Monday pick-up. Such a change-over does not affect the neighbors,

being the same day and being at the start of either Route 1 or
Route 4 with the area that I am about to re-assign.
The area to be re-assigned consists of the following streets:
Virginia Place
Part of Hall Avenue - 27 Hall to Forest Park Avenue
Devon Road
Highwood Way
This re-assignment area consists of 38 houses and is a fair proportion
to re-assign, given the data and facts that we know.
No attempt is being made to change Tuesday's routes at all - just Mondays.
With regard to the matter of this re-assignment area being within the
corporate boundaries of Larchmont, we will treat this the same way as we
treated the Harrison Drive and Dillon Park areas that are now picked up in
a Larchmont truck; namely, we will spend one typical week re-measuring
separately the output of this re-assigned area and we should now spend one
week^teasuring the output of the Dillon Park area (picked up Ly Foute2 Mondays
and Thursdays) and the Harrison Drive area (picked up by Route 2 Tuesdays
and Fridays) so that these separate tonnages can be translated into a per-
centage of the week's total, which percentage could then be applied to yearly
totals to assist Carmine DeLuca in obtaining the correct percentages of
pick-ups in the Town and the Village, as required by law.
Be sure to tell me which week we are making these special separate
measurements so that it is a typical week and so that we are doing all of
the measurement areas at the same time; otherwise, the formula will not
be representative and the result will be unfairness with regard to cost
proration.
We will discuss this further at our upcoming mini-staff meeting.
The-starting date of the transfer of the re-assigned area to Route 4 shall
be May 1, 1989.
