Garbage Collection
What is proposed;
An amendment to the Town of Mamaroneck and Village of Larchmont Solid
waste laws to require that garbage be set out at the curb for collection.
The proposed amendment also includes a provision that would provide an
exemption to the curbside garbage requirement.
A resident over the age of 70 may apply to the Commission for an
exemption to the requirement to set out garbage at the curb.
Consideration is being given to an exemption based upon disability.

Why Consider Curbside Collection Now
An increasing number of residents prefer to bring their garbage to the curb.
In Westchester County 27 municipalities have curbside garbage collection, 11
municipalities have back of home collection and 4 do not provide sanitation
services.
Currently curbside is the standard for recycling, bulk waste and organic waste.
Curbside Garbage Collection is more efficient and requires less staff resulting in
savings.
Curbside Garbage Collection will create a safer workplace for employees.
Staff reductions are accomplished through attrition.
Curbside Garbage Collection opens the way to develop further savings for
garbage and recycling collection.

Creating a Safer Workplace for Employees
According to OSHA refuse and recycling collection is considered one of
the five most dangerous professions.
The most common injuries in refuse collection are lifting injuries, and slips,
trips and falls.
Because of the dangers of the job, Workers Compensation Insurance for
refuse collection workers is expensive.
With Curbside Garbage Collection Worker's Compensation savings would
be $70,000 reflecting a 17% reduction in premium

Use of Automated Refuse Collection Trucks.
Sustainability and Resilience
Our primary goal is to reduce the amount of waste processed as garbage.
The Commission collects and processes 20,000 tons of material each year.
Of that total over 60% is recycled materials.
Curbside collection allows the Commission more flexibility to improvement
recycling service in areas such as food waste.
Transition to Curbside Collection
Change can always be a challenge and the Commission has proposed
ways of addressing the change to curbside service
The Senior Citizen Exemption will accommodate eligible seniors that are unable
to bring their garbage to the curb
The availability of different size waste cans, all on wheels, that will make
moving garbage to the curb easy
