Re: Parking Occupancy Survey-Washington Square
Neighborhood

At our last work session the Board had a few questions regarding the proposal from
BFJ Planning to conduct the parking survey of Washington Square. I have spoken with
George Jacquemart to clarify the questions.
1. Does BFJ agree with the survey time frames in the JFC Study?
Yes, BFJ believes the times used by JFC are appropriate however the BFJ
proposal adds the time period of 10-11 pm on weekdays and 8-10pm on Sunday.
2. The Board raised the question of whether the time periods of 5-7pm or 6pm-8pm
be added to the survey?
BFJ would prefer to utilize the additional times included in their proposal. It is
their opinion that those time frames would better represent the maximum use of
parking in the neighborhood.
3. Were the municipal parking lots to be included in the survey?
BFJ indicated that parking lots #3, 4, and 5 are included in their survey. In
addition BFJ will consider the potential for additional parking capacity in the
vacant land at the corner of Fifth Ave. and Madison Ave. Also the parking survey
will assume the continuation of the current parking regulations in the
neighborhood.
If this additional information answers all of your questions, the next step would be for
the Town Board to consider approval of the proposal and authorize the parking survey.

Dear All:
As mentioned in my October 5th email to you, the Sustainability Collaborative chose the hybrid senior bus and
thermostat as their top two choices for the NYSERDA Clean Energy Communities $50,000 grant. My October
5th email included the lists of projects considered by the Sustainability Collaborative and discussed with the
NYSERDA people.
The hybrid senior bus is self-explanatory. The Collaborative liked this project due to its high visibility
throughout the community. Steve Altieri has some concerns with hybrid buses that he will explain and we
should consider.
The thermostat project would be purchasing programmable thermostats to be distributed to first come/first
served residents who would then work with Con Ed to allow for peak demand over-rides that help avoid black
outs.

SUBJECT: Authorization to Appoint a Motor Equipment Operator
Authorization is requested to appoint Joseph Alimena to the full-time position of Motor
Equipment Operator in the Highway Department at an annual salary of $56,461. This
position is reflected in the 2017 budget and was vacated earlier this year due to an internal
promotion.
Mr. Alimena is currently employed with the New York State Department of Transportation as
a highway maintenance worker and has held that position since January 2013. His duties
include, installing and repairing guide rails, repairing defective roadways, cleaning
roadsides, trimming bushes and trees, operating equipment and performing preventative
maintenance on equipment. He was also employed as an emergency medical technician at
the New York City Fire Department in Brooklyn for eight years.
In addition, Mr. Alimena is a State Fire Instructor for the Office of Fire Prevention and
Control, a Rescue Specialist for the Westchester County Technical Rescue Team and a
volunteer Firefighter in Port Chester.
Based on Mr. Alimena's extensive roadwork experience and training, it is anticipated he will
be an asset to the operations in the Highway Department.
ACTION REQUESTED: That the Town Board approve the appointment of Joseph Alimena
to the position of Motor Equipment Operator effective, no later than, October 31, 2017 at an
annual salary of $56,461.
