MINUTES OF THE WORKSESSION MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK HELD JANUARY 27, 2021 BEGINNING AT 6:00 PM.
PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW
ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR
SERVICE:
Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet
and take such actions authorized by the law without permitting in public in-person access to
meetings and authorizing such meetings to be held remotely by conference call or similar
service, provided that the public has the ability to view or listen to such proceeding and that
such meetings are recorded and later transcribed;

CALL TO ORDER - WORK SESSION
Additionally Present: Lindsey Luft Assistant to the Town Administrator
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the Work Session was
unanimously opened at 6:00 p.m.
EXECUTIVE SESSION
On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, the Board unanimously agreed
to enter into an Executive Session to interview candidates for various Boards and Commissions.
On motion of Councilwoman Katz, seconded by Councilwoman Fiddelman, the Board unanimously agreed
to resume the Worksession.
Appointments to Boards and Commissions
On motion of Councilwoman Elkind Eney, seconded by Councilman King, it was unanimously
RESOLVED, that Seth Bronheim be reappointed as Alternate A of the Zoning Board of Appeals,
said term to expire on December 31, 2025, and
BE IT, FURTHER
RESOLVED, that the foregoing appointment shall be effective immediately upon the appointee
taking and subscribing the oath mandated by section 25 of the New York Town Law.
On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, it was unanimously
RESOLVED, that Frank Pierson shall be appointed as Member B of the Housing
Authority, said term to expire on December 31, 2025.
BE IT FURTHER
RESOLVED, that the foregoing appointments shall be effective immediately upon the appointee
taking and subscribing the oath mandated by section 25 of the New York Town Law.

On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was unanimously
RESOLVED, that George Roniger, be reappointed as Member G of the Sustainability Collaborative,
said term to expire on December 31, 2023, and
BE IT, FURTHER
RESOLVED, that Mitch Green, be reappointed as Member J of the Sustainability Collaborative, said
term to expire on December 31, 2023, and
BE IT, FURTHER
RESOLVED, that the foregoing appointments shall be effective immediately upon
the appointees taking and subscribing the oath mandated by section 25 of the New
York Town Law.
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, it was unanimously
RESOLVED, that Graham Gutter, be appointed as Member G of the Recreation Commission said
term to expire on December 31, 2025, and
BE IT, FURTHER
RESOLVED, that the foregoing appointments shall be effective immediately upon
the appointees taking and subscribing the oath mandated by section 25 of the New
York Town Law.
EXECUTIVE SESSION
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the Board unanimously
agreed to enter into an Executive Session to discuss the proposed acquisition of land.
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the Board unanimously
agreed to resume the Worksession.
REVIEW OF PRIORITIES
The Town Board reviewed an initial list provided by the Town Supervisor, and then added items per their
discussion.
The following list was finalized:
1) Floor Area Ratio
2) Wireless and 5G Legislation
3) Comprehensive Plan Update
4) Hiring and on-boarding new Town Administrator
5) Garbage Service Review/Study
6) Racial Equity/Engagement
7) Energy Management and Targets
8) Climate Smart Community Certification – Removed after discussion
9) Hire Replacement Attorneys for Land Use Boards
10) Hampshire Golf Club Study
11) Ownership Hommocks Pool
12) LMC Media Negotiations
13) Gardens Lake Study – Alternatives to Dredging
14) Madison Avenue Redesign
15) Study Right Turn Lane on Myrtle Blvd
16) Training Requirements for Land Use Boards

The Town Board also discussed creating a separate ‘clean-up’ list and Supervisor Seligson will distribute
both to the Town Board.
The Town Board discussed the Sewer System Rehabilitation Project, noting that because it is an ongoing
project, it was not added as a priority.
The Town Board Members asked for clarification of items seven and eight, as these were not previously
discussed.
With respect to item number seven, Energy Management and Targets, Supervisor Seligson noted that the
Town has not managed reporting on energy use as effectively as needed. The Town has asked the
Sustainability Collaborative for their assistance. Additionally, Supervisor Seligson noted that emission
reduction targets are being set by New York State, and the Town will need to address this as a community.
The Town has hired an intern to help evaluate the Town’s status with respect to the Climate Smart
Community Re-Certification due before August.
ADDED ITEM
Update – Bonnie Way / Weaver Street Sidewalk
Mr. Altieri stated that the Town was awaiting the property appraisals, which have now been received, and
he is optimistic that bid documents could be issued in mid July.
Sewer System Consolidation
Supervisor Seligson stated that Westchester County issued a request for proposals to study sewer
consolidation for four communities in our consortium and one for the entire County. The results were due
back last week. Supervisor Seligson will follow up with the County. The study is set to take place this year.
Training of Land Use Boards
The Town will be addressing a policy with respect to training requirements. Mr. Maker believes these
requirements will need to be addressed through a local law. Additionally, the Town Board would like to
develop its own training session administered by Mr. Maker and the Attorney for the Land Use Boards.
Mr. Altieri was asked if the Baldwin Residential Parking District was ever initiated, and Mr. Altieri
responded no.
Mr. Altieri was asked to add details and time frames to the list of priorities and to prioritize them against
his own timing with respect to leaving his position. Mr. Altieri noted that many of these can begin and his
replacement can bring them to completion.
Supervisor Seligson stated that the County Executive has advised that ice hockey can take place at the
school level, but it is up to each school district to determine their readiness and protocols. Mr. Altieri will
discuss this with the Mamaroneck School District to determine if they will begin ice hockey, and whether
the Town will need to overlay any safety protocols.
Mr. Altieri noted that with respect to the opening of the swimming pool the Town would proceed with
caution, as during the last opening three school lifeguards got COVID.

unanimously adjourned.
