MINUTES OF A SPECIAL MEETING OF
THE TON BOARD OF THE TOWN OF MAMARONECK
HELD ON THE 29th DAY OF OCTOBER, 1986
AT THE TOWN CENTER, 740 WEST BOSTON POST ROAD
MAMARONECK, NEW YORK
The Special Meeting of the Town Board was called to order
by Supervisor Battalia.
lirPresent were the following members of the Board:
Supervisor Dolores A. Battalia
• Councilman Thomas R. Amlicke
Councilwoman Caroline Silverstone
Councilman Lawrence A. Lerman
Councilman Stephen C. Chapin
Also present was:
Stephen V. Altieri, Town Administrator
On motion by Councilman Lerman, seconded by Councilwoman
it was unanimously
RESOLVED, that the Town Board adjourn
into Executive Session to discuss
matters pertaining to real estate.
Thereafter, on motion by Councilwoman Silverstone, seconded
by Councilman Chapin, the Executive Session was adjourned.
At this time, the Board discussed the proposed 1987 Budget
and prepared to meet with several outside agencies that
receive funding from the Town.
VOLUNTEER AMBULANCE CORPS
Frank Cioffi, President of the Volunteer Ambulance Corps,
appeared before the Board to discuss their proposed budget
and stated that the Corps would like to expand its current
facility in order to create sleeping quarters for the
ambulance crews. Mr. Cioffi indicated that such an
expansion would improve the response time of the Ambulance
Corps. The Board then requested that the Town Administrator
• work with Mr. Cioffi to discuss alternatives for this
proposed project.
LARCHMONT/MAMARONECK SUMMER THEATRE
Representatives of the Larchmont/Mamaroneck Summer Theatre
appeared before the Board and requested funding in the
amount of $1,000. The Board questioned the representatives
as to matters relating to the operation of the theatre, its
finances and the cost-control measures that are utilized.

CONSERVATION ADVISORY COMMISSION and
COASTAL'Z ONE MANAGEMENT COMMISSION
The Board then discussed the proposed budgets for the
Conservation Advisory Commission and the Coastal Zone
Management Commission. Robert Schoenberger, Chairman of
CZ MC; Robert Komitor, Chairman of CAC; and Cliff Emanuelson
of the Conservation Department, appeared before the Board
to discuss the proposed budgets for their commissions and
there was discussion as to the best alternative for
providing staff support to both commissions. The Board
stated it would consider appropriating additional monies
for such support.
EIWIRONMEIA_ BOND ISSUE.
The Board then discussed the proposed Environmental Bond
Issue which will be on the November 4th ballot. The Bond
Issue, if passed, would provide, funds for environmental
improvement projects as well as improvements to parks and
recreational facilities. After further discussion, on
motion by Councilwoman Silverstone, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that the Town Board of the
Town of Mamaroneck hereby endorses the
proposed New York State Environmental
Quality Bond Act which would provide
funding for cleaning up the environment
and enhancing state and local parklands.
At this time, the Town Administrator distributed proposed
tax rates, required under the 1987 Tentative Budget, to the
Town Board.
Thereafter, on motion by Councilwoman Silverstone, seconded
by Councilman Amlicke, it was unanimously
RESOLVED, that the Board adjourn into
Executive Session to discuss matters
pertaining to real estate.
On motion by Councilman Lerman, seconded by Councilman
Chapin, the Executive Session was adjourned.

Chapin, the Town Board meeting was adjourned at 10:50 P.M.
