HomeMy WebLinkAbout2020_03_16 Town Board Minutes March 16, 2020 MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD MARCH 16, 2020 TELEPHONICALLY BEGINNING AT 5:45 PM. PRESENT: Supervisor Nancy Seligson Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilwoman Sabrina Fiddelman Councilman Jeffery L. King ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Deputy Town Administrator CALL TO ORDER On motion of Councilwoman Katz, seconded by Councilwoman Fiddelman, the meeting was unanimously opened at 5:45 p.m. The purpose of the meeting was to discuss the situation with COVID 19. Supervisor Seligson stated that the Town Board would move to telephonic meetings per the Governor’s Executive Order, the details of which are still being worked out. Supervisor Seligson issued the current coronavirus statistics. The Governor has closed bars and issued an 8:00 pm curfew, takeout is still being provided. The CDC has limited social gatherings. The Town of Mamaroneck will be closing parks and playgrounds. The Senior Center will be closing as of Wednesday. The Town has declared a State of Emergency. The alternate side of street parking is waived, as is the no overnight parking from 3:00 to 6:00am. Many upcoming Board and Commission meetings have been cancelled. The Justice Court Administration has closed Courts for 45 days. There is a special court set up in White Plains. All summonses will allow for 60 days for payment. The Governor has requested that all non essential services be reduce by 50%. Town center will move to appointment only. The Town Department Heads will decide on the staffing for every other day. Sanitation will move to one day a week curbside pickup. The Town and other municipalities have asked New York State for a waiver of late tax penalties, and the Town is awaiting that determination. The Comptroller is working on initial figures for loss of revenue, and additional costs for cleaning. County hospitals are reaching their bed capacity and triage hospitals are being considered at Playland, and even the empty United Hospital in Portchester. Testing facilities are ramping up and the County has offered the Playland parking lot. The next Town Board meeting will be held in Conference C, on Wednesday, March 18, and it was noted that LMC Media is working on the protocol for the Zoom format, for future meetings.
