BOARD OF THE TOWN OF MAMARONECK, HELD MAY
18, 1959, AT POLICE HEADQUARTERS, 11 EDGEWOOD
AVENUE, TOWN OF MAMARONECK.
CALL TO ORDER
The Chairman called the meeting to order at 8:30 p. m.
PRESENT: Mr. Fred Maggini, Chairman
Mr. Joseph Rigano
Mr. Lee Bloom
ABSENT: Mr. G. Norman Blair
Mr. Henry Mullick
ALSO PRESENT: Maurice Friedlander, Town Engineer
and Building Inspector
PUBLIC HEARING--MAP OF ROSELEA
The secretary presented the affidavit of publication of
notice of public hearing as published in the official
newspaper, The Daily Times, on Thursday, May 14, 1959.
The Chairman declared the hearing open and inquired
whether any person present wished to be heard.
Mr. Jerome R. Bisceglia, owner of the subdivision,
appeared and explained in detail the plans which had
been submitted with this application.
Mr. Friedlander stated that all the plans and specifi-
cations appeared to be satisfactory.

Upon ascertaining that no other persons wished to address
the Board, on motion made and seconded, it was unanimously
RESOLVED that the Public Hearing on Map of Roselea,
be and it hereby is closed.
Following some further discussion, upon motion by Mr. Bloom,
seconded by Mr. Rigano the following resolution was unani-
mously adopted:
WHEREAS, Jerome R. Bisceglia, owner of a subdivision
known as Map of Roselea found on a certain map en-
titled "Map of Roselea" in the Town of Mamaroneck,
Westchester County, New York, filed in the County
Clerk's Office September 21, 1954 as Map #9359, has
filed with this Board an application for the consider-
ation of plans and specifications for the construction
of curbing, streets, drains, etc. on Roselea Road
which is in Block 506, Parcels 157, 166, 194, 210 and
230, 214, and 500 on the Tax Assessment Map of the
Town of Mamaroneck; and
WHEREAS, a public hearing was duly held pursuant to
the provisions of Section 276 of the Town Law after
notice published in the official newspaper of the Town
of Mamaroneck, the Daily Times, on Thursday, May
14, 1959; and
WHEREAS, this Board has examined the plans and
specifications and has determined that same are all
satisfactory, subject to the conditions hereinafter
recited,
NOW, THEREFORE, BE IT
RESOLVED that the application of Jerome R. Bisceglia
for the approval of plans and specifications for the
construction of curbinfr streets, drains, etc. on Roselea
Road be and the same is hereby granted subject to the
following conditions:
1. The the applicant will comply with all rules
and regulations of the Town of Mamaroneck
Planning Board with respect to street improve-
ments except that the curbing may be black top

in lieu of stone or concrete.
2. That no Building Permit shall be issued unless
or until the applicant has furnished a bond in the
amount of $6, 800. for the completion of such im-
provements, such bond to run for a term of three
years and to be issued by a bonding or surety
company approved by the Town Board as to form
sufficiency and manner of execution.
3. That formal offers or deeds of cession to the
public of the street known as Roselea Road be filed
with the Planning Board in form satisfactory to
the Town Attorney to be held until such street is
formally accepted by the Town Board, provided
that such delivery of such offers or deeds shall
not constitute an acceptance by the Town of the
dedication of any such street nor waive the pay-
ment of necessary title charges and recording
fees; but such acceptance shall be based solely
upon the adoption of a resolution by the Town Board.
FURTHER RESOLVED that upon compliance with the above
conditions, the Chairman of the Planning Board is hereby
authorized to sign the plans and specifications as evidence
of the approval of the same.
NEW BUSINESS
Mr. Bloom was authorized to draw a new application form
which can be used for the approval of plans, etc. on maps
which were filed in the County Clerk's office prior to the
formation of the Planning Board.
ADJOURNMENT
There being no further business to come before this
meeting it was adjourned at 9:15 p. m.
