HomeMy WebLinkAbout1956_05_07 Planning Board Minutes MINUTES OF A MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK, HELD MAY 7, 1956, AT POLICE HEADQUARTERS, 11 EDGEWOOD AVENUE, TOWN OF MAMARONECK. CALL TO ORDER. The Chairman called the meeting to order at 8:30 p. m. PRESENT: Mr. Morgan J. Burke, Jr. , Chairman Mr. G. Norman Blair Mr. Fred L. Maggini Mr. Henry E. Mullick Mr. Joseph J. Rigano ABSENT: None Also Present: Building Inspector McEvoy Councilman Kane Mr. Maurice Friedlander, Town Engineer APPROVAL OF MINUTES A motion was duly made and seconded to dispense with the reading of the minutes of April 2, 1956, and April 11, 1956. COMMUNICATIONS A. letter dated April 28, 1956, addressed to the Town Planning Commission, was received from F. D. Gironda, 11 Cabot Road, Larchmont, N. Y. , referring to parking areas in and a-s.o'ins_: Myrtle Boulevard, near the Station area. This letter was referred to the Town Board, as the planning Board has no jurisdiction over this matter. RE OFFICIAL MAP Mr. McEvoy reported that he is presently engaged in additional research to determine which of the streets in the Town of Mamaroneck are public, and which are private. -50- RE BLOCK 501, PARCEL 1, REQUEST FOR. REZONING Mr. Reubin Sirlin, 211 Mamaroneck Ave. , Mamaroneck New York, appearing as Attorney for his client, requested that the property known as Block 501, Parcel 1 on the Tax Assessment Map of the Town of Mamaroneck be zoned for other than residential use. He stated that the property in question, which is no zoned for residential purposes, borders on the Railroad tracks, and is surrounded by gasoline stations, a coal depot, and a veterinary hospital. Mr. Sirlin further stated that shoukl the Board feel it could not recommend this property be zoned for commercial or business use, perhaps it would consider recommending it be zoned for garden type apartment construction which would be in line with the buildings now existent in this area. The Board, after discussion, directed the Chairman to write to the Town Board and informing that Board of the unanimous recommendation of the Planning Board that no change in zoning should be made at the present time, and stating the reasons for such decision. RE PETITIONS - CREATION OF NEW RESIDENCE AA1 DISTRICT Inasmuch as the request for the rezoning of this area is closely related to the action which this Board will take upon the application of Soundview Woods, Inc. , the Chair- main recommended that a decision on this matter be held in abeyance for the time being. The Board concurred with the Chairman's recommendation. RE PROPOSED SUBDIVISION SOUNDVIEW WOODS, INC. With respect to the application of Soundview Woods, Inc. , the Chairman reported that as of the present no word had been received from the developers, Mr. Newburgh, or Mr. Muson as to their decision with regard to the recommendations made in the report of Mr. Robert D. Brown, a member of the staff of Frederick P. Clark and Associates, Planning Con- sultants, which had been referred to Messrs. Newburgh and Muson, for study and report. -51- RE PRELIMINARY SUBDIVISION MAP - GLEN ROCK ESTATES Mr. William A. Glaser and Mr. Joseph W. Gleicher, Owners, appeared in reference to a preliminary map filed with this Board on October 3, 1955. The Chairman, following discussion, informed Messrs. Glaser and Gleicher that the Board would hold a con- sultation with the Town Engineer, and when a decision had been reached they would be invited to meet again with the Board and discuss the matter further. RE PRELIMINARY MAP OF SAXON PARK ESTATES With respect to a preliminary map of Saxon Park Estates, which was submitted to this Board on October 3, 1955, Mr. McEvoy reported that the Health Department of the County of Westchester has requested that this Board ap- prove Section I of said preliminary map. Following discussion, no action was taken on this request until such time as a final plat has been submitted and ap- proved by the Planning Board. MR. MAURICE FRIEDLANDER, TOWN ENGINEER With respect to the filing of plans, it was decided that in the future no plans shall be accepted by this Board unless they are first examined by the Town Engineer. RE "REQUIREMENTS FOR. APPROVAL OF SUBDIVISION PLATS" The Board discuseed the interpretation of the procedure to be followed with respect to Section 3, Paragraph E, of the "Requirements". Following discussion, the members of the Board suggested that the Chairman write the Town Attorney requesting a formal opinion with regard to this matter. it There being no further business to come before the meeting, /was adjourned at 11 p. m.
