THE TOWN OF MAMARONECK, HELD JUNE 2, 1958, at POLICE
HEADQUARTERS, 11 EDGE WOOD AVENUE, TOWN OF MAMARONECK.
CALL TO ORDER
The Chairman called the meeting to order at 8:30 p.m.
PRESENT: Mr. Fred L. Maggini, Chairman

Mr. Henry Mullick
Mr. G. Norman Blair
ALSO PRESENT: Mr. Maurice Friedlander, Town Engineer and
Building Inspector
Mr. Peter Kane, Councilman
APPROVAL OF MINUTES
The minutes of the meeting of May 5, 1958, were approved
as presented.
PUBLIC HEARING--GLEN ROCK ESTATES
The secretary presented the affidavit of publication of the notice
of public hearing as published in the Daily Times on May 26, 1958.
The Chairman declared the hearing open and inquired whether any
person present wished to be heard.
The following persons addressed the Board:
Mr. William Glaser, representing Glen Rock Estates,
appeared and explained in detail the map and construction

Which had been submitted with the application.
Mr. Friedlander, pointed out to the Board that Country Road,
which is an access road to the subdivision in question, has
not been accepted by the Town. He stated that under the cir-
cumstances he felt that a bond for the completion of Country
Road should be required before approving Glen Rock Estates.
Mr. Glaser said that he thought they would complete Country
Road to the Town's satisfaction rather than post a bond.
Mr. Rigano stated that the Board preferred to have a bond
posted and the road approved by the Town before approving the
subdivision.
Upon ascertaining that no other persons wished to address the Board,
on motion duly made and seconded, it was unanimously
RESOLVED that the public hearing on Glen Rock Estates, be
and it hereby is closed.
After some further discussion and consultation with the Engineer, on
motion by Mr. Blair, seconded by Mr. Mullick, the following resolu-
tion was unanimously adopted:
WHEREAS, Glen Rock Estates has heretofore filed with this
Board a map of subdivision plat entitled" Revision to Sub-
division Map of Section 2 and 3 glen Rock Estates in the
Town of Mamaroneck, Westchester County, New York,"
made by Ralph Cronquist, New York State License #9277,
dated April 21, 1958, County Blocks 3959-3960,
in accordance with the provisions of the Town Law and the
specifications for street improvements contained in the
"Requirements for the,Approval of Subdivision Plats in
the Town of Mamaroneck, Westchester County, New York,"
adopted by this Board on October 19, 1955, together with a
final layout showing streets, drains, easements, pavements,
curbs and water together with construction drawings prepared
in accordance with the provisions of Section 6 of said "Re-
quirements for the Approval of Subdivision Plats in the Town
of Mamaroneck, Westchester County, New York," all of
which have been approved by the Town Engineer; and
WHEREAS, a public hearing was duly held on June 2, 1958,
pursuant to the provisions of Section 276 of the Town Law
after notice published in the Daily Times on May 28, 1958; and

WHEREAS, this Board has examined the subdkvision map or plat
together with other details submitted in accordance with the final
layout and has determined that same are satisfactory subject to
the conditions hereinafter recited,
NOW, THEREFORE, BE IT
RESOLVED that the subdivision map or plat entitled "Revision
of Subdivision Map for Sections 2 and 3 Glen Rock Estates,
Town of Mamaroneck, Westchester County, New York," made
by Ralph Cronquist, New York State License #9277, and
dated April 21, 1958, County Blocks 3959-3960, together
with the specifications submitted and approved by the Town
Engineer, are hereby approved pursuant to the provisions of
Section 276 of the Town Law to the end that the subdivision
map or plat may be filed in the County Clerk's Office, subject,
howeve; to the following conditions:
1. That no building permit shall be issued for the con-
struction of houses on any lots of said subdivision
unless or until Glen Rock Estates has furnished a bond
in the amount of$3,000. for the completion of Country
Road, as shown on a certain map entitled "Subdivision
Map for Sections 2 and 3 Glen Rock Estates, Town of
Mamaroneck, Westchester County, New York,"which
map was filed in the County Clerk's Office of West-
chester County, Division of Land Records as Map #9103
on June 1, 1954, or completes Country Road to the
satisfaction of the Town Engineer and the Superintendent
of Highways.
2. That no building permit shall be issued for the
construction of houses on any lots of said subdivision
unless or until Glen Rock Estates has furnished a bond
in the sum of$20,000. for the completion of such
improvements, such bond to run for a term of three
years provided, however, that the term of such bond
may be extended by the Planning Board, or, at any
time during the term of the performance bond, may
be modified to an appropriate amount so that the new
face value of such completion bond will cover the cost
in full of the improvements required, but taking into
account improvements already installed, such modification
or reduction to be made after due public notice and
public hearing as required under Section 277 of the

of the Town Law; such bond to be approved by the Town
Board as to the surety.
3. That Glen Rock Estates shall deliver to the Town Attorney
deeds and or releases for the land lying in the bed of all
streets and highways as shown on such subdivision map
or plat.
FURTHER RESOLVED that deeds, releases, or grants for street
rights and easements are received solely for the purpose of
compliance with Section 277 of the Town Law and Section 3 of the
"Requirements for the Approval of Subdivision Plats in the Town
of Mamaroneck, Westchester County, New York," and that the
filing of same shall not constitute the dedication of any streets,
highways, or easements until after the approval by the Town
Board, nor constitute a waiver of the payment of the necessary
title charges and recording fees.
PROPOSED REVISED ZONING ORDINANCE
Mr. Robert Parsons, representing the Larchmont Hills Civic
Association, appeared and asked permission to speak on
behalf of the Association. Mr. Maggini told him the Board
would be most interested in hearing any remarks regarding the
proposed zoning.
Mr. Parsons stated that the members of the Larchmont Hills
Civic Association are very much opposed to having the property,
owned by Mr. Guadagnola, zoned for office buildings. They
feel that this would be a down-grading of the property and would
cause depreciation to their property.
Mr. Rigano pointed out that the proposed zoning was for the good
of the Town as a whole and that be zoning it for office buildings
the Town would receive more tax money.
Mr. Melvin Helitzer, 11 Lafayette Road, also appeared and
spoke in opposition to the re-zoning of the Guadagnola property.
He produced a copy of the Covenant Restrictions on file in the
County Clerk's office and pointed out that Mr. Guadagnola was
aware of these restrictions when he purchased the property
in question.

Mr. Louis Bernstein, 1 Huguenot Drive, also a neighbor and member
of the Association said that cars now park in this neighborhood illegally
and that to have an office building with parking facilities available would
only contribute to more parking violations.
After some further discussion, Mr. Maggini told Mr. Parsons and the
others present that the Board would give this matter further study.
PLANNING CONSULTANT--MR. FRED CLARK
Mr. Maggini instructed the secretary to arrange with Mr. Clark for
an informal meeting to be held at the Weaver Street Fire House, on
Monday, June 9, 1958. The secretary was also advised to notify all
Civic Associations, Business Associations and the Mayors of both
Villages, as well as the newspaper, of this meeting and urge them
to attend or send representatives.
ADJOURNMENT
There being no further business to come before this meeting it was
adjourned at 11:00 p.m. to reconvene on Monday, July 7, 1958.
