MAMARONECK, HELD JANUARY 9, 1956, AT POLICE HEADQUARTERS,
11 EDGEWOOD AVENUE, TORN OF MAMARONECK.
The Chairman called the meeting to order at 8:30 p.m.
PRESENT: Mr. Arthur E. Wullschleger, Chairman

Mr. Fred L. Maggini
Mr. Joseph J. Rigano

ABSENT: Mr. G. Norman Blair
Also Present:
Mr. Thomas J. McEvoy, Building Inspector
John L. Delius, Town Attorney
Councilman Peter F. Kane, Jr.
MINUTES:
On motion duly made and seconded, the minutes of November 7, 1955, and
November 14, 1955, were approved as presented.
Mr. Wullschleger announced that Mr. Burke is going to be Acting Chairman
at this meeting.
APPLICATION OF SOUNDVIEW WOODS, INC., FOR APPROVAL OF A
SUBDIVISION MAP.
A protest signed by 29 residents in the Bonnie Briar Section of Rouken Glen
was filed with the Board. In addition, Mr. Frank Gagliardi, Attorney,
representing the protesting land owners addressed the Board and presented
verbally their opposition to the application. He also filed with the Board
a written memorandum of law regarding private streets.

MR. JOSEPH C. MUSON and MR. CHARLES A. NEWBURGH
Mr. Joseph C. Muson, of Mount Vernon, N.Y., Attorney for Soundview
Woods, Inc., and Mr. Charles A. Newburgh, developer, builder, and owner
of the property, appeared before the Board in favor of the granting of their
application, answered questions and explained various phases of their
development.
Mr. Newburgh stated that he was willing to do what he could to satisfy
everyone within reason.
Mr. Burke explained that the meeting was not a public hearing since it had
not been advertised as such. It was simply a hearing where the Board
members could get the advantage of the thinking of those in that particular
section. If and when the Board decides that the subdivision should be approved
as submitted, or with changes, a public hearing will be held.
MR. RICHARD J. SCHEUER
Mr. Richard J. Scheuer of 31 Mayhew Avenue, Larchmont, appeared before
the Board and stated that he objected to the filing of anymore subdivision
plats until the Town has hired a professional consultant.
Mr. Burke interrupted and ruled him out of order when he discovered
that the presentation was general and not to the matter in hand.
Mr. Burke thanked those present and said the Board would give the
application its earnest consideration.
The Board then further discussed the matter, and following discussion,
decided that further study be given to the application.

COMMUNICATION FROM THE TOWN BOARD RE AMENDMENT TO ZONING
ORDINANCE.
A letter dated January 5, 1956, was received from Town Clerk Gronberg,
enclosing a petition received from the Council of Larchmont Civic Associations,
requesting an amendment to the Zoning Ordinance.
Secretary was instructed to make a copy of this petition for each member
of the Board for study and consideration.
MR. A.G. BOGARDUS
Mr. A.G. Bogardus, 17 Overlook Terrace, Larchmont, appeared and urged
the Board to act in this petition and report to the Town Board at its next
meeting on January 18, 1956. Mr. Burke advised that this would not
be possible.
There being no further business to come before the meeting, it adjourned
at 10:15 p.m., to meet on February 6, 1956.
