MINUTES OF THE .SPECIAL MEETING OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK,
HELD ON THE 9TH DAY OF MAY 1984 IN THE
SUPERVISOR'S OFFICE OF THE TOWN CENTER,
MAMARONECK, NEW YORK
The meeting was called to order at 6:41 P.M. by Supervisor
Battalia.
Present were the following:
Supervisor Dolores A. Battalia
Councilwoman Caroline Silverstone
Councilman Lee Bloom
Councilman Thomas R. Amlicke
Counsel Lee Hoffman
Councilman Larry Lerman arrived later
The Supervisor advised the members of the Board that she had
arranged for Mr. Herbert Litt to meet with the Board to advise
them of the status of the pending In Rem proceedings. In
addition, the Assessor wished to meet with the Board to discuss
pending certiorari settlements. On motion by Councilman Bloom,
seconded by Councilwoman Silverstone, it was resolved that an
Executive Session would be held at 7:30 P.M. next Wednesday,
May 16th immediately prior to our regular monthly Town Board
meeting.
The designation of a training officer was discussed. In addition,
the Supervisor advised the Board that the Fire Council is seeking
support of the Town Board in connection with pending legislation
regarding membership by non-residents in volunteer fire depart-
ments. The particular legislation would permit an increase from
30-35% of non-residents in volunteer fire departments.
The Supervisor then advised. the Board that openings existed on
the following Boards and Commissions: Library Board of Trustees,
Tenants' Council, Human Rights Commission, and Youth Council.
She also advised the Board that an opening remains for. over a
year on the Conservation Advisory Council. This position is
one which should be filled by a resident from the Village of
Mamaroneck. It was agreed that these openings should be placed
on the agenda.
Councilman Bloom advised the Board that the Chairman of the
Human Rights Commission had requested approval for the payment
of membership fee in the New York State Human Rights Association.
It was requested that this item also be placed on the agenda.
Councilman Bloom also advised the Board that Mrs. Cora Rust was
requesting that the Board approve reimbursement for attendance
by the members of the Human Rights Commission at the Annual
Conference and meeting of the Association. There ensued a general
discussion on the issue of expenses for volunteers. Lee Hoffman
advised the Board that the reimbursement of expenses for
volunteers was proper provided it was previously authorized by

the Board, and that in each instance a resolution would be
required. This item, too, will be on the agenda for the next
meeting.
Supervisor Battalia announced that on May 21st at the Mount
Pleasant Town Hall at 3 P.M. , the Westchester Association of
Town Supervisors will meet to vote on the County Sales Tax
Proposal. It was agreed that a presentation of the various
sales tax proposals would be made by Councilwoman Silverstone
at the next Town Council Meeting.
Councilman Bloom recommended that the Board consider appointing
the Supervisor and the Town Administrator in connection with
the Cable Television Emergency Override.
There then followed a discussion on the Joint Planning Committee.
It was agreed by all present that this committee should be
charged with the responsibility to look into the development
of a new joint master plan for the Town and the Village of
Larchmont. The Town Attorney, Steve Silverberg, should confer
with the Village Attorney so that the work of this committee
can begin. The Supervisor asked board members to consider
suggestions for making appointments to this committee.
The Supervisor advised the Board that James Staudt, Attorney for
the Village of Larchmont, has requested that the Council pass a
resolution with regard to the abatement of taxes on the Reservoir
property. He has requested that the language be the same as that
of the 1983 Resolution. It was agreed that this item would be
placed on the agenda.
The Supervisor then reported on the requestes of Counsel for the
Town that the Town of Mamaroneck join the Municipal Resource
Center at Pace University. Counsel Hoffman discussed the benefits
of membership of which the Supervisor supported. This proposal
will be placed on the agenda.
The Supervisor then updated the Board on the U.S. Open situation
at Winged Foot Golf Club. She advised the Board that there would
be a need to appropriate funds for police overtime and recommended
that this item also be placed on the agenda.
The Supervisor announced that a meeting of the Joint Sanitation
Commission be held on Friday, May 11th at 8:30 to discuss a
personnel matter. The meeting was adjourned at 8:10 P.M.
