HomeMy WebLinkAbout1957_02_04 Planning Board Minutes MINUTES OF A MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK, HELD FEBRUARY 4, 1957, AT POLICE HEAD- QUARTERS, 11 EDGE WOOD AVENUE, TOWN OF MAMARONECK. CALL TO ORDER The Chairman called the meeting to order at 8:30 p.m. PRESENT: Mr. Fred L. Maggini, Chairman Mr. G. Norman Blair Mr. Joseph Rigano Mr. John F. O'Conor ABSENT: Mr. Henry E. Mullick ALSO PRESENT: Mr. Friedlander - Town Engineer APPROVAL OF MINUTES • On motion by Mr. Blair, seconded by Mr. Rigano, the minutes of the meeting of January 7, 1957, were approved as presented. PUBLIC HEARING--SOUNDVIEW WOODS, INC. - Section I The Secretary presented the affidavit of publication of the notice of public hearing as published in The Daily Times on January 28, 1957. The Chairman declared the hearing open and inquired whether any persons present wished to be heard. The following persons addressed the Board: Mr. Charles A. Newbergh, one of the developers, who stated that the recommendations made by this Board in the letter of January 14, 1957 were satisfactory to the applicant and would be complied with. Mr. Frank M. Gagliardi, attorney representing the Bonnie Briar Lane Association, who stated that the Association had no objection 97 to the proposed subdivision provided: (1) That all of the streets would be dedicated to the Town. (2) That the applicant acquired title to the parcel of land located near Durham Road and necessary to connect York Road to the subdivision. After some further discussion, the Board informed Mr. Newbergh to the effect that the Board would grant approval provided the fol- lowing certain conditions were first met: (1) That title be acquired to the parcel of land known as Block 227 - Parcel 1. (2) That the plans of the proposed bridge to be located at the intersection of Fenimore Road and Country Club Drive meet the approval of the Town Engineer. (3) That the deeds of dedication of all roads in the pro- posed subdivision be filed with the Board. (4) That easements necessary for the installation of utilities be granted. Upon ascertaining that no other persons wished to be heard, on motion duly made and seconded, it was unanimously RESOLVED that the public hearing on the application of Soundview Woods, Inc. , is declared closed. FURTHER RESOLVED that a decision on the application of Soundview Woods, Inc. is postponed until the condi- tions as set forth in these minutes are complied with by the applicant. RE: PROPOSED SUBDIVISION--PROPERTY OF EDNA A. FORBES Dr. Arnold Breakey and Mr. Richard Eggers appeared representing Mrs. Forbes and addressed the Board with reference to a tentative subdivision of Mrs. Forbes' property fronting on Ormond Place. The Board suggested that York Road be extended through this prop- erty and Dr. Breakey pointed out that in order to accomplish this, 97 it would be necessary to acquire a portion of land owned by Mr. Lee Whitestone. He expressed a willingness to accede to this proposal provided a trade of properties could be accomplished. No commitment was given as to who would build and improve York Road, but a willingness to dedicate the street to the Town was expressed. Dr. Breakey advised the Board that the new preliminary plan now under preparation would show the exten- sion of York Road. RE: PROPOSED SUBDIVISION -- GLEN ROCK ESTATES Mr. William Glaser appeared in connection with the Glen Rock Estates subdivision and presented a letter, dated February 4, 1957, requesting a waiver of the requirement for curbing in this proposed subdivision. After some discussion, on motion by Mr. Rigano, seconded by Mr. Blair, it was unanimously RESOLVED that the requirement concerning installation of curbing under Section 7 of the "Requirements for the Approval of Subdivision Plats" be waived in the con- struction of Country Road to the end of lot #101 and the cul-de-sac as shown on the preliminary plan filed on August 6, 1956, provided that there be substituted there- fore machine rolled asphalt curbing meeting the specifi- cations approved by the Town Engineer. COMMUNICATIONS (1) Letter from the Howell Park Association A letter was received from the Howell Park Associa- tion in connection with the study of the Town Zoning Ordinances and was referred to Mr. Frederick P. Clark, Planning Consultant. (2) Letter from the Town Board A letter from the Town Clerk advising that the Town Board had approved the "Supplemental Rules and Regulations" was received and filed. 98 (3) Letter - Re: Zoning Ordinance Survey A preliminary report entitled "Preliminary Report - Northern Part of Town of Mamaroneck" was re- ceived from the Planning Consultant, Mr. Frederick P. Clark, under date of January 25, 1957, and after some detailed discussion by the members of the Board, was placed on file. RE: MEETING OF LARCHMONT GARDENS CIVIC ASSOCIATION Mr. Rigano was authorized to attend a meeting of the Larch- mont Gardens Civic Association on February 5, 1957, at which time the Association was to discuss the revision of the Town of Mamaroneck Zoning Ordinances. ADJOURNMENT There being no further business to come before the meeting, it was adjourned at 10:30 p. m. , to reconvene on March 4, 1957. Secretary (Acting) 99
