HomeMy WebLinkAbout1955_04_04 Planning Board Minutes ",,.,, MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING BOARD, HELD APRIL 4, 1955, AT POLICE HEADQUARTERS, 11 EDGEWOOD AVENUE, TOWN OF MAMARONECK. The Chairman called the meeting to order at 8:30 P. M. PRESENT: Mr. Wullschleger, Chairman Colonel Shea Mr. Maggini Mr . Rigano Mr. Blair Mr. Schuler ABSENT: Mr . Burke Presence was also noted of Mr. McEvoy, Building Inspector, Mr. Delius, Town Attorney, Mr. Brush, Councilman, and Mrs . Barnes, Secretary to the Board. On motion duly made and seconded, the minutes of March 7, 1955, were approved as presented . The Board then proceeded with the matter of further consideration of the Requirements for Approval of Subdivision Plats in the Town of Mamaroneck, on which a public hearing had been duly held in accor- dance with published notice, at the meeting of this Board on March 7th. Mr. Jerome Wanshel appeared and re-stated the case for the developers in the Town of Mamaroneck, with respect to these Requirements , as he sees it . He said they feel that "wide city streets" will detract from the rustic character of the residential area. And this is also true of curbing. He again suggested that the Planning Board meet with a representative group of developers to discuss this . He concluded by saying that he feels the builders ould be satisfied if the Requirements would provide for 24 or 26 foot streets , and grading of 30 feet . Mr. Irwin Oster appeared and read a letter, dated April 4, 1955, from the Home Builders ' Association of Westchester, Inc . , stating that their Land Use and Zoning Committee had examined Mr . Wanshel 's letter dated March 17, 1955, with reference to the proposed subdivision require- ments, and they strongly agree that the request contained therein (that this Board meet with certain builders or developers) as they feel that such an informal meeting would go a long way toward a realization of proper subdivision control, with the ultimate goal of devising provisions relating to the realities of present-day suburban develop- ment . The letter was received and filed . There was some discussion of new streets, rock conditions, etc . Mr. Oster then asked the Board if itwould advise the Town Board to authorize the Building Inspector to issue a building permit to him for 2 new houses, making whatever reservation necessary with regard to the Occupancy Certificate . He was informed that it would be necessary -14- for him to make application for approval of his map and come before the Board at a public hearing. He was supplied with the necessary application forms for this purpose . Mr. Brush addressed the Board and stated that on January 5, 1955, the Town Board had discussed a proposition for a new Town Hall, and the matter had been referred to this Board for study and recommendation. The Secretary was instructed to read a letter, dated January 10, 1955, which had been sent by the Supervisor to Mr. Wullschleger, with a copy to Mr . Blair. As this was the first time this had come before the Board, there was some discussion of the matter . Colonel Shea suggested that 3 or 4 architects be requested to come before the Board for an interview, after which, one will be selected to make a survey of the situation. Mr. Wullschleger appointed Mr . Maggini a committee of one to contact the following architects with a request that they appear for an interview with the Board on April 18th; McCoy & Blair, 4 Chatsworth Avenue, Larchmont, N. Y. Eggers & Higgins , 100 East 42nd Street, New York City Clarence Litchfield, 727 Soundview Drive, Mamaroneck, N. Y.-I•4""''°" Q"4- Albert Wilson, 617 Brook Street, Mamaroneck, N. Y. Mr . Brush said that perhaps the Board would also give some consideration to the possibility of having a study or survey made of the zoning throughout the Town and, if necessary, have some money put into the 1956 Planning Board Budget to take care of this . Mr. Brush said he understands there are firms of consultants who Take a business to helping Towns throughout the County in matters of planning, etc . . Colonel Shea will look into this and make a report at the next meeting. The Board then went into executive session and after some discussion, it was agreed that the Clerk would write to Mr . Wanshel, telling him that the Planning Board will confer with 5 of the persons listed in in his letter of March 17th, to discuss the matter of the Requirements for Approval, etc . but stipulating that these men all be persons who are currently developing property in the Town of Mamaroneck.
