BOARD HELD NOVEMBER 8, 1967, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF
MAMARONECK.
CALL TO ORDER
The Chairman called the meeting to order at 8:25 p.m.
ROLL CALL

Absent: Mr. Winfield James
Also present: Mr. William P. Widulski, Town Engineer
APPROVAL OF MINUTES
The minutes of the meeting of October 11, 1967 were
presented and on motion duly made and seconded, ap-
proved as submitted.
PUBLIC HEARING - SAXON GLEN SUBDIVISION
The following persons appeared before the Board:
Mr. Wilbur Fried, applicant
4525 Greystone Avenue, Bronx, New York
Judge Reuben Sirlin, Attorney for applicant
211 Mamaroneck Avenue, Mamaroneck, New York
Members of the Board looked over the plans that had
been received previously. The applicant had decided
to submit the plan for the entire subdivision.
Mr. Widulski, the Town Engineer stated that in his
opinion a bond in the amount of $60,000.00 would
be sufficient for the entire subdivision.
The Chairman asked the applicant if he had considered
putting the utilities (telephone wires, etc.) under-
ground instead of overhead as it would save the cost
of putting in poles and maintenance. Mr. Fried said
if the utility company would pay the cost of install-
ing the transformers, etc. he would be interested.
Mr. Widulski, the Town Engineer is to check the mon-
uments and street lights. After further discussion
and on motion duly made and seconded the following
Resolution was duly adopted subject to the conditions
stated therein.
WHEREAS, Mr. Wilbur Fried has filed an
application for the approval of plans for
the construction of improvements of the

streets, sewers, drains, etc. , in Saxon
Glen Subdivision in the Town of Mamaroneck,
Westchester County, New York, known on
the Tax Assessment Map of the Town of
Mamaroneck as Block 330 Parcel 1; and
WHEREAS, on August 9, 1967 a Public Hear-
ing was duly held, pursuant to the provis-
ions of Section 276 of the Town Law, after
notice published in the official newspaper
of the Town of Mamaroneck, the Daily Times,
on August 1, 1967; and
WHEREAS, pursuant to Section 276 of the
Town Law, a further hearing was duly held
by this Board on November 8, 1967 after
notice published in the Daily Times, on
October 30, 1967; and
WHEREAS, this Board has examined the plans
and determined that the same are all sat-
isfactory;
NOW, THEREFORE, BE IT
RESOLVED, that the application of Mr. Wil-
bur Fried be and the same is hereby granted
and the subdivision known as Saxon Glen
in the Town of Mamaroneck, Westchester
County, New York is hereby approved upon
the following conditions:
1. That the applicants furnish final
construction drawings satisfactory
to the Town Engineer for all roads,
drains, sewer and water lines
and all necessary improvements.
2. That the applicants furnish
a performance bond in the amount
of $60,000.00 pursuant to Section
277 of the Town Law; such bond
to run for a term of one year
and be issued by a bonding or
surety company and be subject
to the approval of the Town Board
as to the security, sufficiency
and manner of execution as pro-
vided in Section 277 of the Town
Law, for the installation of
all roads, drains, sewers, water
lines and all necessary improve-
ments as shown on the construc-
tion drawings.
3. That formal deeds of cession
to the public of all streets,

highways or public places and
any necessary easements as shown
on the subdivision map of Saxon
Glen, in the Town of Mamaroneck,
Westchester County, New York,
be filed with the Planning Board
in form satisfactory to the Town
Attorney and that such shall
be held until such streets are
formally accepted by the Town
Board, provided that such deli-
very of such offers or deeds
shall not constitute an accept-
ance by the Town of Mamaroneck
of the dedication of any such
street or highway nor waive the
payment of necessary charges,
including title research and
recording fees; but such accept-
ance shall be based solely upon
the adoption of a resolution
by the Town Board.
4. That the applicants obtain
approval from the Westchester
Joint Water Works and from the
Town Board, of the Town of Mama-
roneck, for the extension of
the water mains as shown on said
construction drawings and that
an amount sufficient to cover
the installation of said water
lines and appurtenances as esti-
mated by the manager of said
Water Works, be deposited with
said Water Works.
5. That easements for purposes
of installation, maintenance
and service of water lines and
appurtenances, in form satisfac-
tory to the Town Attorney, be
delivered to the said Attorney
and recorded prior to the install-
ations of said water lines and
appurtenances.
6. That applicants obtain ap-
proval of Westchester County
Health Department for all pub-
lic water supply facilities and
public sanitary sewers to serve
all structures intended for human
occupancy constructed in said
subdivision.
FURTHER RESOLVED, that upon compliance
with the above conditions, the Chairman
of the Planning Board is hereby authorized
to sign such subdivision plat as evidence
of the approval of same by this Board.
DEANE PLACE SUBDIVISION
All the Board members had been sent a copy of a
letter received by the Town Engineer from Mr. Joseph
A. Minniti, Attorney for P. Grasso and Sons, Inc.
Mr. Minniti stated that the applicants had assigned
to another party their interest in the subdivision
and wished to withdraw their application. The appli-
cants and Mr. Minniti, also, expressed their appre-
ciation to the staff and the members of the Plan-
ning Board for the courteous attention they had
received.
COMMUNICATIONS
A copy of a letter had been sent to all Board mem-
bers from Mr. Widulski in reference to a proposed
revision to the Regulations for the Approval of
subdivision plats in the Town of Mamaroneck. Mr.
Widulski requested the Board to give consideration
to amending the Planning Board Regulations to per-
mit payment to the Town of monies which can be appli-
cable to improving park or playground lands in the
Town at the time a new subdivision is to be approved.
Mr. Widulski, also, suggested that the statement
in the Planning Board Regulations, limiting to sub-
divisions of ten acres or more, the requirement for
dedication of up to 10 percent of the gross area
for play areas for public use be deleted.
After further discussion it was decided that it would
be necessary to have a Public Hearing and that Mr.
Bloom would draft a Notice of Public Hearing and
a letter to be sent to the Town Board.
ADJOURNMENT
There being no further business to come before this
meeting it was adjourned at 9:05 p.m.
