HomeMy WebLinkAbout1962_11_05 Planning Board Minutes 1 MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD NOVEMBER 5, 1962, IN THE OFFICE OF THE TOWN ASSESSOR, 158 W. POST ROAD, MAMARONECK. CALL TO ORDER The Chairman called the meeting to order at 8:15 p.m. PRESENT: Fred L. Maggini, Chairman Joseph Rigano G. Norman Blair Lee Bloom D. B. Follansbee ALSO PRESENT: Fred F. Kellogg, Jr. , Town Engineer MINUTES The minutes of the meeting of October 8, 1962 were accepted as presented. COMMUNICATION--INVESTOR"S COLLATERAL A letter from Investor's Collateral Corp. dated October 12, 1962 was read, this letter requests certain changes in the improvements shown on the Map of Soundview Woods. Mr. Kellogg submitted a sketch and explained the changes requested. Following some further discussion, Mr. Kellogg was re- quested to draft a letter to be sent to Investor's Collateral corp. advising them that the sketch was approved, as amended, such amendments being shown on the sketch. These letters are on file with the secretary of the Board. OLD BUSINESS--BALDWIN PROPERTY Mr. Burton Meighan, representing George E. Baldwin, appeared and stated that he would like the Board to give careful con- sideration to the re-zoning request of the Baldwins. Mr. Meighan also stated that he spoke for Mr. Medwick, who is spokesman for the neighboring property owners. 366 A sketch of the Baldwin property and the surrounding properties was studied in great detail. A lengthy discussion as to where the property should be zoned R-15 and where R-10 followed. Mr. Meighan pointed out several factors and Mr. Kellogg also made several points. Following this discussion, on motion duly made and seconded the following resolution was unanimously adopted: WHEREAS, pursuant to the request of the Town Board, on application of George E. Baldwin Company, this Board by resolution adopted on April 4, 1960, recommended because of the difference in elevation of contiguous land in the Town of Mamaroneck and contiguity of land in the Village of Mamaroneck, having a lower area requirement and smaller houses, the property of George E. Baldwin Company be re-zoned from R-15 to R-10; and WHEREAS, such request was subsequently withdrawn prior to decision by the Town Board; and WHEREAS, the Town Board by letter of October 4, 1962, requested this Board to consider once again the desirability of such re-zoning; and WHEREAS, the George E. Baldwin Company and the owners of adjacent and other property in the area, by their respective representatives, have agreed upon the acceptability of the re-zoning of a portion of the Baldwin Property as described below: NOW, THEREFORE, BE IT RESOLVED, that this Board approves and recommends the re-zoning of the Baldirin Property from R-15 to R-10 as described below: Description of part of the Baldwin Property situated in the northeasterly side of Baldwin Avenue, in the Town of Mamaroneck, Westchester County, New York, said piece or parcel of land being more particularly bounded and described as follows: Beginning at a point on the center line of Rockland Avenue, where the same is inter- sected by the boundary line between the Village and Town of Mamaroneck, thence running northwesterly and generally along the center line of Rockland Avenue, 495' to a point, thence running northeasterly 367 thru Rockland Avenue and the Baldwin Property 411 608' plus, to a point of curve, which point is located approximately 112' easterly of the East line of Parcel 43 in Block 206, thence running easterly on a curve deflecting to the right a distance of 85' plus, thence running northerly still thru the Baldwin Property 210' plus, to a point on the northeasterly boundary line of the Baldwin Property which point is located approximately 40' easterly of the East line of Parcel 379 of Block 206, thence running southeasterly along said boundary line 438' plus, to a point on the boundary line between the Village and Town of Mamaroneck, thence running southwesterly along said boundary 990' plus, to a point on the center line of Rockland Avenue and the point or place of beginning, which Parcel above described is a part of Block 206, Parcel 38 and Block 207, Parcel 56 as shown on the Tax Assessment Map of the Town of Mamaroneck. The secretary was requested to forward the above resolution to the Town Board of the Town of Mamaroneck. { ADJOURNMENT There being no further business to come before this meeting it was adjourned at 9:15 p.m. Ruth Dammann, Secretary 368
