CALL TO ORDER
The Chairman called the meeting to order at 8:20 p.m.

APPROVAL OF MINUTES
The minutes of April 5, 1965 were presented, and on
motion duly made and seconded, approved as submitted.
(:: PUBLIC HEARING
Proposed Subdivision - Garit Lane
The Chairman declared the hearing open and the secre-
tary presented for the record the affidavit of publication
of the Notice of Hearing, which was herewith received and
filed.
The Chairman inquired whether anyone present wished to
be heard either in favor of or in opposition to this appli-
cation and since no one wished to speak, upon a review and
check of the plans and statement by the Town Engineer that
the plans were satisfactory, on motion duly made and second-
ed the following resolution was adopted by unanimous vote:
WHEREAS, Garit Estates, Inc. , owners of premises
shown on a map known as "Subdivision Map of Garit
Lane", which is known as Block 402, Parcel 43 on
the Tax Assessment Map of the Town of Mamaroneck
has filed with this Board an application for the
approval of this plat and the accompanying con-
struction drawings for the construction of roads,
drains, sewers, water lines and all necessary im-
provemehts; and

WHEREAS, a public hearing was duly held pursuant
to the provisions of Section 276 of the Town Law
after publication of notice thereof in the official
newspaper of the Town of Mamaroneck, The Daily Times
on April 26, 1965; and
WHEREAS, this Board has examined the plans and deter-
mined that the same are all satisfactory subject to
the conditions hereinafter recited:
NOW, THEREFORE, BE IT
RESOLVED, that the application of Garit Estates, Inc.
be and it hereby is granted, and the map known as
"Subdivision Map of Garit Lane", made by Thomas John
McEvoy and dated October 16, 1964, together with the
construction drawings for all roads, drains, sewers,
water lines, and all necessary improvements, be and
they hereby are approved subject to the following
conditions:
1) That the applicant shall install all street im-
provements in-accordance with the plans and speci-
fications filed with this application and in accord-
ance with the standards and specifications and pro-
cedure acceptable to the appropriate Town Departments,
Callof which is more particularly set forth in Section
277 of the Town Law.
2) That no building permit shall be issued unless or
until the appliant has furnished a bond in the amount
of $21,500 for the completion of such improvements,
such bond to run for a term of three years and to be
issued by a bonding or surety company approved by the
Town Board as to form, sufficiency and manntr-of
execution.
3) That formal offers or deeds of cession to the public
of all streets, highways or puhlic places not marked
with such notation on the plat be filed with the Planning
Board in form satisfactory to the Town Attorney to be
held until such streets are formally accepted by the
Town Board, provided that such delivery of such offers
or deeds shall not constitute an acceptance by the Town
of the dedication of any such street or highway nor
waive the payment of necessary title charges and record-
ing fees; but that such acceptance shall be based solely
upon the adoption of a resolution by the Town Board.

4) That the applicant obtain approval of the exten-
sion of the water mains shown on said construc-
tion drawings from the Westchester Joint Water Works
and the Town Board of the Town of Mamaroneck, and de-
posit with the Westchester Joint Water Works an amount
sufficient to cover the cost of the installation and/or
inspection of said lines and appurtenances as estimated
and required by the Manager of the said Water Works.
5) That easements for the installation, maintenance
and service of water lines, sewers, drains and roadway
items, and for the construction and maintenance of "off-
street sewers and drains, and such other easements as the
Town Attorney may require, shall be delivered to the said
Attorney in form satisfactory to him for recording prior
to the installation of such above set forth items.
and be it further
RESOLVED, that upon compliance with the above set forth
conditions, the Chairman of the Planning Board be and he
hereby is authorized to sign the subdivision plat as evi-
dence of the approval of same by this Board.
PUBLIC HEARING
Proposed Subdivision - Baldwin Hills
The Chairman declared the hearing open and the secretary pre-
sented for the record the affidavit of publication of the Notice
of Hearing, which was herewith received and filed.
The Chairman inquired whether anyone present wished to be heard
either in favor of or in opposition to this application whereupon
Mr. Edwin A. Langerfeld, Engineer for the Village of Mamaroneck,
addressed the Board as follows:
He explained that he was satisfied with the proposed
method of disposal of sanitary sewage from the subject
subdivision provided it would not cause undue strain
on village facilities. Mr. Langerfeld was handed a
copy of a letter from the Westchester County Department
of Public Works, signed by Guy E. Griffen, Deputy Com-
missioner, Division of Sewers, dated April 13, 1965,
which in substance stated the County's opinion that this
proposed development would not cause undue strain on the
existing facilities of the Fenimore Road Pumping Station
and which gave details as to the capacity of all of the
affected sewarage lines. Mr. Langerfeld stated that he
was not familiar with the conditions of the swales and
the grading on the Thruway property and that subsequently
011.1 he would like to examine same with the Town Engineer. He
Sri, further stated that he was not opposed to the subdivision
or the construction drawings but he did wish to field check
the one drainage question. Upon his request, the Town Engi-
neer agreed to accompany him in the field and survey the area
in question and the Board concurred in this proposed procedure.

A communication addressed to the Board by John Stahr, Chairman
of the Town Recreation Commission recommending the setting aside
�., of a play area for public use in the proposed subdivision, was
read by the Chairman and filed for the record.
Following some further discussion and subject to some minor corrections
on the plans, on motion by Mr. Bloom and second by Mr. Blair, the Follow-
ing resolution was unanimously adopted:
WHEREAS, Jason McKenna Inc. , owner of premises shown
on a map known as "Subdivision Map of Baldwin Hills",
which is known as Block 207, Parcel 56 on the Tax
Assessment Map of the Town of Mamaroneck, has filed
with this Board an application for the approval of
this plat and the accompanying construction drawings
for the construction of roads, drains, sewers, water
lines and all necessary improvements; and
WHEREAS, a public hearing was duly held pursuant to
the provisions of Section 276 of the Town Law after
publication;:of notice thereof in the official news-
paper of the Town of Mamaroneck, The Daily Times, on
April 26, 1965;
and
WHEREAS, this Board has examined the plans and deter-
mined that the same are all satisfactory subject to the
conditions hereinafter recited:

be and it hereby is granted, and the map known as "Sub-
division Map of Baldwin Hills", made by Thomas John
McEvoy and dated March 29, 1965, together with the con-
struction drawings for all roads, drains, sewers, water
lines, and all necessary improvements, be and they here-
by are approved subject to• the following conditions:
1) That the applicant shall install all street im-
provements in accordance with the plans and speci-
fications filed with this application and in accordance
with the standards and specifications and procedure ac-
,.ceptable to the appropriate Town Departments, all of
which is more particularly set forth in Section 277 of
the Town Law.

amount of $180,000. for the completion of such improve-
ments, such bond to run for a term of three years and

COMMUNICATIONS
1. - Letter from Town Board
A communication from the Town Board transmitting a copy of the
letter addressed to that Board by Otto Scheuble, 3 Rock Ridge
Road, Larchmont, under date of April 7, 1965 was presented and
referred to Mr. Quadrine.
2. - Letter from Raymond & May
Upon presentation, the secfetary was directed to forward to the
Town Board the request made by Raymond & May for additional traffic
010, count survey information from certain N.Y. State agencies.

Pfoposed Rocky Lane Subdivision

Mr. Lou Simon appeared presenting final plans for the Board's
review and Mr. Claude Latimer his engineer explained drawings.
Mr. Quadrine questioned the fire hydrant at the end of the
street, wondering whether the proposed fire protection was
adequate. The Board directed the secretary address a com-
munication to the Fire Chief requesting him to meet with the
Town Engineer regarding this matter and upon agreement thereon
by the Engineer, Fire Chief and Developer.
On a motion by Mr. Bloom, seconded by Mr. Blair the following
resolution was unanimously adopted:
RESOLVED, that the secretary be and she is hereby
authorized to publish in the official newspaper of
the Town of Mamaroneck, The Daily Times, on or be-
fore May 25, 1965 the following Notice calling a
Public Hearing:
PUBLIC NOTICE
PLEASE TAKE NOTICE, pursuant to Sections 276 and
277 of the Town Law and in accordance with the Rules
and Regulations of the Planning Board, that the Plan-
ning Board of the Town of Mamatoneck will hold a pub-
lic hearing at its next regular meeting on June 7, 1965
1:111: at 8:15 p.m. , in the Office of the Assessor at the Town
Offices, 158 West Boston Post Road, Mamaroneck,New York,
for the purpose of considering the approval of a pro-
posed subdivision to be located on property known as
Block 320 on the Tax Assessment Map of the Town of Ma-
maroneck, entitled, "A Subdivision Map of Rocky Lane,
A Part of Section 2 - Glen Rock Estates", made by
Claude Latimer, P.E. , L.S. , N.Y.S. License #23043,
dated April 9, 1965.
PLEASE TAKE FURTHER NOTICE that at said public hear-
ing all persons interested will be given an opportunity
to be heard.
