POST ROAD, MAMARONECK, NEW YORK CALL TO ORDER Mr. Maggini, chairman called the meeting to order at 8:15 p. m. PRESENT: Fred L. Maggini, chairman Joseph Rigano Lee Bloom D. B. Follansbee ABSENT: G. Norman Blair O ALSO PRESENT: John L. Delius, Town Attorney Fred Kellogg, Town Engineer Councilman Peter F. Kane Councilman Joseph Cook Councilman Christine Helwig MINUTES The minutes of the regular meeting held April 3, 1961 and the special meeting of April 10, 1961 were approved as presented. PUBLIC HEARING--REVISED REGULATIONS SUBDIVISION PLATS The secretary presented the affidavit of publication of notice of public hearing as published in the Daily Timea on April 25, 1961. The chairman declared the hearing opwn and inquired whether any person present wished to be heard. Mrs. Mary R. Tecce, 144 Weaver St. appeared and • inquired whether these regulations would have any effect on 301 1 the zoning of her property. aMr. Delius answered stating that these regulations would have no bearing on her property. Upon ascertaining that no other persons wished to address the Board, on motion duly made and seconded, it was uanaimously RESOLVED that the Public Hearing on the Proposed Revised Regulations for the Approval of Subdivision Plats in the Town of Mamaroneck, New York be and it hereby is closed. Whereupon , on motion by Mr. Bloom seconded by Mr. Follansbee the following resolution was unanimously adopted: WHEREAS, pursuant to notice a public hearing f- was held on May 1, 1961, for the consideration of the Revised Regulations for the Approval of Subdivision Plats in the Town of Mamaroneck, New York, as referred to in said notice; 11 NOW, THEREFORE BE IT RESOLVED that the Town of Mamaroneck Planning Board hereby adopts the Revised Regulations for the Approval of Subdivision Plats in the Town of Mamaroneck, New York, effective May 1, 1961; and FURTHER RESOLVED that the Requirements for Approval of Subdivision Plats in the Town of Mamaroneck which became effective on October 19, 1955, and all amendments and additions thereto and the Supplemental Requirements of the Town of Mamaroneck Planning Board relating to Subdivision for which Plats or Maps have been Filed Prior to October 19, 1955, adopted after a Public Hearing on January 7, 1957, be and hereby are superseded; and FURTHER RESOLVED that the Revised Regulations for the Approval of Subdivision Plats in the Town of Mamaroneck hereby adopted, be forwarded to the Town Board of the Town of Mamaroneck for approval thereof, with a recommendation that copies be made available to the public at a charge of fifty cents each. 302 OLD BUSINESS---ALDEN HOUSE--MR. SACK. Mr. Sack appeared and asked if any action had been taken on his questions concerning the zoning of the Alden House Apartment. Mr. Kellogg stated that he had looked into the matter of the Zoning Ordinance and could find no answer to Mr. Sack's problem. Mr. Delius pointed out to Mr. Sack that he could ask the Town Board to re-zone the property and could also ask the Board of Appeals for a "Use Variance" other than making these suggestions the Planning Board could be of no help to him. NEW BUSINESS---GIRL SCOUT HOUSE Councilman Kane stated that in accordance with Section 432 of the Zoning Ordinance of the Town of Mamaroneck, the Town Board would like to refer to the Planning Board for study and report, the matter of an extension to the Girl Scout House. Mr. Kane further said that the Town Board would like this report prior to their next meeting on May 17, 1961. Following some further discussion, on motion by Mr. Follansbee, seconded by Mr. Maggini it was unanimously RESOLVED that the Planning Board will hold a special meeting at 6:45 p. m. on May 8, 1961, at the Town of Mamaroneck Police Headquarters for the purpose of study of the proposed extension to the Girl Scout House. COMMUNICATIONS---WEST. COUNTY DEPT OF PLANNING Mr. Maggini then called attention to the letter from the Westchester County Dept. of Planning which had been received by Mr. Burchell and had been referred to this Board by Councilman Kane as Acting Supervisor. Mr. Kane had asked the Board's thinking on the matter of the Town Garage, the Hommocks area and the Larch- mont Reservoir. 303 I A general discussion as to the location of the Town Garage, the use of Cargill Park and other areas for park and recreational facilities followed. Mr. Maggini said that there was no doubt that more recreation land should be found and that the need for a new garage was most evident. Mrs. Helwig said that this was indeed a major problem and one that needed a great deal of thought SECRETARY Following the adoption of the Revised Requirements for the Approval of Subdivision Plats in the Town of Mamaro- neck, New York, on motion duly made and seconded it was unanimously RESOLVED, that in accordance with Section 277 of the Town Law, Ruth Dammann be and hereby is appointed official secretary to the Planning Board.
