OF THE TOWN OF MAMARONECK HELD MARCH 6, 1961 , IN THE
OFFICE OF THE TOWN ASSESSOR, 158 WEST POST ROAD,
MAMARONECK, NEW YORK.
CALL TO ORDER
In the absence of Chairman Maggini, Mr. Lee Bloom,
acting chairman called the meeting to order at 8:15 p. m.

Fred Kellogg, Town Engineer
Councilman Peter Kane
ABSENT: Fred L. Maggini, Chairman

MINUTES
The minutes of the meetings held January 9, and
February 6, 1961 were approved as presented.
PUBLIC HEARING---WINGED FOOT ESTATES
The secretary presented the affidavit of publication of
notice of public hearing as published in the Daily Times
on March 6, 1961.
The Chairman declared the hearing open and inquired
whether any person present wished to be heard.
Mr. Harold Blass, attorney, 175 Main Street, White Plains,

representing Winged Foot Estates, appeared and submitted
plans and construction drawings.
Mr. Blair commended Mr. Vileno and Mr. Paonessa on
the fine construction drawings and plans.
It was noted that the location of curbs and pavement were off
center of right of way. This was for the preservation of trees
and the Board members were in agreement with this measure.
Following some further discussion and upon ascertaining that
no other persons wished to address the Board, on motion
made and seconded, it was unanimously
RESOLVED that the Public Hearing on Winged Foot
Estates be and it hereby is closed.
Mr. Kellogg then informed the Board that he had requested
certain papers, construction drawings, etc. be furnished him
and as yet he had not received them.
The Board then decided to take no further action on the Winged
Foot Estates application.
NEW BUSINESS---MAP OF ROSELEA
Mr. Jerome Bisceglia, developer, appeared and stated
that he had been in consultation with Mr. Kellogg and would
very much appreciate having the bond filed on the Map of
Roselea reduced.
The Board asked Mr. Kellogg if the work done in this
development met with his approval and Mr. Kellogg answered
in the affirmative.
Whereupon on motion by Mr. Blair, seconded by
Mr. Bloom the following resolution was unanimously adopted:
WHEREAS, on May 18, 1959, a public hearing was
held on a subdivision known as Map of Roselea; and
WHEREAS, at that time a resolution was adopted
by this Board setting a performance bond for the
construction of curbing, streets and drains, etc.

WHEREAS, some of the construction has been completed
in a manner satisfactory to the Town Engineer, as
indicated by the letter on file with the secretary of the
Board,
NOW, THEREFORE, BE IT
RESOLVED that pursuant to Section 277 of the Town
Law, the amount of the performance bond be reduced
to $2, 100. 00
The secretary was requested to notify Mr. Bisceglia of the Board's
decision.
There followed a general discussion of the Proposed Revised
Requirements for the Approval of Subdivision Plats in the Town
of Mamaroneck.
ADJOURNMENT
There being no further business to come before this
