POST ROAD, MAMARONECK, NEW YORK CALL TO ORDER The Chairman called the meeting to order at 8: 15 p.m. PRESENT: Fred L, Maggini, Chairman Joseph Rigano G. Norman Blair Lee Bloom D. B. Follansbee ALSO PRESENT: Councilman Joseph W. Cook, Jr. • Fred F. Kellogg, Jr, Town Engineer MINUTES The minutes of the meeting of February 4, 1963, were approved as pre- sented. NARDY BUILDERS--EDWIN M. FREEMAN, ESQUIRE Mr. Freeman, representing Nardy Builders, requested that the tract of land on Weaver Street, near Palmer Ave„ be re-zoned from R-15 to R 7 .5. He submitted a pencil sketch of a proposed subdivision. Upon examination of the sketch several errors were found, both in lot area and also width of the proposed street. There followed a lengthy discussion as to layout of plots and Mr. Cook asked Mr. Fazio why he could not try for an R-10 zoning. Mr. Fazio repleid that R-7 .5 was the minimum for the development. Mr. Bloom pointed out that when the new Zoning Ordinance was being developed an expert had been engaged to view the Town and suggest proper zoning for various areas. It was finally suggested to Mr. Fazio and Mr. Freeman that they study the matter further and consult with the Town Engineer as to layout, etc. and return at a later date. Mr. Maggini stated that it was only because Nardy Builders were so well know as good builders that even this much consideration 379 A 11 was being given the matter. Mr. Kellogg was instructed to prepare a memo for the Town Board as to this Board's action in the matter. The following is a copy of said memo: March 6, 1963 To: Town Board From: Planning Board, F . F. Kellogg, Jr. , Town Engineer Subject: Nardy Builders--Request to Re-zone Tract on Weaver Street near Palmer Avenue from R-15 to R-7 .5 Mr. Edwin M. Freeman, 480 Main Street, New Rochelle, Attorney for Nardy Builders displayed a pencil sketch of a proposed sub- division, which he admitted had several errors in it . The errors were in the lot areas, which were less than those consistent with the desired R-7 .5 zone and in the street width dimension which was shown as 40 feet, rather than the 50 foot minimum width prescribed by law. In general, the subdivision as displayed could not be com- pletely evaluated because of the errors. It was suggested that a layout of plots that would sub- stantially conform with the R-10 and R-15 zone be made, • and further that the R-7 .5 layout, as displayed, be modified to conform, so that a comparison of the effects of the three zoning designations could be made . The applicants were advised thr they sould prepare the drawings above referred to and that they should return to the Planning Board to discuss the matter further. 1-URDOCK WOODS, SECTION 5--M.B, GOLDSTEIN, ESQUIRE Mr. M. B. Goldstein, representing Murdock Woods, Section 5, appeared and Mr. Kellogg, Town Engineer, submitted and explained two plans for the subdivision. Mr. Leland Hall, Superintendent for Hughes & Hughes, was also present and a lengthy discussion as to the merits of both plans followed. Mr. Goldstein said that he thought Mr. Hughes had discussed these matters with the Engineer. It was finally agreed that more study and consideration should be given to depths of drains, etc. and the matter be again before the 380 • Board in April 41) MR. ALFRED POCCIA--PROPOSED CUL DE DAC END OF HIGH RIDGE ROAD Mr. Kellogg stated that Mr. Poccia had approached him on the feas- ibility of a cul-de-sac at the easterly end of High Ridge Road. Following some discussion as to a "paper stree" the Engineer was instructed to send a memo to Mr. Poccia advising him of the Board's feeling in this matter. The following is a copy of a memo to the Planning Board from Mr. Kellogg: March 6, 1963 To: Planning Board From: F. F. Kellogg, Jr. , Town Engineer Subject ; Proposed cul-de-sac--easterly end of High Ridge Road Yesterday I spoke with Mr. Alfred Poccia on the phone and advised him as follows: 1. Legal status of the bed of the "paper street" part of 4110 High Ridge Road should be investigated by Mr. Poccia, his attorney and the Town Attorney. 2. Provided that there is no legal problem and that Mr. Poccia follows all procedures required by current Planning Board regulations, and further that neighbor- hood objection is minimal, the Planning Board sees no reason, at this time, why the street could not be terminated in a properly designed cul-de-sac.
