MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK
PLANNING BOARD HELD MARCH 1, 1966, IN THE COUNCIL ROOM OF
THE WEAVER STREET FIRE HOUSE, WEAVER STREET AND EDGEWOOD
AVENUE, MAMARONECK, NEW YORK.
CALL TO ORDER
The Chairman called the meeting to order at 8:20 p.m.

APPROVAL OF MINUTES
The minutes of February 7, 1966 were presented and on
motion duly made and seconded, approved as submitted.
OLD BUSINESS - EXCAVATION AND TOP-SOIL ORDINANCE
It was decided that since excavation and top-soil
removal was covered by the Building Code and Zoning
Ordinance there was sufficient legislation at pre
sent. Mr. Johnston and Mr. Bloom will study the
subject further.
PUBLIC HEARING - REDUCTION OF PERFORMANCE BOND
"SUBDIVISION MAP OF LEATHERSTOCKING LANE"
The Chairman declared the hearing open and the secre-
tary presented for the record the affidavit of pub-
lication of Notice of Hearing.
Mr. Vileno, builder and owner of Leatherstocking
Lane appeared with his attorney, Mr. Harold Blass.
The Chairman inquired whether anyone present wished
to be heard either in favor or in opposition to this
request, and since there were none, following the
Chairman's explanation that any resolution grant-
ing reduction of bond was subject to approval by
the Town Board, the following resolution was
adopted to be forwarded to the Town Board for its
approval:

WHEREAS, on October 4, 1965, a Public
Hearing was held on a subdivision known
as Leatherstocking Lane; and
WHEREAS, at that time a resolution was
duly adopted by this Board setting a Per-
formance Bond for the construction of
roads, drains, etc., in said subdivision
in the amount of $64,000.00; and
WHEREAS, certain of this construction
work has been completed in a manner sat-
isfactory to the Acting Town Engineer as
set forth in a memorandum from him here-
with filed recommending the requested
reduction; and
WHEREAS, pursuant to Section 277 of the
Town Law, a public hearing was duly held
by this Board on March 1, 1966, to con-
sider the request for reduction of the
Performance Bond from $64,000.00 to
$30,000.00; and all present were given
the opportunity to be heard;
NOW, THEREFORE, BE IT
RESOLVED, that the Planning Board pursuant
to Section 277 of the Town Law and subject
to approval the the Town Board of the Town
of Mamaroneck, hereby reduces the amount
of said Performance Bond from $64,000.00
to $30,000.00 as recommended by the Town
Engineer; and be it further
RESOLVED, that certified copies of this
resolution be sent to Mr. Anthony Vileno,
principal, Leatherstocking Lane.
CARRIAGE HOUSE LANE
Mr. Charles Williams represented Carriage House
Lane, Inc. and presented a revised map. It was
decided that every effort will be made to save the
trees but a check will be made to see if the elms
are diseased. The developer will be responsible
for removing any diseased trees. Superseding deeds
must be filed by the developer for easement revisions.
The Town Engineer requested greater curb radius on
the acute curb on the proposed realignment of Well
House Close.
After the original plans are brought up-to-date a
Public Hearing will be arranged.

LUNDY LANE
Mr. James Ward, Mr. Loreto Poccia and Mr. Alfred G.
Mambrino appeared and a discussion followed on the
grades and drainage.
The Board agreed to accept a roadway grade of 12%
and the sewer pipe size as presented. It was
suggested a retaining wall be built to help pre-
vent drainage onto neighboring properties. Because
of the layout of this piece of property it will be
necessary for computations to be submitted to the
Town Engineer on lot width and so marked on final
plan to comply with Zoning Ordinance. Tests on
existing storm water coursing and proposed finished
contour map are to be approved by the Town Engineer.
As soon as final plans are submitted a public hear-
ing will be arranged.
SOUNDVIEW WOODS - SECTION 3
Mr. Paul LaVallee appeared and submitted corrected
plans. Mr. and Mrs. Joseph Someck, Mr. Arthur
Winard, Mr. Harry Hopper and Mr. C. Pitassy who
are neighboring property owners also were present
to inspect the plans.
Mr. Clifford E. Emanuelson from the Pinchot Insti-
tute for Conservation, Milford, Pennsylvania spoke
in reference to the section along the Sheldrake
River that Mr. LaVallee has agreed to turn over to
the Town for a Park. Mr. LaVallee also agreed to
build a stone abutment on each side of the bridge
and will try to move the road so he will have a
minimum of blasting.
After final plans are drawn up he will appear before
the Board again.
CHANGE IN OFFICE PROCEDURE
On motion duly made and seconded it was decided
Mr. Widulski's recommendation that the following
resolution amending the present fees be adopted,
subject to the approval of the Town Board; and
WHEREAS, the Town of Mamaroneck Planning
Board does hereby adopt, subject to the
approval of the Town Board, the following
amendment to the Rules and Regulations to
aid in its deliberations and in the per-
formance of its duties as authorized in
Section 272 of the Town Law. Section 7
of the Rules adopted March 7, 1955 and
approved March 23, 1955 by the Town Board
is hereby amended as follows:

Section 7 - Applications for consideration
of the Planning Board may be filed with
the secretary to the Board or the Town
Engineer on any working day. All appli-
cations must be accompanied by a fee at
the time of filing. The following fee
schedule shall apply:
New Subdivisions $25.00
New Subdivisions in excess of
twelve proposed parcels 25.00 plus $2.00 for each
parcel in excess of
twelve
Requests for bond reductions 15.00
Requests for modification of
approved subdivisions 15.00
Request for consideration by the
Board of items not listed above 15.00
For applications consisting of two or more
of the above categories, the fee shall be
cumulative.
Request for final approval of plats show-
ing new streets or highways must be written
requests received not less than ten (10)
days before any regular stated meeting,
so as to provide sufficient time to pub-
lish Notice of a Public Hearing at the
time of the stated meeting.
WENDY MANOR - NANCY LANE
In order to release the bond it was decided to see
what could be done to expedite the installation of
the lights and monuments on Nancy Lane. The street
sign is already in. The Town Engineer was directed
to pursue this matter and report to the Board at
its next regular meeting.
SINSHEIMER BILL
A discussion followed in reference to a request
from the Town Board on comments to the proposed
bill.
ADJOURNMENT
There being no further business to come before this
meeting it was adjourned at 10:30 p.m.
