CALL TO ORDER The Chairman called the meeting to order at 8:20 p.m. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Lee Bloom Mr. Joseph Rigano Mr. G. Norman Blair Mr. Winfield James Also Present: Mr. William P. Widulski, Town Engineer Mr. James J. Johnston, Town Attorney APPROVAL OF MINUTES The minutes of the meeting of November 1, 1966 were presented and on motion duly made and seconded, ap- proved as corrected. REVISED SUBDIVISION MAP OF MURDOCK WOODS Mr. Peyton Hughes presented the Board with a plan for the revision of a portion of Murdock Woods. The plans show an additional lot. Lots 1 thru 4 having been resubdivied into 1 thru 4A. The Board advised Mr. Hughes that they objected to the uneven lines of the lots and felt it would cause trouble in the future between adjacent property owners. It was suggested that certain lot lines be straightened out and the revised easements be shown before the final plan is submitted. Mr. Hughes stated that one lot (Lot 1) had already been sold and that particular lot could not be changed. Mr. Hughes was advised to bring in the final plans fourteen (14) days before the meeting in order that the proper advertisement of a Public Notice and the scheduling of a Public Hearing could be set. BONNIE BRIAR COUNTRY CLUB Members of the Board had been sent copies of a draft of a report to the Town Board composed by Mr. Bloom on the application of the Bonnie Briar Country Club for the construction of additions to the existing swimming pool and related facilities. Members of the Board were in accord with the draft and felt that the recommendation as regarding mem- bership pool use was most important. A question 00000 was brought up as to the time the pool should be closed and the Secretary was advised to check a pre- C vious application from the Winged Foot Golf Club which stated the pool would not be operated after 8 P.M. The memo was to be typed up in final form and presented to the Town Board. (Copy attached) OLD BUSINESS The Planning Board discussed the possibility of adopting the Master Plan but were advised by Mr. Johnston, the Town Attorney, the Master Plan should not be adopted, but be received by the Board as an advisory document of record. The Board, also, discussed incorporating the Prince Willow Map to the Master Plan and approved by unan- imous vote to adopt the "Proposed Street Layout Prince Willows Area" dated August 11, 1966 prepared by the Town Engineer. NEW BUSINESS The subject of inviting discussions with Community groups was discussed and will be considered for fu- ture meetings of the Planning Board. A discussion of the Master Plan was carried on and Aill the Chairman noted that several suggestions put forth in the Master Plan were being carried forth by the Town Board. First, the improvement of Maxwell Avenue recommended by the Master Plan, is currently under construction. Second, the Town has acquired that parcel of land between Myrtle Boulevard and the New York State Thruway. Thirdly, the Town Board has appointed a Town Hall Site Selection Committee which is chaired by Mr. Rigano of the Planning Board. The Chairman directed Mr. Widulski to prepare a plan for the improved alignment of Old White Plains Road as recommended in the Master Plan. Mr. James suggested that if it was at all possible and convenient for other members of the Board, Mr. Johnston and Mr. Widulski, the meeting night be changed. After discussion the Board decided that the second Wednesday of the month would be agree- able to all and the Secretary was asked to check with the Fire Department to see if the Council Room would be available for that night. A memo was to be sent to the Town Board notifying them of the change. ADJOURNMENT There being no further business to come before this meeting it was adjourned at?:20 p.m. RiLa A. December 6, 1966 OWENS 8-8300 To: Town Board From: Planning Board Subject: Report on the application of Bonnie Briar Country Club Pursuant to Section 432 of the Zoning Ordinance of the Unincorporated Section of the Town of Mamaroneck, you referred to this Board, on September 8, 1966, the application of the Bonnie Briar Country Club for an extension of its existing Special Use in a residential district in an R-30 Zone so as to allow the construc- tion of additions to the existing swimming pool and related facilities. Repre- sentatives of Bonnie Briar appeared before this Board at its regular meeting on October 4, 1966 to discuss preliminary plans. The Board recommended that the plans be (a) made more detailed to show the planting and other features bearing on the appearance of the proposed alterations, and (b) shown in conjunction with the plans for the enlargement of the pool parking area previously approved by © the Town Board but not yet completed. The Planning Board visited the site on October 22, 1966 and discussed the proposed alterations with Mr. Odell, the engineer retained for the project by the Club, and with club representatives. At its regular meeting on November 1, 1966 the Board received more detailed plans on the proposed project and heard objections by Mr. and Mrs. Piper, who reside directly across Weaver Street from the proposed extension to the pool parking area, and by Mr. Schehr who resides immediately to the south of the Pipers. Mr. Lee H. Whitestone also appeared on behalf of the Bonnie-Weaver Association, in support of the Piper's objections. The concerns expressed by the objectors were: (a) excessive noise from the Club both during daylight and evening hours. (b) excessive lighting at the Club and exposure of glaring headlights in the parking area to the view of neighbors. (c) excessive congestion at the exit from the lower parking area with resulting safety hazard. (d) possible glare of headlights interfering with exit from their drives by the Pipers and Mr. Schehr. (b) limitation of the access to the lower parking area to an entrance only, with all traffic exiting from the clubhouse parking area. (c) tall planting immediately inside the wall along Weaver Street to shield neigh- bors from light, noise and view. (d) appropriate limitation of loudspeakers and lights to avoid disturbance to neighboring properties. (e) movement of the lower parking lot access to a safer point. Representatives of the Club expressed willingness to comply with any and all re- asonable requests provided the Town had no objection thereto. This Board was concerned however as to the danger of further impairing the safety of traffic on Weaver Street by the buffer planting requested. Accordingly this Board met at the site on November 8, 1966 with Chief Waterbury and Lieutenant Mancusi to review this aspect. The police representatives recommended: (a) that the access to the lower parking area be moved south along Weaver Street from its present location to the southerly side of the catch basin situated about eighty feet south of the present access. (b) that arrangements be made with the State of New York to permit removal of the large sycamore tree just south of said catch basin. (c) that the portion of the rock ledge protruding above the wall along the edge of the proposed parking area extension be levelled to the height of the wall. (d) that branches of existing evergreens protruding beyond the wall and for a height of about ten feet from the ground be removed. It was believed that these recommendations, if implemented would provide a clear sight-line for traffic on Weaver Street at and approaching the curve in this area as well as for vehicles entering and leaving the parking area. The police were definitely opposed to any further planting directly inside the wall which would impede this sight-line. At the request of Mrs. Piper members of the Board then visited her house and yard and observed the club area as to which the proposed alterationsapply from these locations. It is clear that Mr. and Mrs. Piper have an open view of the clubhouse, the pool and the parking area from their front windows. They assert 7 ,. OWENS 8-8300 December 6, 1966 as well that the noise from the club can be heard to an annoying degree on their patio which is situated at the rear of the house, as is the front door. After careful consideration of the results of the investigations detailed herein, the Planning Board recommends that the application of Bonnie Briar Country Club be approved subject to the following conditions: (a) The existing refreshments building south of the pool is to be removed down to the slab, and refreshments in the pool area are to be served only in an enclosed area under the pool deck as shown by the plans. (b) The entire west facing of the pool structure shall be finished in natural stone rather than partly in stone and partly in concrete block as at present. (c) Planting shall be in accordance with the planting scheme and schedule shown ® by the print presented to the Planning Board at its meeting on November 1, 1966, subject only to such suggestions as may be made by the Superintendent of Parks. (d) The connecting road between the clubhouse parking lot and the proposed ex- tension of the pool parking lot shall be constructed according to plans satisfactory to the Town Engineer. (e) The final grade of the extension to the parking lot shall be as shown on the plans previously approved by the Town Board or at such different grade as the Town Engineer may approve with the consent of the Planning Board. (f) All stanchion lighting on the pool structure shall be not more than ten feet in height and all light sources shall point away from Weaver Street and be properly shielded to prevent the shining of lights into residences abutting the club property. (g) All sound amplification systems shall be of the low volume multi-speaker type with controls permitting locational announcements so as to minimize unnecessary noise. (h) The four recommendations of the Town police department set forth shall be followed. Y. 1�1jti -4- 1, December 6, 1966 II;. rules and regulations of the club in effect as of December 1, 1966 or simi- lar provisions of amended rules and regulations which do not extend pool privileges beyond the class of members now eligible to use the pool. The Planning Board finds that considerations of public safety foreclose the plant- ing of trees or tall shrubs along the wall bordering Weaver Street. The relocated n: access road to the lower parking area is not directly or approximately opposite any driveway to a residential property and constitutes no hazard. • ® E;: Rita A.
