HomeMy WebLinkAbout1966_04_05 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING BOARD HELD APRIL 5, 1966, IN THE COUNCIL ROOM OF THE WEAVER STREET FIRE HOUSE, WEAVER STREET AND EDGEWOOD AVENUE, MAMARONECK, NEW YORK CALL TO ORDER The Chairman called the meeting to order at 8:15 p.m. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Absent: Mr. Lee Bloom Mr. Winfield James Also present: Mr. William P. Widulski, Town Engineer APPROVAL OF MINUTES The minutes of March 1, 1966 were presented and on motion duly made and seconded, approved as submitted. PUBLIC HEARING A public hearing was held on amending the fee schedule for subdivisions. Since there was no opposition the following resolution was sent to the Town Board for their approval: WHEREAS, on April 5, 1966 a public hearing was held on amending the fee schedule for subdivisions, and WHEREAS, at that time a resolution was duly adopted by this Board subject to the approval of the Town Board, the following amendment to the Rules and Regulations to aid in its deliberations and in the per- formance of its duties as authorized in Section 272 of the Town Law. Section 7 of the Rules adopted March 7, 1955 and approved March 23, 1955 by the Town Board is hereby amended as follows: Applications for consideration of the Planning Board may be filed with the Sec- retary to the Board or the Town Engineer on any working day. All applications must be accompanied by a fee at the time of filing. The following fee schedule shall apply: � g6 New Subdivisions $25.00 New Subdivisions in excess of twelve pro- posed parcels $25.00 plus $2.00 for each parcel in excess of twelve Requests for bond reductions $15.00 Request for modifica- tion of approved sub- divisions $15.00 Request for consider- ation by the Board of items not listed above $15.00 For applications consisting of two or more of the above categories, the fee shall be cumulative. Applications and/or requests for final approval of plats showing new streets or highways for approval by the Board shall be filed with the Board not less than fourteen (14) days before any regular stated meeting, so as to provide suffi- cient time to publish Notice of a Public Hearing at the time of the stated meeting. NOW, THEREFORE, BE IT RESOLVED, that the Planning Board does hereby amend its fee schedule for sub- divisions subject to the approval of the Town Board. LUNDY LANE - SECTION 2 Mr. Ward, Mr. Mambrino and Mr. Borgen appeared be- fore the Board with the latest plan which had been presented to the Board on April 4, 1966. Two neighbors, Mr. Monroe of 32 Harrison Drive and Mr. McDonald of 22 Harrison Drive examined the map. A discussion followed regarding drainage. Addi- tional storm lines were indicated on new plans but outlet point was questioned by Mr. Widulski, who will arrange for a water test. Additional plans and profiles indicating compliance with the Zoning Ordinance open space requirement were submitted. Final plans are to be submitted within deadline, showing fire hydrants, lights, etc.' and at the request of the applicant a public hearing will be scheduled at the next meeting on May 3, 1966. The New Rochelle Planning Board will have to be notified. GREEN LAKE SUBDIVISION Mr. Hunter Meighan, Mr. James Manoussoff, Mr. Edward Manousoff and Mr. Thomas Miral appeared before the Board with plans. The Board suggested that in order to straighten out the road at the corner it would be a good idea for the owners to try and purchase the small triangular piece of property at the end of the proposed drive- way. The possibility of obtaining a fire hydrant on Old White Plains Road was discussed and is to be fur- ther explored by the owner. Final plans are to be completed and at the appli- cant's request a public hearing will be arranged for the May 3, 1966 meeting. SOUNDVIEW WOODS - Section 3 Mr. Paul LaValle and Mr. Thomas J. McEvoy, Jr. sub- mitted a new plan. Mr. Pitassy, 11 Hidden Green Lane, Mr. and Mrs. L. W. Kohlman, 9 Hidden Green Lane and Mr. and Mrs. Someck, 11 York Road, owners of adjoining properties examined the new plan. Correspondence was received from Mr. Wallace C. Rudd, 8 Hidden Green Lane, who is also an adjoining proper- ty owner and Mrs. E. Munzer, a member of the Conser- vation Advisory Committee and Mr. Alan N. Weeden, Chairman. According to the new plan the road has been moved slightly to avoid rock in the curb area and the river will remain the same. The Board suggested the flood plan and proposed bridge cross section be studied and if a nature trail cannot pass under the bridge, steps or suitable con- struction be provided in the shoulder areas so that trail construction can be facilitated. Additional park area was requested by the Board. If final plans are received and approved in time a public hearing will be held at the next meeting. MURDOCK WOODS - PAUBET ENT. - HUGHES & HUGHES, BUILDERS Mr. Monte Wolfson, 23 Kolbert Drive submitted a petition signed by himself and 11 other neighbors in reference to the drainage problem in this sub- division. They request that Mr. Hughes complete all roads and drainage ditches appearing on the plans filed with the Board and repair any inadequate or inferior work already completed. The Board decided to take this matter up with Mr. Johnston, the Town Attorney and Mr. Kane, the Super- visor in view of the fact the Board's powers to have Mr. Hughes perform are limited. Mr. Hughes bond will expire in June, 1966. LAUREL AVENUE Mr. Philip Severin appeared before the Board in reference to the rights of property owners on Laurel Avenue. After some discussion it was decided a title search should be made on the five parcels in question by the owner and discuss the findings with the Town Attorney. Any development would follow normal stan- dards of road construction. The Board was not in favor of granting construction right away of road less than 50' . CARRIAGE HOUSE LANE The new revised plan was submitted to the Board with the proposed change and was approved. The following resolution was unanimously adopted: RESOLVED, that the Secretary be and she is hereby authorized to publish in the official newspaper of the Town of Mamaro- neck, The Daily Times, on or before April 22, 1966 a notice calling a Public Hearing to be held before this Board, at a regular meeting thereof on May 3, 1966 to consider the approval of sub-division entitled "Proposed Revision to Subdivision Map of Carriage House Lane" made by Dolph Rotfeld, P.E. , License No. 37056 dated March, 29, 1966. ADJOURNMENT There being no further business to come before this meeting it was adjourned at 10:15 p.m. Rita A. Johns n, Secretary
