MINUTES OF THE SPECIAL MEETING OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK,
HELD ON THE 13TH DAY OF MARCH 1984 IN
THE MAMARONECK TOWN CENTER, MAMARONECK,
NEW YORK.
The meeting was called to order at 7:40 A.M. by Supervisor
Dolores Battalia.
Present were the following:
Supervisor Dolores A. Battalia
Councilman Thomas R. Amlicke
Councilwoman Caroline Silverstone
Councilman Lawrence A. Lerman
Absent: Councilman Lee H. Bloom
Also present were:
Stephen V. Aliteri, Town Administrator

Steven M. Silverberg, Counse l
The Administrator presented the proposal of the Olympic Torch
Committee to have the Olympic Torch proceed through the Town
on May 8, 1984. He further stated that because time is growing
short, the Board should act on this matter.
Therefore, on motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that permission is granted to the
Telephone Pioneers of America to have the
Olympic Torch for the Games of the XXIIIrd
Olympiad pass through the Town of Mamaroneck
on May 8, 1984 in accordance with plans
actually agreed upon by the Town and the
Telephone Pioneers of America.
On motion by Councilwoman Silverstone, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that this Town Board will adjourn
into Executive Session for the purpose of
discussing matters of personnel.
The Board discussed the pending Police disciplinary matter.
On motion by Councilman Lerman, seconded by Councilwoman
Silverstone, it was unanimously
RESOLVED, that the charges preferred against
Sgt. Thomas Vitro are dismissed and he is to
be reinstated in the Police Department
immediately.
There being no further personnel matters, on motion by Council-
woman Silverstone; seconded by Councilman Amlicke,. the Executive
Session was adjourned.

On motion by Councilwoman Silverstone, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that this meeting is hereby
adjourned until 7:30 P.M. , March 14,
1984.
The Special Town Board Meeting was reconvened by Supervisor
Battalia at 7:35 P.M. , March 14, 1984.
On motion by Councilman Amlicke, seconded by Councilman Lerman,
it was unanimously
RESOLVED, that this Board hereby adjourns
into Executive Session to discuss matters
of personnel.
The Board discussed the resume of a resident who, based upon his
background, may be qualified to act as an advisor to the Board
on police matters.
Mr. Fisch then met with the Town Board to discuss his role in
advising the Town Board on Police Department matters.
On motion by Councilwoman Silverstone, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that Joseph Fisch is hereby
appointed as a special advisor to the
Town Board on matters of the Police
Department.
There being no further personnel matters for discussion, on motion
by Councilman Lerman, seconded by Councilman Amlicke, the Executive
Session was adjourned.
Councilman Lerman discussed a call he received from Dr. Leo Wilson
regarding the Joint Garbage Commission.
He also brought up the matter of the KEEPS program in the Village
of Mamaroneck and its need for funds. The Board will explore
some further alternatives.
There being no further business before this Board, on motion by
Councilwoman Silverstone, seconded by Councilman Amlicke, the
meeting was hereby adjourned at 8:21 P.M.
