CALL TO ORDER
The Chairman called the meeting to order at 8:30 p.m.

ALSO PRESENT: Frederick F. Kellogg, Town Engineer
MINUTES:
On motion duly made and seconded, the minutes of the meeting of February 1,
1965 were approved as corrected.
OLD BUSINESS:
Mr. Maggini stated that the board would expect a report from Mr. Quadrine at
the next meeting on the matter of the Planning Board's wishes to be covered by
appropriate accident and/or liability insurance.
Carriage House Lane
The Chairman read a communication sent by the Town Engineer to Carriage House
Lane, Inc. regarding their request for a reduction in performance bond, and follow-
ing some further discussion; on motion duly made by Mr. Blair and seconded by Mr.
Rigano the following resolution was unanimously adopted:
RESOLVED, that the Secretary be and she is hereby authorized to publish in the
official newspaper of the Town of Mamaroneck, The Daily Times, on or before March
25, 1965 the following notice calling a Public Hearing to be held before this board
at a regular meeting thereof on April 5, 1965 to consider the approval of a reduct-
ion in performance bond required for the construction of streets, sewers, drains and
other improvements for the subdivision of land known as "Subdivision
Subdivision Map of Carriage
House Lane in the Town of Mamaroneck, Westchester County, New York, made by Thomas
John McEvoy N.Y.S. License #39309 and dated February 27, 1964" and filed in the
office of the clerk of the County of Westchester on 7/27/64 as Map #14007.
PUBLIC NOTICE
PLEASE TAKE NOTICE, that William Schroder, agent for Carriage House Lane, Inc. ,
owners, has filed an application for reduction in the amount of performance bond
required for the construction of streets, sewers, drains and other improvements for
the subdivision of land known as "Subdivision Map of Carriage House Lane in the Town
of Mamaroneck, Westchester County, New York, made by Thomas John McEvoy, N.Y.S. Li-
cense #39309 and dated Frbruary 27, 1964", and filed in the office of the Clerk of
the County of Westchester on 7/27/64 as Map #14007.
TAKE FURTHER NOTICE, that the Town of Mamaroneck Planning Board, pursuant to Section
277 of the Town Law will hold a Public Hearing on Monday, April 5, 1965 in the asses-

sor's Office of the Mamaroneck Town Office, 158 W. Post Road, Mamaroneck, N.Y.
at 8:15 p.m. , at wnich time it will consider the proposed reduction in perform-
ance bond as requested by the owner. The original performance bond is in the
amount of $195,000.00 as approved after due notice and Public Hearing on June
22, 1964 and the owner is currently requesting that the bond be reduced by
$45,000.00 to an amount of $150,000.00.
TAKE FURTHER NOTICE, that all persons present will be given an opportunity to
be heard.

Prince Willow Sewer
Mr. Kellogg reported that he had been in touch with Mr. Dick Shultz of
the Westchester County Department of Public Works and Mr. Shultz advised that
a sum of $90,000.00 is definitely included in the Westchester County Sewer
Dept. Budget for 1965 and that said $90,000.00 was earmarked for the con-
struction of a sewer from the county trunk line in Mamaroneck Avenue to the
bed of the road on ' agon Wheel Road. Mr. Kellogg stated that the Prince
Willows and Stonewall Lane Associations had been notified by letters in
January 1965 of the need to provide the Town and the County with easements
in private lands so as to allow the sewer to be constructed. To date, Mr.
Harry Ekezian, President of the Price Willow Association visited the En-
gineer's Office and obtained a list and sketch showing where the necessary
easements are located and from whom they should be obtained. Mr. Kellogg
also gave Mr. Ekezian a copy of our customary form of easement agreement.
The Planning Board agreed that the next step was up to the residents of the
areas to be benefited.
Communications
A letter dated January 19, 1965 from the Larchmont Chamber of Commerce
was read by the Chairman in reference to preventing fly-by--night temporary
tenants in stores from unfairly competing with local extablished business-
men. In a letter dated February 8, 1965, the Planning Board was requested
by the Town Board to study this situation and report any recommendations to
them. The Secretary was instructed to present all members of the Planning
Board with copies of these letters and copies of the statute which were en-
closed with the communication from the Chamber of Commerce. It was decided
that no action would be taken at this meeting, but that the subject required
further study.
Reports
Mr. Kellogg reported that he attended the Association of Towns Meeting
on February 9, 1965 and that during one of the sessions with the Town En-
gineers a discussion period revealed that several upstate towns have adopted
an "Excavation Ordinance" which is intended to prevent builders, developers
or others from digging holes and leaving scarified areas behind them. The
Planning Board felt that such an ordinance might be worthy of sturdy and re-
quested Mr. Kellogg to try and secure a copy of such an Excavation Ordinance.

Baldwin Property
Mr. Thomas Lentini, Attorney of 92 Dell Avenue, Mount Vernon, N.Y. for
Jason McKenna, Inc. appeared and presented to the Board a revised preliminary
layout showing 34 lots in a proposed subidivision of the Baldwin property on
Rockland Avenue, known as Block #206, Parcel #38 and Block #207, Parcel #56
on the Tax Assessment Maps. The property comprises approximately 9 acres.
Mr. Lentini explained that his corporation was considering the develop-
ment of the Subdivision in two sections so as not to deplete his working capi-
tal by requiring it to be tied up as collateral for a performance bond. The
Planning Board observed that the section of the subdivision which Mr. Lentini
might consider to be the first section is on the lower side of the property,
elevation wise and that the most difficult part of the utility work would be
in section one. It was further noted that the value of the remaining section
two would be enhanced by reason of the increased closeness of available utili-
ties. The guarantee of the construction of these increasing closer utilities
would be covered by the performance bond for section one. It was further de-
cided that only one set of construction drawings would be required, whereon
the limits of Section one and Section two would be correctly delineated on
both plan and profile. It was noted, however, that two separate linen trac-
ings of the subdivision plat (on which the lot dimensions and areas shall
appear) would be necessary for purposes of separate filings in the office
of the County Clerk of Westchester County.
Following a lengthy discussion, involving numerous technical details
which were noted on the engineer's copy of the preliminary plan, Mr. Lentini
was advised that he could proceed with the preparation of the final ink draw-
ings and that upon completion of same he should then submit them to the Plan-
ning Board for further action.
Adjournment
There being no further business to come before this meeting, it was
adjourned at 10:15 p.m.
