BOARD HELD MAY 9, 1973, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF MAMARONECK.
CALL TO ORDER
The meeting was called to order by the Chairman at
8:20 P.M.

Absent: Mr. Edward J. Cibulay
Also present: Mr. Charles R. Elfreich, Town Engineer
APPROVAL OF MINUTES
The minutes of the meeting of April 11, 1973 were
presented and on motion duly made and seconded, ap-
proved as corrected.
PRELIMINARY HEARING - SUBDIVISION - "RE-SUBDIVISION OF LOTS 30-
31 & 32 SECTION TWO "ROCK RIDGE" R. 0. 8047 AND PART OF
COMMUNITY PARCEL MAP OF ROCK RIDGE" - BLOCK 325 PARCEL 81
The Chairman explained to the applicants that the
Town Board had referred the application back to
the Planning Board for their recommendation.
Mr. Benjamin Taylor, an Attorney of 209 Harrison
Avenue, Harrison, New York had sent a letter to the
Planning Board with a draft of a proposed agreement
to be entered into between the property owners and
the Town of Mamaroneck. The Planning Board had not
received the letter but Mr. Elfreich had his copy
which the members of the Board read over. Mr. Tay-
lor's proposed agreement would provide that the deve-
lopers agree to maintain Deerfield Lane and permit
the Town entrance for fire, police and other muni-
cipal services. The Board pointed out that the Town
already owned part of the street. Mr. Taylor sug-
gested that Mr. Elfreich discuss the legal aspects
with Mr. Johnston and then arrange a meeting for
the Town Attorney, the Town Engineer and Mr. Taylor.
The Board decided that they would recommend to the
Town Board that they do not approve any open areas
and they would suggest if it was to be approved the
developer must consent to improve the road accord-
ing to Town standards. •
PRELIMINARY HEARING - SUBDIVISION - EXTENSION OF LAUREL AVENUE
The Chairman explained to the applicant and several

neighbors that the hearing was not a Public Hearing
and that the Planning Board had been asked by the
Town Board to make their recommendations as to whether
the Town Board should approve a 25 ft. right-of-way.
The Town Engineer had requested the Fire Department
and the Police Department to make a report on their
findings. The Board received a report from the Fire
Department in which they stated they felt that as
the situation now stands the Fire Department has
sufficient access to all properties on both ends
of Laurel Avenue. The Police Commission was hold-
ing a meeting on the same night and Mr. Elfreich
expected to receive their report later.
Mr. Frank Claps of 136 Laurel Avenue spoke for the
neighbors and said they were all concerned for the
safety of the 22 children in the area if the street
is opened. The residents of Laurel Avenue were also
concerned about the property values going down if
it is made a through street. Mr. Maggini stated
that the Planning Board did not like cul-de-sacs
or dead end streetsbecause of the difficulty for
police, fire and other Town equipment having access.
The Board decided to recommend to the Town Board
the approval of the 25' right-of-way and that the
street be opened with some traffic control to be
regulated by the Police Department.
OLD BUSINESS - SUBDIVISION - GRIFFEN ESTATES
Mr. Senor, a Consulting-Engineer Surveyor had sent
a letter to the Planning Board and submitted a re-
vised map of the subdivision. After members of the
Board looked at the revised map it was decided that
a Public Hearing would have to be held on the revised
plan.

There being no further business to come before this
meeting it was adjourned at 9:35 P.M.
