HomeMy WebLinkAbout1972_05_12 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING BOARD HELD MAY 12, 1972, IN THE AUDITORIUM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF MAMARONECK. CALL TO ORDER The meeting was called to order by the Chairman at 8:15 P.M. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. Edward J. Cibulay Absent: Mr. James G. Couch Also present: Mr. Charles R. Elfreich, Town Engineer APPROVAL OF MINUTES The minutes of the meeting of February 9, 1972 were presented and on motion duly made and seconded, ap- proved as submitted. Mr. Maggini presented a Notice to the Board that he had received in reference to a Public Hearing that had been held in the Village of Larchmont for an application to erect a 6' fence at the Daitch Shopwell property at 2131 Palmer Avenue. The Chair- man reported that he had called the Village of Larch- mont and said that he had no objection to the install- ation of the fence. PRELIMINARY HEARING - SUBDIVISION OF BLOCK 505 PARCEL 307 Mr. and Mrs. Edwards appeared before the Board with their application for the subdivision on Deane Place and Lorenzen Street. The applicants said they did not plan to build but wanted the property subdivided into buildable lots to be sold. The Board pointed out that all the lots except one contained the required 6,000 sq. ft. for an R-6 Zone and the lot that contained under 6,000 sq. ft. the applicants plan to give to the Town. Mr. Elfreich pointed out that none of the lots had the required 100 ft. depth. The Board questioned as to who owned the street and Mr. Edwards said they owned part. Members of the Board and the Engineer decided that if any building was intended the street would have to be improved. The Board, also, questioned about the water and the applicant pointed outthat there is a 2" water main running down Lorenzen Street. The Board advised ,,Y� the applicants that they would have to obtain appro- val from the Larchmont Water Company and the Water Company would have to give approval as to whether or not the 2" water main would give an adequate sup- ply. After further discussion the Board advised Mr. and Mrs. Edwards to have their surveyor, Mr. McEvoy, contact the Town Engineer in order that more detailed information may be included on the drawings, i.e. , contours, first floor elevations of proposed struc- tures, sewer easement and inverts of existing sewers and proposed extension thereof. The Board thought that possibly the applicants could get in touch with the Engineer from the Village of Larchmont and work out an arrangement in regard to improving the street. COMMUNICATION FROM CONSERVATION ADVISORY COMMITTEE Mr. Maggini had spoken to Mr. Thomas Amlicke, the Chairman of the Conservation Advisory Committee in reference to the preservation of historic sites and landmarks. The Board discussed in particular the care of the old Cemetery in the Town and the follow- ing Resolution was passed: RESOLVED, that the Planning Board hereby recommends that the Town Board petition the State Legislature to pass legislation that would modify Section 291 of the Town Law to allow the Town to take over the care of ancient cemeteries or family burial grounds. OLD BUSINESS - SAXON GLEN DEVELOPMENT Mr. Felix Petrillo the present owner of the develop- ment had submitted an up-to-date subdivision map of the development with as-built construction draw- ings. After the Board looked over the plans the Chairman said he would like to see the original draw- ing he had marked to compare it with the new drawing. It was decided that the Town Engineer would try to obtain the drawing for Mr. Maggini to look over again. FAIRWAY DRIVE SUBDIVISION The Town Engineer advised members of the Board that he had received the drawings which he had looked over and would suggest before a Public Hearing is held the Board request the plan show the actual piece of land with relation to the other land in the vicinity. Mr. Elfreich said that he had spoken to one of the developers of the subdivision and had made some sug- gestions as to changes in the original drawing in reference to the location of the lots. The Engineer made a suggestion that the Town on future subdivisions request a "cash bond" and the Board discussed the possibility of making such a request. Mr. Elfreich asked the Board if they thought it also possible in the future on new subdivisions to require the developers to put the proposed final grades and first floor elevations on their drawings.
