HomeMy WebLinkAbout1971_07_14 Planning Board Minutes 119 MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING BOARD HELD JULY 14, 1971, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEW00D AVENUE, TOWN OF MAMARONECK. CALL TO ORDER The Chairman called the meeting to order at 8:15 P.M. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. Howard W. Hand, Jr. Mr. Edward J. Cibulay Also present: Mr. William P. Widulski, Town Engineer APPROVAL OF MINUTES The minutes of the meeting of June 9, 1971 were pre- sented and on motion duly made and seconded, approved as submitted. APPLICATION OF BONNIE BRIAR COUNTRY CLUB FOR SPECIAL PERMIT TO ERECT A GOLF CART ENCLOSURE Mr. and Mrs. Richard Segalini, whose residence is adjacent to the proposed enclosure and Mr. Montesano, the Manager of the Bonnie Briar Country Club appeared before the Board. Mr. Maggini noted that pursuant to the Planning Board's vist to the site he had communicated the Board's favorable consideration of the cart enclosure to the Town Board which had set a date of August 4, 1971 for a Public Hearing on the Club's application. The Chairman said that any conclusions reached at this meeting would be forwarded to the Town Board for consideration at the Public Hearing. Mr. Segalini said his main objection is to the lack of privacy he is afforded because of the Club and that there are areas where the shrubbery is opened and visible shielding is completely absent. Mr. Segalini stated that they cannot use their back yard and he feels that if the Club is considered a "Special Use" they could be more considerate of the rights of the adjoining residential property owners. Mr. Montesano explained that the Club has recently changed management and the new Board is trying to do the right thing. Mr. Segalini said that he had to admit that Dr. Lind and Mr. Montesano had extended courtesies which had never been done before. 16 r Mr. Hand asked Mr. Segalini when he had purchased his home and Mr, Segalini said it was a little over a year ago. Mr. Hand pointed out that Mr. Segalini must have been aware of the situation at the time he bought the house. Mr. Segalini also complained about the conduct of the caddies both on littering and loitering about the property. Mr. Montesano said that situation could easily be remedied. Mr. Segalini spoke about the noise from the machines that were used to clean the tennis courts which were in operation by about 6 A.M. and were very disturbing. Mr. Montesano said he would adjust the work schedule so that this work was performed later in the day. Mr. Maggini said he had spoken to Mr. and Mrs. Lee Whitestone who lived directly across the street and they had no objection to the golf cart enclosure but thought it was a good idea. After further discussion the Board decided to recom- mend to the Town Board that consideration be given to the erection of a stockade type fence along Mr. Segalini's property line to provide for privacy. REPORT ON STUDY OF PERMITTED SPECIAL USE CATEGORY Mr. Mercurio from the Westchester County Department of Planning had made a brief study of Special Uses and submitted his findings to the Board. After a brief discussion in Which Councilman Bloom who ar- rived at the meeting took part in Mr. Maggini decided he would speak to Mr. Johnston, the Town Attorney to clarify several points, particularly with regard to the broad brush approach, and the Board would discuss the matter further at another meeting. PRELIMINARY REPORT ON TOWN ZONING FOR THE BUSINESS AND LIGHT INDUSTRY ZONE Mr. Widulski presented to the Board copies of the completed portion of a study of the Town Zoning Regu- lations as compared to those of other cities and towns in the area. The Board was asked to review the report and prepare for a discussion of the re- quirements at its next meeting. OLD BUSINESS - DAITCH SHOPWELL - PALMER AVENUE Mr. Maggini had spoken to Mr. Kellogg, the Engineer for the Village of Larchmont and had received a copy of a letter Mr. Kellogg had sent to Mr. Weinberg from the office of Robert W. Crozier and Associates, who are the Architects for the new Deitch Shopwell Supermarket on Palmer Avenue in the Village of Larch- mont. Mr. Kellogg said in his letter to Mr. Wein- PIPIP berg that he had spoken to Mr. Maggini who had ad- vised that the Planning Board wanted Harrison Drive to be a forty foot paved street with curbs, a five foot planted area on the easterly side and a five foot concrete sidewalk on the westerly side. Mr. Widulski suggested that the Town may face requests for a walk connecting the sidewalk on Palmer Avenue at the New Rochelle City line with the walk on the westerly side of Harrison Drive. The sidewalk some 300 ft. long could cost between one and two thou- sand dollars and be of little benefit to the Town. It was suggested that the Chairman request Mr. Kel- logg to explore the possibility that the Shopwell construct a walk to the New Rochelle City line.
