HomeMy WebLinkAbout1971_01_13 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLAN- NING BOARD HELD JANUARY 13, 1971, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF MAMARONECK. CALL TO ORDER The Chairman called the meeting to order at 8:20 P.M. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. Howard W. Hand, Jr. Mr. Edward J. Cibulay Also present: Mr. William P. Widulski, Town Engineer BONNIE BRIAR COUNTRY CLUB Mr. Edward Roberts, Manager of the Bonnie Briar Country Club appeared to present to the Board the revised plan of the as-built drawing of the tennis courts. The following changes were noted: 1. The courts were moved slightly in a southerly direction which eliminated the need for a retaining wall and insured the preservation of the existing tree line. 2. Finished elevation was 12" higher than the pre- vious plan due to rock in certain areas of the courts. Mr. Roberts withdrew the request of the Club to flood the courts for ice skating. He indicated that the Club was negotiating with Mr. Shuffman, the owner of 1 Cornell Street for the sale of the present pool and cabana on the northerly portion of the property above the tennis courts. A fire in Mr. Shuffman's chemical plant had limited Mr. Shuffman's cash avail- able for the purchase of the land. The owner of the adjoining property on Weaver Street, Mr. Rich- ard Segalini had been notified of the meeting of the Planning Board but did not appear. APPLICATION OF DAITCH SHOPWELL TO IMPROVE A PORTION OF HARRISON DRIVE The Town Board had referred to the Planning Board a copy of the site plan of the proposed Daitch Shop- well store which although located in the Village of Larchmont will have an access drive over the bed of the unimproved section of Harrison Drive. The Planning Board recommended that the improvement to Harrison Drive conform to the Town standard, that is, 26'0" wide, face of curb to face of curb and concrete curbs on both sides of the roadway and that the recommendation be forwarded to the Town Board. PROPOSED BILL ON REVISIONS TO THE PLANNING AND ZONING PROVISIONS OF THE STATE LAW A discussion of the proposed bill on revisions to the Planning and Zoning Provisions of the State Law highlights which were contained in a November 1970 bulletin of the Westchester Municipal Planning Fed- eration was discussed. The role of the Urban Deve- lopment Corporation with powers to override local ordinances was also discussed. The Board generally agreed that with almost all of the land developed these new provisions would be effective only in re- gard to further development on one of the two Country Clubs.
