CALL TO ORDER The meeting was called to order by the Chairman at 8:25 P.M. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. James G. Couch Absent: Mr. Edward J. Cibulay Also present: Mr. Philip Mercurio, Westchester County Planning Department APPROVAL OF MINUTES The minutes of the meeting of January 12, 1972 were presented and on motion duly made and seconded, ap- proved as submitted. OLD BUSINESS - "PERMITTED SPECIAL USE" The Planning Board had at a prior meeting decided not to make any recommendations for any changes in the "Permitted Special Use" category but Mr. John- ston, the Town Attorney, had requested the Board to reconsider and review their decision. Mr. John- ston requested the Board to submit their recommen- dations so that a Public Hearing could be held to decide whether or not changes would be acceptable. The Board discussed a letter that Mr. Eggers, the Chairman of the Zoning Board had written to Mrs. Helwig, the Supervisor, on March 21, 1969. Attached to Mr. Eggers' letter was a copy of minutes from a Special Meeting of the Zoning Board of Appeals held on April 4, 1965 in the residence of Mr. Sid- ney Bierman. The Chairman read over the letter and attachment and the Board decided that any of the recommendations made in the letter and minutes were not relevant to the "Permitted Special Use" category presently under discussion. The Board discussed and reconsidered several possi- bilities for amending the Special Use regulations of the Zoning Ordinance that had been suggested by Mr. Mercurio in his study dated July 21, 1971. The Board decided that if they enlarge the list of Per- mitted Uses it would have to be extremely long and may not generally cover new uses. After further discussion Mr. Mercurio offered to prepare a suggested amendment to the Zoning Ordinance stating that Special Uses are those of a special nature that pose special problems in regard to park- ing and vehicular access; location and nature of building and landscape; impact upon neighboring dis- tricts and public health and safety.
