MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING
BOARD HELD DECEMBER 13, 1972, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF
MAMARONECK.
CALL TO ORDER
The meeting was called to order by the Chairman at
8:30 P.M.

APPROVAL OF MINUTES
The minutes of the meeting of September 13, 1972
were presented and on motion duly made and seconded,
approved as submitted.
PRELIMINARY HEARING - "GRIFFEN ESTATES" - SUBDIVISION OF BLOCK
341 PARCEL 16
Mr. Gabriel Senor, a Consulting Engineer-Surveyor
of 872 Scarsdale Avenue, Scarsdale, New York repre-
sented the applicant, Mr. Paul Corvino of 6 Kolbert
Drive, Scarsdale, New York and stated that the ap-
plication was for a resubdivision of lots which had
been previously submitted to the Board by Sankay
Realty Company Inc. Mr. Senor said that the new
plan shows Carriage House Lane being extended from
Griffen Avenue to connect to Carriage House Lane
which had been developed when the adjoining subdi-
vision had been completed.
Mr. Senor further stated that the applicant intends
to subdivide the lot into 4 buildable lots, each
one in excess of the required R-20 Zoning for the
area and the developer proposes to put in all the
improvements. It was pointed out that the storm
and sanitary sewer are already in and Mr. Senor said
that Mr. Corvino intends to extend the water line
to meet the Westchester Joint Water Works require-
ments. Mr. Senor also said that the applicant ex-
pects to put in additional drainage to pick up the
surface drainage on the lots and the grade of the
roadway will start at +1% from the existing end of
Carriage House Lane for a distance and then change
1-3/4% out to Griffen Avenue. Mr. Elfreich suggested
that drains be installed along the property line
with a drainage easement.
Mr. Morris Motzkin of 25 Carriage House Lane and
Mr. Norbert G. Schmidt of 20 Carriage House Lane
examined the plan. Mr. Motzkin questioned about
the drainage and the Board pointed out that if there
is any problem now it will be alleviated. Mr. Motzkin
asked why the Board had not approved the plan with
a cul-de-sac as the neighbors felt if Carriage House
Lane runs through to Griffen Avenue it would be dan-
gerous for the children and Mr. Schmidt expressed
concern about the increased traffic that it will
create. Mr. Couch explained that the Fire Depart-
ment needs a large radius for the trucks to turn
around and the Board did not feel that a through
street would generate any additional traffic in this
particular case.
After further discussion the Board advised Mr. Senor
to draw up his final plans so that a Public Hearing
can be arranged for the next meeting on January 10,
1973.
OLD BUSINESS - SAXON GLEN DEVELOPMENT
Mr. Elfreich informed the Board that the Town had
received the approval from the Westchester County
Health Department for the extension of the water
main and sanitary sewer to serve the Saxon Glen Sub-
division and that all the improvements are just about
completed.
ADJOURNMENT
There being no further business to come before this
meeting it was adjourned at 9:15 P.M.
