HomeMy WebLinkAbout1971_04_14 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN OF MAMARONECK PLANNING BOARD HELD APRIL 14, 1971, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, TOWN OF MAMARONECK. CALL TO ORDER The Chairman called the meeting to order at 8:20 P.M. ROLL CALL Present: Mr. Fred L. Maggini, Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. Edward J. Cibulay Absent: Mr. Howard W. Hand, Jr. Mr. William P. Widulski, Town Engineer Also present: Mr. Mercurio, Westchester County Depart- ment of Planning APPROVAL OF MINUTES The minutes of the meeting of March 10, 1971 were presented and on motion duly made and seconded, ap- proved as submitted. OLD BUSINESS - APPLICATION FOR SUBDIVISION OF LOT ON FENIMORE ROAD - BLOCK 302 PARCELS 54 and 216 Mr. Kaneji Domoto, Architect,represented Mr. and Mrs. Lynton and Mr. and Mrs. Stern, the owners of the property who had requested the original plan be changed to show one driveway for the two lots. Members of the Board had been up to look at the pro- perty and Mr. Maggini called in the Fire Chief, Mr. Domenick Forti, and the Assistant Fire Chief. Mr. Vincent Ciardullo, who had also been up to look at the property. Chief Forti said that it was an ab- solute necessity for the fire hydrant to be moved to the other side of the driveway for the protection of the people who lived there because with the pre- sent location of the hydrant it would be impossible to pump in the building. Chief Forti said that he wanted to be notified when the work was to be started and he will go out and look at the job. The Board agreed that they would be willing to accept the one driveway for the both houses but that it will be necessary for the Lyntons and Sterns to have their Attorney draw up an easement for the driveway which should be to the satisfaction of the Town Attor- ney, Mr. Johnston. Mr. Domoto will have to bring in a revised subdivision plan to be signed by the Chair- man after the hydrant has been moved and the ease- ment filed. After further discussion the Board decided that after Mr. Domoto brings in the revised subdivision plan and files an application for a revised subdivision the Secretary will arrange for another Public Hearing. APPLICATION FOR SPECIAL PERMIT - 2430 BOSTON POST ROAD - BLOCK 503 PARCEL 421 Mr. Joseph Minniti, an Attorney, of 100 Mamaroneck Avenue, Mamaroneck, New York, represented the appli- cant, Mr. Donald Ritacco. The applicant wants to construct a building for the proposed use of auto glass and repair shop. Members of the Board had been out to look at the site. The plan shows the rear of the property which is in a residential area landscaped with a grass area and evergreen screen. The proposed building has two levels. The lower level according to the plan has two bays for automobiles to come in for glass to be changed. This will enable the men to work on two cars at one time. The street level as shown on the plan has a showroom with a waiting room and lavatory facilities. The applicant said he intends to do primarily glass repair but there is a certain amount of automobile repair attached to the business. The Chairman asked about the parking and the appli- cant stated that there is an area for one row of cars which will provide space for six or seven cars. Mr. Ritacco said he had about six employees who would use the parking area and did not intend to store any cars in the area. Mrs. Mary Telesco, 3 Dillon Road; Mr. and Mrs. Gerard Perrault, 65 Sherwood Drive and Mrs. Rose Wyck of 66 Sherwood Drive all appeared in reference to the application. They stated they had no objection to a building being constructed on the site but were concerned because of the noise they anticipated from an auto repair shop. The applicant stated that the business would be operated on a 9 to 5 basis Monday through Friday and the shop where the work was to be done would be entirely enclosed. Mr. Perrault also expressed concern over whether "wrecks" would be parked on his property but Mr. Ritacco said there was room for seven cars inside and he did not intend to park any cars outside. The Board pointed out it was not concerned with ad- ditional traffic as there would not be that many more cars coming and going. The applicant pointed out that he was presently in business at 1451 Boston Post Road and had been there for five years. The appli- © cant said that he had a 25' strip at the rear of the property at 2430 Boston Post Road, where he hoped to build, which he would be willing to sell and offered it to Mr. Perrault whose property adjoins the proposed site. After further discussion the Board decided to with- hold their recommendations until they had gone out and looked at other body shops in the vicinity. Mr. Mercurio from the Westchester County Department of Planning promised to make a survey of auto glass and repair shops in the County and report back to the Chairman.
