Town of Mamaroneck
held October 15, 1924.
The meeting was called to order by Supervisor
Burton at 9:10 P.M.
PRESENT: Supervisor Burton,
Justices Boyd, Collins, Dudley,
Town Clerk Sherman.
The minutes of the meetings of June 25th, August 6th,
September 2nd,8th,9th.1Oth,llth,22nd,23rd,l7th and October lat,
1924 were read and upon motion approved.
The report of the Receiver of Taxes for the month of
September 1924 was received, read, ordered placed on file and
is as follows:

Pursuant to Section 23 of the Westchester County Tax Law
I hereby respectfully report the amount of State, Town,School,
Highway and Special District taxes, together with the interest
and penalties thereon, collected by me during the month of
September 1924, and deposited during the month of September.

The report of the Police Department for the month of
September was received and read showing 12 arrests and amount of
fines totalling y$210.00. The report was ordered noted in the
minutes and placed on file.
The report of the Town Clerk for the month of September
was received, read, ordered placed on file and is av follows:

I beg to submit herewith the report of the Town
Clerk's office for the month of September 1924, showing
permits issued and fees received during the said period,
as follows:

Town Clerk
A communication from the Chatsworth Fire Company,No.3,
Floods of Larchmont was received and read, advising the Board
that the officers of the Company had found it urgently necessary
to repair the roof of the auxilliary fire house located at
Forest Avenue, corner of Rockingstone Avenue and further advising
the Board that they had expended $5.75 for said repairs and re-
questi3jg a reembursement for the above amount. The communication
was ordered filed and the matter was referred to the Town Clerk
with the request that a proper claim for the above item be sub-
mitted.
A communication from the Sewer Commissioners was re-
ceived, read, ordered placed on file and is as follows;

Gentlemen:
We hereby respectfully request the issue
and sale of 9.4,6,000.00 in bonds from the amount already
authorized for Sewer Construction,,
We have recently opened bids for contract
N0.7. The lowest bid for this contract is approximately
030,000.00,, to which must be added an additional allow-
ance of 15Jo for engineer's fees, inspection, etc. ,
bringing the total for the contract up to approximately
$34,500.00

After discussing the communication, the matter was
referrdd to Counselor Gamble.
Messrs. Smith and Moody appeared before the Board on
behalf of an application for a bus franchise through the unin-
corporated section of the town of Mamaroneck, running along the
Post Road from Larchmont to White Plains, After the applicants .
had presented their proposition tc the Town Board, it was upon
motion duly seconded,
RESOLVED, that the application of Messrs.
Smith and Moody for a bus franchise through
the unincorporated section of the town of
Mamaroneck be received, placed on file
_ and the same referred to a committee of
this Board .
-- Whereupon, Supervisor Burton appointed on said committee,
Justices Boyd, Collins and Dudley.
Mr. L. H. Williams, Secretary of the Weaver Street
Fire Company appeared before the Board to ascertain what progress
was being made in the purchase of chairs for the auditorium of
the Weaver Street Fire House. He was informed that bids had
been presented to the town board and the fire committee and were
to receive consideration at this meeting.
The Clerk presented the copies of contracts for
telephone service in the several town offices and after
discussion the matter was referred to a committee appointed
by the Supervisor, consisting of Justice Dudley and Town
Clerk Sherman.
The Clerk presented a claim and policy of Mr.H.M.
Whitaker, covering insurance on the Hook and Ladder truck on
its trip to Hudson, N.Y. Upon motion duly seconded, it was
RESOLVED, that the claim of Mr.H.M.
---- Whitaker for the issuance of a
policy indemnifying the town of
Mamaroneck against any loss or
_ damage to the fire truck on its
trip to Hudson, N.Y. be and it hereby
is authorized paid upon the present-
ation of proper voucher therefore.
The Board then took up the matter of the bids received
on chairs for the auditorium of the Weaver Street Fire House
and after due consideration and discussion it was voted that
the matter be referred to Justice Collins and the Town Clerk,
who are hereby authorized to purchase from the R. A. Fife Corp.
400 seatings for the auditorium xo om of the Weaver Street Fire
Company, at a price of not exceeding $3.50 per seat. A question
being taken upon the foregoing resolution, the same was upon
roll call unanimously adopted:
The Supervisor presented the following recommendation
and resolution -
WHEREAS, this Board has received
from the Receiver of Taxes of this
Town his statement under the pro-
visions of Section 28 of the
Westchester County Tax Act, from which
it appears that on October 1,1924, the sum of
09,616.61 was still outstanding and
unpaid for Town taxes levied on
April 1,1923; and
WHEREAS, the Supervisor has reported
to this Board that he has not sufficient
funds on hand to pay 8ertificate of
Indebtedness No. 6, dated November
22, 1923, in the sum of 014,316.79
which was issued against uncollected
Town Taxes levied on April 1,1923 and
requested this Board to authorize the
issuance and sale of a Certificate of
Indebtedness against said uncollected
Town Taxes levied on April 1,1923,
as aforesaid. Now, therefore, be it
RESOLVED, that pursuant to the provi-
sions of the Westchester County Tax
Act, the Supervisor be and he hereby
is authorized and empowered to borrow
upon the faith and credit of the Town
of Mamaroneck, the sum of 49,616.61, for
which sun he shall issue in the name add
under the seal of said Town against un-
collected Town Taxes levied on April 1,
1923, one or more certificates of in-
debtedness , each of such denomination as
the Supervisor may determine, which shall
bear interest at a rate of not more than
§Y6 per annum and shall be made payable
at such time as the Supervisor may fix,
not later than October 1,1925. Said
Certificates of Indebtedness shall be
Signed by the Supervisor and counter®

signed by the Town Clerk. And
be it further
RESOLVED , that the Supervisor be and
he hereby is authorized and empowered
to dispose of said Certificates for
not less than the par value thereof.
And be it farther
RESOLVED, that the Supervisor and Town
Clerk be and they hereby are author-
ized and empowered to sign and execute
such papers as may be necessary to
affect the sale of said Certificates.
The question being taken upon the foregoing resolutions
the same was upon roll call un€n imously adopted.
He also presented the following resolutions and re-
commendations:
WHEREAS, this Board has received from the
Receiver of Taxes of this Town, a state-
ment under the Provisions of Section 28
of the Westchester County Tax Act from
which it appears that on October let, 19249
the sum of $15,000.00 was still outstanding
and unpaid for State, County and Town taxes,
levied on April lst, 1922 and for school
taxes, levied on September lst, 1922, and
WHEREAS, the Supervisor has reported that
he has not sufficient funds on hand to pay
certificate of indebtedness #7 in the sum
of $20, 815.03, which became due on October
1st, 1924 and which was issued against said
uncollected taxes on September 22nd,1923
and has requested that this Board author-
ize the issuance and sale of a certificate
of indebtedness for the sum of $15,000.00,
being the amount uncollected as 4''foresaid.
NOW, THEREFORE, be it
RESOLVED, that pursuant to Provision of the
Westchester County Tax Act, the supervisor
be and he hereby is authorized and empowered
to borrow upon the fund and credit of the
Town of Mamaroneck, the sum of $15,000.00,
and which sum he shat 1 issue in the name
and under the seal of said Town against
State, County and Town taxes, levied on
April 1st, 1922, one or more certificates
of indebtedness, each of the said denomin-
ation as the supervisor may determine, not
exceeding in the aggregate the said sum
of $15,000.00. Said certificate of in-
debtedness shall be signed by the Supervisor
and counter-signed by the Town Clerk, shall
bear interest at the rate of not more
than 6% per annum and shall be made pay-
able at such time as the supervisor mW
fix, not later, however, than October 1st,
1924, and be it further
RESOLVED, that the Supervisor be and he
hereby is authorized and empowered to dis-
pose of said certificates for not less than
the par value thereof, and be it further
RESOLVED, that the Supervisor and Town Clerk
be and they hereby are authorized and em-
powered to execute said documents necessary
to effect the sale of said certificates.
