MINUTES OF THE REGULAR MEETING OF THE TOWN
BOARD AND BOARD OF FIRE COMMISSIONERS OF
THE TOWN OF MAMARONECK, HELD ON THE 4TH
DAY OF NOVEMBER 1987 IN THE COURT ROOM
OF THE TOWN CENTER, 740 WEST BOSTON POST
ROAD, MAMARONECK, NEW YORK
CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Battalia at 8:35 p.m. in the Court Room.
Present were the following members of the Board:

CALL TO ATTENTION
Supervisor Battalia pointed out to those assembled the location
of exits as required by law for public gatherings.
BOARD OF FIRE COMMISSIONERS
The meeting was called to order by Commissioner Battalia at 8:37
p.m. in the Court Room.
Present were the following members of the Commission:

Commissioner Lerman presented fire claims for authorization of
payment and on his motion, seconded by Commissioner Amlicke, it
was unanimously
RESOLVED, that this Commission hereby
authorizes payment of the following Fire
Department claims as approved by the Fire
Chief and audited by the Comptroller's Office:

ADJOURNMENT
There being no further business to come before this Commission, on
motion by Commissioner Silverstone, seconded by Commissioner Amlicke,
the meeting was declared adjourned at 8:45 p.m.
AFFAIRS OF THE TOWN
1. Referral from Traffic Committee - Handicapped Parking Spaces-
(Myrtle Boulevard & North Chatsworth Avenue)
The Administrator reported that this item had been dealt with
over the summer months and that upon recommendation of the
Traffic Committee for handicapped parking spaces on Myrtle
Boulevard and North Chatsworth Avenue, it is necessary to
set a date for a public hearing.
Thereafter, on motion by Councilman Lerman, seconded by
Councilman Amlicke, it was unanimously
RESOLVED, that this Board hereby sets
November 18, 1987 as the date or a Public
Hearing on the Traffic Committee's
recommendation for establishment of
handicapped parking spaces on Myrtle
Boulevard and North Chatsworth Avenue;
and it is further
RESOLVED, that the Town Clerk is hereby
authorized to publish in The Daily Times,
the Notice of said Hearing as required
by law.

2. Request for Ratification - Solid Waste Hauling Agreement
Mr. Altieri explained that in August of 1985, the
Larchmont/Mamaroneck Joint Sanitation Commission entered
into an agreement with the County for the hauling of solid
waste from the Maxwell Avenue Transfer Station to the
Peekskill Recovery Plant. He explained further that the
agreement, ratified by both municipal boards, provided for
the County to reimburse the Sanitation Commission at the
rate of $22.25 per_ton for the hauling, and provided for
the County to pay for renovation of four trailers, replace-
ment of one tractor and installation of screening and a new
storm drain system. He reported that this agreement became
necessary when it became evident that the County would be
unable to find a site for a regional transfer station and,
the expiration date being October 23, 1987, the County is
still unable to find a site for a regional transfer station.
He concluded that for the last several months the Commission
has been negotiating for an extension of the 1985 agreement.
A brief discussion ensued, after which on motion by Councilman
Lerman, seconded by Councilwoman Silverstone, it was unanimously
RESOLVED, that this Board hereby
authorizes the Town Administrator to
execute an agreement between the
Westchester County Refuse Disposal
District No. 1 and The Larchmont/
Mamaroneck Joint Garbage Disposal
Commission to extend for a one (1)
year period with certain modified
terms and conditions, the Intermunicipal
Agreement for Solid Waste transfer
facility services dated August 20, 1985.
3. Salary Authorizations - (a) Rent Subsidy Program
(b) Police Department
(c) Recreation Department
(d) Highway Department
(a) Rent Subsidy Program
The Administrator stated that as a result of Elaine Samuels
retirement, it is necessary to replace the position of Rent
Subsidy Administrator in order to coordinate the Public
Housing Subsidy Program. He then recommended Helen Mohan,
who was an assistant to Elaine Samuels, has a knowledge of
the position and expressed a desire to be considered for the
position.
Thereafter on motion by Councilwoman Silverstone, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that this Board hereby
authorizes the Town Administrator to
appoint Helen Mohan to the position of
Rent Subsidy Administrator at an annual
salary of $25,000, on a provisional
basis requiring her to take the exam to
be placed on a current eligibility list.

(b) Police Department
The Administrator explained that at the last Board Meeting
he had failed to include a salary authorization for the
promotion of Patrolman Cassiero and, since he has been
assigned since September 9, 1987, authorization is required.
Thereafter, on motion by Councilwoman Silverstone, seconded
by Councilman Lerman, it was unanimously
RESOLVED, that this Board hereby appoints
Patrolman Stephen Cassiero to the Detective
Division at an annual salary of $37,390
retroactive to September 9, 1987.
(c) Recreation Department
Pursuant .to a memo from William Zimmermann, Superintendent -.
of Recreation, on motion by Councilman Amlicke, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that as provided for in the 1987
Town Budget, payment--of salary is hereby
authorized to the following:

(d) Highway Department
Mr. Altieri reported that during the summer months it was
difficult to obtain students to fill openings and we were
left _with $4,000__in the Highway budget which could be .
used to hire a temporary employee for no more than ninety
days to assist with leaf collection.
Thereafter, on motion by Councilman Amlicke, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that this Board hereby
authorizes the Town Administrator to
hire as a temporary employee in the
Highway Department, Chris Baviello of
Mamaroneck, at $6.00 per hour for a
period of no more than 90 days.
PROCLAMATION - Larchmont Library Day, November 14, 1987

of knowledge for many years; and

the banks they obtained from the Library; and

At this time Supervisor Battalia reminded everyone that the
Larchmont Library Read-In-Day was being held on November 14,
1987.
APPROVAL OF MINUTES
The minutes of June, July, August and September were approved with
corrections. The minutes of October 7, 1987 were held over to
the next meeting.
WRITTEN COMMUNICATIONS
ORAL COMMUNICATIONS
There were no written communications to come before the Board at
this time. No one wished to address the Board at this time.
THE SUPERVISOR
Supervisor Battalia stated that the Board had a request for certain
changes in the agreement between the Town of Mamaroneck and the
Larchmont Historical Society. Mr. Altieri then explained the changes
in Items 2.. and 3. of the agreement and, on motion by Councilwoman
Silverstone, seconded by Councilman Chapin, it was unanimously
RESOLVED, that this Board hereby approves
the new agreement between the Town of
Mamaroneck and the Larchmont Historical
Society re: Occupancy of Space at Town
Center.
REPORTS OF THE COUNCIL
No Reports
ADJOURNMENT
There being no further business to come before the Town Board, on
motion duly made and seconded, it was unanimously declared that
this Board adjourn into a work session on Strategic Planning at
9:30 p.m.
