MINUTES OF THE REGULAR MEETINGS OF
THE TOWN BOARD AND BOARD OF FIRE COMMISSIONERS
OF THE TOWN OF MAMARONECK, HELD ON
THE 18th DAY OF MARCH, 1987 IN
THE CONFERENCE ROOM AND THE SENIOR CENTER OF
THE TOWN CENTER, 740 WEST BOSTON POST ROAD

CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order
by Supervisor Battalia at 7:00 P.M. in Conference Room A.
Present were the following members of the Board:
Supervisor Dolores A. Battalia
Councilman Thomas R. Amlicke
Councilwoman Caroline Silverstone
Councilman Lawrence A. Lerman
Councilman Stephen C. Chapin
III On motion by Councilwoman Silverstone, seconded by
Councilman Chapin, it was unanimously
RESOLVED, that this Board recess into
Executive Session to discuss contracts
and personnel matters.
Thereafter, on motion by Councilman Amlicke, seconded by
Councilwoman Silverstone, it was unanimously resolved to
adjourn the Executive Session at 8:20 P.M.
CALL TO ATTENTION - Location of Exits
At this time, Supervisor Battalia pointed out to those
III assembled the location of the exit in the rear of the
Senior Center as required by law for public gatherings.

At this time, the order of the agenda was changed and Item
#7 under Affairs of the Town was heard first.
7. ACCEPTANCE OF DONATION TO TREE FUND FROM THE
TOWN OF MAMARONECK PBA
With great appreciation, the receipt of $200 as a donation
to the Tree Fund from the Town of Mamaroneck PBA, was
acknowledged and Councilwoman Silverstone announced that
donations will continue to be accepted, adding that special
plaques for the trees could be made up in someone's honor.
BOARD OF FIRE COMMISSIONERS
On motion by Commissioner Amlicke, seconded by Commissioner
Silverstone, the meeting of the Board of Fire Commissioners
was called to order by Commissioner Battalia at 8:30 P.M.

1. FIRE CLAIMS
Commissioner Lerman presented the fire claims for
authorization of payment and, on his motion, seconded by
Commissioner Amlicke, it was unanimously
III RESOLVED, that this Commission hereby
authorizes payment of the following

2. SET DATE FOR SPECIAL ELECTION - FIRE DISTRICT NO. 1
It was explained by Administrator Altieri that pursuant to
Section 179 of the Town Law and Section 38 of the Local
Finance Law, it was necessary to hold a special election in
order for the registered voters of the unincorporated area
to vote upon a bonding resolution authorizing the borrowing
Illof funds for the purchase of a fire pumper.
A discussion followed concerning the changes and specifi-
cations of the fire pumper after which the Administrator
added that it was also necessary to appoint a Chairman of
the Election as well as Election Inspectors/Ballot Clerks.
He added that a meeting date for the Election Inspectors
must be set also.
Bonding Resolution
Thereafter, on motion by Commissioner Silverstone, seconded
by Commissioner Lerman, the following resolution was
unanimously adopted:
BE IT RESOLVED, by the Board of Fire
Commissioners of Fire District No. 1 in
the Town of Mamaroneck, Westchester
County, New York, as follows:
WHEREAS, all conditions precedent to the
financing of the project hereinafter
described, including compliance with the
provisions of the State Environmental
Quality Review Act, have been performed;
and
WHEREAS, it is now desired to authorize
the financing of such project;
NOW, THEREFORE, BE IT

RESOLVED, that the purchase of a fire
fighting vehicle (1500 GPM pumper) ,
including apparatus to be used in
connection therewith by Fire District
No. 1 of the Town of Mamaroneck,
Westchester County, New York, is hereby
authorized, at a maximum estimated cost
of $175,000; and be it
FURTHER RESOLVED, that the plan for the
financing of such maximum estimated cost
shall be by the issuance of $175,000
serial bonds of said Fire District, and
same is hereby authorized to be issued
pursuant to the Local Finance Law.
Special Election Date
On motion by Commissioner Amlicke, seconded by Commissioner
Silverstone, the following resolution was unanimously
adopted:
RESOLVED, that pursuant to Section 38 of
the Local Finance Law and Section 179 of
the Town Law, a Special Election of the
qualified voters of Fire District No. 1
in the Town of Mamaroneck, Westchester
County, New York, will be held at the
Weaver Street Firehouse, in Mamaroneck,
New York, in said Fire District, on the
27th day of April, 1987, between the
hours of 7:00 P.M. and 10:00 P.M.,
prevailing time, for the purpose of
voting by ballot on the adoption or
rejection of the Bond Resolution, dated
March 18, 1987.
Chairman and Election Inspectors
On motion by Commissioner Silverstone, seconded by
Commissioner Lerman, it was unanimously
RESOLVED, that Louise Ludecke be, and
she hereby is, appointed as Chairman of
said Special Election for Fire District
No. 1 of the Town of Mamaroneck; and be
it
FURTHER RESOLVED, that the following
persons be, and they hereby are,
appointed as Election Inspectors for
said Special Election:
Wilma Bakker, Lorraine Abrahamsen,
Winnie Pierce, Tess Sayia (alternates:
Patricia Flint, Maxine Steffens, and
Jane Hyland) .

Meeting Date of Election Inspectors
On motion by Commissioner Lerman, seconded by Commissioner
Amlicke, the following resolution was unanimously adopted:
WHEREAS, the Board of Fire Commissioners
1 III of Fire District No. 1 of the Town of
Mamaroneck, Westchester County, New York
resolved on March 18, 1987 to call a
Special Election of said Fire District;
and
WHEREAS, pursuant to Section 175-a of
the Town Law, only persons registered
with the Westchester County Board of
Elections on or before March 28, 1987
shall be entitled to vote at such annual
election; and
WHEREAS, said Section 175-a requires
that a resolution setting the time and
place of the meeting of the Election
Inspectors appointed by said Board of
Fire Commissioners of said Fire District
for the aforesaid annual election be
adopted at least thirty (30) days prior
to such annual election and be published
not less than twenty-seven (27) days
prior to such annual election;
III NOW, THEREFORE, BE IT
RESOLVED, that the inspectors of
election, approved by resolution duly
adopted by said Board of Fire
Commissioners on March 18, 1987, shall
meet at the Weaver Street Firehouse in
Mamaroneck, New York, in said Fire
District, on the 31st day of March, 1987
at 7:00 P.M. to commence preparation of
the register of those persons eligible
to vote in such Special Election. In
accordance with said Section 175-a of
the Town Law, only those persons
registered with the Board of Elections
of Westchester County before March 28,
1987 will be entitled to vote at such
Special Election; and be it
FURTHER RESOLVED, that this resolution,
which takes effect immediately, shall be
published in full in the Daily Times, a
newspaper of general circulation in said
Fire District, one time, at least
twenty-seven (27) days before such
Special Election.
Special Meeting to Accept Canvass of Votes
On motion by Commissioner Silverstone, seconded by
Commissioner Lerman, the following resolution was
unanimously adopted:

Thereafter, on motion by Councilwoman Silverstone, seconded
by Councilman Lerman, it was unanimously
RESOLVED, that the Public Hearing be,
IIIand it hereby is, declared closed.
At this time, on motion by Councilman Lerman, seconded by
Councilman Amlicke, the following resolution was adopted by
a unanimous vote of the Board:
WHEREAS, this Town Board has met on this
date, at the time and place specified in
the Notice of Public Hearing to consider
the adoption of proposed Local Law No._
of 1987 and has heard all persons
desiring to be heard thereon;
NOW, THEREFORE, BE IT
RESOLVED, that this Board does hereby
adopt Local Law No. 4 of 1987 entitled
"Environmental Quality Review" and
orders that said Local Law, as so
adopted, be herein inserted, and made a
part of the minutes of this meeting:

LOCAL LAW N0. 4 - 1987
A Local Law to Amend Local Law No. 4 of 1985
ENVIRONMENTAL QUALITY REVIEW
1. PURPOSE
The purpose of this local law is to add, by amendment,
the "East Creek Area" as a Critical Environmental Area
under Section 23-14 (u) and the accompanying map and
description.
2. CRITICAL ENVIRONMENTAL AREAS
The following verbal description of "East Creek" shall
be added to as Section (B) (3) of the description of a
Critical Environmental Area in the Town of Mamaroneck,
known as the Hommocks Salt Marsh Complex:

RESOLVED, that a Special Meeting of the
Board of Fire Commissioners of Fire
District No. 1, Town of Mamaroneck,
Westchester County, New York, will be
held at the Weaver Street Firehouse, in
the Town of Mamaroneck, New York, on the
28th day of April, 1987, at 7:00 P.M.,
for the purpose of accepting the canvass
of votes from the Special Election of
Fire District No. 1, of the Town of
Mamaroneck, as presented by the Chairman
of said Special Election.
ADJOURNMENT
There being no further business to come before this
Commission, on motion by Commissioner Lerman, seconded by
Commissioner Silverstone, it was unanimously declared that
this meeting be adjourned.
At this time, Supervisor Battalia acknowledged the presence
of former Town Councilman, Mr. Lee Bloom, and Ms. Melissa
Barr, a student intern who will be with the Town until May
of this year.
PUBLIC HEARING - AMEND LOCAL LAW NO. 4 - 1985 (CM)
On motion by Councilwoman Silverstone, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that the Public Hearing be,
and it hereby is, declared open.
The Town Clerk presented the Affidavits of Publication and
Posting of the Notice of Hearing for the record.
The amendment to the Environmental Quality Review Law was
presented by Councilman Lerman, and Mr. Wallace Irwin, Jr.,
of the Coastal "Zone Management Commission, in answer to a
question raised by Councilman Amlicke, explained that much
of East Creek was underground and the open portion was the
part that had to be protected.

"3. East Creek Area
In Block 411, portions of Lots 249 and 280, so
much of the open portion of East Creek (flowing
easterly then northeasterly, from the Boston Post
Road to the point of inflow into an underground
pipe near the Hommocks School parking area) as
lies within the unincorporated area of the Town of
Mamaroneck and all land within the Town of
Mamaroneck located within ten (10) horizontal feet
of the bank of East Creek at mean high tide."
3. EFFECTIVE DATE
This local law shall become effective immediately upon
filing in the Office of the Secretary of State and the
designations contained herein shall take effect thirty
(30) days after the filing of notification with the N w
York State Department of Environmental Conservation
that the above-described areas have been designated as
Critical Areas of Environmental concern. `\
4. SEVERABILITY
Should a Court of competent jurisdiction declare any
portion of this local law unconstitutional or illegal,
such designation shall not affect any other portion of
this local law.

AFFAIRS OF THE TOWN
1. AUTHORIZATION TO COLLECT TOWN AND COUNTY TAXES
Administrator Altieri presented the Tax Warrant authorizing
the Supervisor to direct the Comptroller to commence the
collection of State, County, Town and District Taxes.
Thereafter, on motion of Councilman Amlicke, seconded by
Councilman Lerman it was unanimously resolved that the
following Tax Warrant be adopted:

chester County Tax Law, Article 16, Chapter 852, Laws of 1948, as amended,
and also pursuant to resolution of the Town Board of the Town of Mamaroneck
adopted March 18, 1987, by authority of Chapter 313 of the Laws of 1934, to
receive and collect from the several persons named in the Assessment Roll
hereunto annexed and herewith delivered to you, together with penalties pre-
scribed by the Westchester County Tax Law, Article 16, Chapter 852 of the
Laws of 1948, as amended, for the neglect to pay the State, County, Town and
Town District Taxes, assessments or water rents after the levy thereof, as

County Tax Law, Article 16, Chapter 852, Laws of 1948, as amended, the reports
provided for therein.
And you are further directed and commanded to proceed as directed
and authorized by said Westchester County Tax Law, Article 16, Chapter 852,
Laws of 1948, as amended.
And in case any person named in said Assessment Roll shall neglect
or refuse to pay his taxes or penalties (after giving the notices and waiting
the time as specified in said Act) you are hereby authorized to collect the
said taxes and penalties with the costs and charges of such collections in the
manner provided by the Westchester County Tax Law, Article 16, Chapter 852 of
the Laws of 1948, as amended, and for so doing this shall be your sufficient

2. AUTHORIZATION MEMORIAL PARK IMPROVEMENTS
PROJECT 86-1
Administrator Altieri announced that the punch-list items
relating to the refurbishing of Memorial Park have been
completed and he requested authorization for the transfer
of $10,000 from the unexpended balance of General Fund to
Town Center Capital Fund as final payment to the
contractor. He added that the State Department of Parks
and Recreation provided two grants to assist the Town with
this project, and upon receipt of those funds, the monies
would be credited back to the Parkland Trust Account.
In answer to a question raised by Councilman Amlicke, the
Administrator said that all requirements of the contract
have been fulfilled, but that he would check into the issue
of the grass covering being inadequate.
Councilman Lerman questioned the total cost of the project /
and was informed by the Administrator that it was approxi- . /,

Thereafter, on motion by Councilman Lerman, seconded by
Councilwoman Silverstone, it was unanimously
RESOLVED, that this Board hereby
Nj authorizes the transfer of $10,000 from
the Parkland Trust Account to the
� Capital Project Fund for Project #86-1.

3. UPDATE - GARDENS LAKE DREDGING
The preliminary findings of Malcolm Pirnie regarding the
dredging of Gardens Lake were summarized by Administrator
Altieri wherein he stated that a uniform depth of 4 feet
would be attained rather than the present average depth of
1.8 feet. It was determined by Malcolm Pirnie that approx-
imately 8,000 cubic yards of sediment would be dredged from
the lake but the materials were not suitable for use as
fill at the Horrmocks Fields, Mr. Altieri explained, adding
that alternatives for the disposal of dredged materials
would be evaluated by Malcolm Pirnie and a final report
will be prepared and submitted to the Board for its review
and consideration.
Mr. Altieri stated that the problem with disposingtof of the
dredged materials was its being we , in
order to prevent this buildup of sediment from occurring
again, the Malcolm Pirnie firm will work up a cost estimate
for a siltation basin.
It was requested by Mr. Irwin that the "Friends of the
Reservoir" be notified way in advance if the lake was to be
drained.

6. AUTHORIZATION TO OPEN CHECKING ACCOUNT -
BANK OF NEW YORK
Administrator Altieri explained that taxes for 1987 would
be collected soon and that the money was usually put into
the Town's money market account. However, if more than
III three bad checks were deposited in any one month, according
to Federal regulations, the account must be closed.
Following a brief discussion, on motion by Councilwoman
Silverstone, seconded by Councilman Amlicke, it was
unanimously
RESOLVED, that the Comptroller is hereby
authorized to open a new Checking
Account in the Bank of New York entitled
"General Fund - Tax Account" for the
sole purpose of processing checks
received in the collection of taxes.
7. ACCEPTANCE OF DONATION TO TREE FUND FROM
TOWN OF MAMARONECK PBA
This matter was heard first on the agenda.
8. DISCUSSION OF LOCAL LAW RE: PARKING FINES
Recently, the Board hesitated accepting the proposed local
law regarding the increases in penalities for parking
violations and, at this time, amounts of the fines for each
violation were discussed one at a time until an agreement
was reached.
Thereafter, on motion by Councilman Amlicke, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that the Proposed Local Law
entitled "Parking Fines" be redrafted
and placed on the next Town Board agenda
in order for a Public Hearing date to be
set.
III9. SET DATE FOR PUBLIC HEARING - NEW REFUSE PACKER
When money is borrowed for purchases within the district,
it is necessary for a Public Hearing to be held and,
Administrator Altieri added, at a previous meeting he was
authorized to prepare specifications and accept bids for
the purchase of a refuse packer. He then requested that a
hearing date be set for this matter and, on motion by
Councilman Amlicke, seconded by Councilman Lerman, it was

RESOLVED, that this Board hereby sets
Wednesday, April 1, 1987 at 8:15 P.M. ,
as the date and time for a Public
Hearing to implement the purchase of one
20 yard Refuse Packer; and be it
FURTHER RESOLVED, that the Town Clerk is
hereby authorized to publish the Notice
of said Public Hearing in the Official
Newspaper of the Town of Mamaroneck.
10. SALARY AUTHORIZATION - RECREATION
Administrator Altieri submitted a memorandum for salary
authorization from William V. Zimmermann, Superintendent of
Recreation and, on motion by Councilman Amlicke, seconded
by Councilwoman Silverstone, it was unanimously
RESOLVED, that as provided for in the
1987 Town Budget, this Board hereby
authorizes the hiring of the following
individuals, to be effective and at the
salaries so stated:
Daniel Purcell, Recreation Assistant,
Teen Center, $10/hour, retroactive to
March 14, 1987, and
Laura LaMagna, Recreation Assistant,
Teen Center, $10/hour, retroactive to
March 14, 1987.
11. DISCUSSION - PEDDLER'S LAW
A communication regarding street peddlers was received from
Mr. Kenneth Roxbury, of 100 Weaver Street, werein he voiced
his objection to peddlers being allowed in the Town.
The Supervisor stated that since the Hawking and Peddling
Law originated in 1937 and was last revised in 1954, it was
in need of updating. Councilmen Chapin and Amlicke were of
the opinion that with all of the pending local legislation
they had before them, that the laws should be prioritized.
Councilman Lerman added that because of one peddler on St.
Valentine's Day, it did not mean that all kinds of peddling
had to be disallowed.
It was suggested by Councilman Amlicke that the Litter Law
be reviewed first and that the license fees be increased.

A complete packet of all pending local laws was then
requested by Supervisor Battalia in order for the Board
members to review them.
IIIWRITTEN COMMUNICATIONS
There were no written communications to come before the
Town Board at this time.
ORAL COMMUNICATIONS
Mr. Lee Bloom, of 22 Myrtle Blvd., presented and read the
following letter:
"To the Town Board, Town of Mamaroneck:
"The editorial on the Dallas matter in the March 2,
1987 issue of the Daily Times appropriately raises some
difficult and serious questions as to the right of the
public to know more about this investigation and its
outcome. I have delayed comment until this time to
III insure that it would not be viewed as an attempt to
influence, in any way, the outcome of the elections
today in Larchmont and Mamaroneck Village.
"At the outset I wish to make clear that I believe that
the officers and men of the Town of Mamaroneck Police
Department always have placed attention to duty and the
excellent performance of police work above any personal
differences or questions about the appropriateness of
policy decisions or administrative procedures. They
deserve our highest commendation and they deserve
respite from the nagging turmoil imposed upon them so
continuously now for so many years.
"I also wish to make clear that I recognize the
delicacy of the issues that faced this Town Board in
dealing with the allegations made against Commissioner
Dallas. Issues relating to the conduct or qualifi-
cations of individual employees of the Town normally
are excepted from the requirements of the Freedom of
Information act for the very good reason that misinter-
pretation of such information can cause permanent and
inexcusable harm to the innocent, while premature
disclosure as to misfeasance can impede the successful
prosecution of those guilty of misfeasance.
"Finally I wish to make it clear that I have formed no
judgment as to whether or not the allegations against
Commissioner Dallas have any basis in fact. Following
the recommendations of the Fisch Report that a profes-
sional be appointed as a full time paid Commissioner
for the Town Police Department, I saw no alternative
but to follow that advise.

"I participated in the interviews, and based upon the
data presented and the background checks undertaken and
reported to us, I voted for the appointment of Arthur
Dallas. I knew that there were many citizens and many
members of the Police Department who disagreed with the
appointment of a Commissioner. However, as was always
my practice while I held public office, I voted as my
mind and conscience told me I must in the best
interests of the Town as a whole.

"What troubles me greatly is the different set of
standards applied by the Town Board in circumstances of
a Democratic majority, compared with those the
Democratic Party sought to impose on the Republican
majority during the investigations of the Barasch
affair.
"When Supervisor Leo Goldsmith, intent upon getting at
the truth, but doing so in a manner that would not
unfairly damage the reputation of any human being,
ordered the volunteer non-political police commission
to undertake a confidential investigation of the
allegations against Chief Barasch, I sat where you sit
now, at Leo Goldsmith's side. Meeting after meeting,
month after month, I heard him attacked in the most
critical and uncharitable terms. He and other members
of the Board were strongly criticized for failure [to]
immediately make public all he knew — for questioning
carefully the allegations made, rather than honoring
those who made the allegations for their courage and
public service in doing so (as he later did when the
investigations were completed and all the facts known).
"How differently the matter of allegations of
misfeasance is viewed now that some of you sit where we
sat then. Is it enough that we are told that a
confidential investigation by an individual with no
official position failed to find any independent
corroboration of the allegations? How can the
allegations of the two police officers in Rye be
explained? Is there a reasonable explanation of the
incident with the dentist in New Rochelle? I yearn for
simple reassurance in terms that are credible and
easily understood. Is there not as much reason for the
public to be given a more complete explanation now as
there was in 1982?

Supervisor Battalia indicated that all matters of
litigation were excluded from the investigation and that,
according to legal counsel, the canons of ethics were
followed.

On another matter, Mr. Robert Wassman raised a few
questions concerning the new district tax maps and the Town
Clerk stated that all addresses were sent to the Board of
Elections and she indicated that, with their timetable,
notifications would go out in April or May to those
affected by the change in voting districts. Ms. DiCioccio
added that the distribution of maps would be done through
the Town of Mamaroneck.
Mr. Arthur Gasparini questioned the status of the Old Court
House property to which Supervisor Battalia indicated that
the matter would be on the Town Board's agenda for the
second meeting in April.
APPROVAL OF MINUTES - FEBRUARY 25, 1987
The Supervisor requested that the minutes of February 25th
be revised with her changes and presented at the next
meeting.

Assemblyman Tocci, William Zimmermann and Stephen
Altieri with respect to additional funding from the
Environmental Quality Bond Act since strict rules and
regulations were not put into the legislation. She
added that new guidelines will be drafted by State
agencies wherein an expanded subdivision of funding
would be addressed.
2. announced that William Zimmermann was now the President
of the Westchester Recreation and Parks Society and she
extended her congratulations to him.
3. commended Administrator Altieri for the interest he has
taken on the Environmental Quality Bond Act and his
perseverance in following through with the issues.
4. that on March 9th she and Councilwoman Silverstone met
with a representative from the State Department of
Social Services. Supervisor Battalia indicated that
approximately 90% of their proposals for changes in
policy were already on the books but not followed in
Westchester.
5. that on March 10th she met with the Mayors and
Supervisors of several local communities in New
Rochelle regarding the proposed David's Island
development and she indicated that the DEIS for the
project had some serious flaws in it.

6. that on March 11th she and other public officials met
with County Executive O'Rourke to discuss the homeless
issue.
7. that on March 12th she, Stephen Altieri and the school
met with Assemblyman Tocci and Senator Oppenheimer on
the Environmental Quality Bond Act.
8. that on March 13th the first meeting on the homeless
reconvened and this time County Executive's Office was
represented. She stated that Section 8 legislation was
proposed by Congressman DioGuardi; the shelter
allowance was raised; and that representatives from the
Department of Social Services met with Legal Aid
representatives to discuss possible ways of preventing
evictions.
9. that on March 16th, she attended a breakfast held by
the Westchester County Legislators.
10. that on March 25th, the Town would be holding a Special
Meeting in the Senior Center at 7:00 P.M. on the
David's Island project.
11. a $25,000 CLM Grant was received and it just had to be
determined if the Village of Larchmont would share this
grant or if they would get a separate one.
12. announced that the Board has begun meetings with the
Management Advisory Committee and it is hoped that a
five-year plan could be established for services, the
budget and other items.
REPORTS OF THE COUNCIL
Councilman Amlicke reported:
1. inquired about the proposed work at the dam to which
Mr. Altieri replied that the Village of Larchmont would
have to give the Town a release in order for the
project to be undertaken.
2. that on March 7th he met with members of the Community
Action Program and saw firsthand what they do for the
community. He added that their funds were insufficient
even though the Town did contribute $9,000 toward their
budget, so they were looking into some fundraising
programs.
3. Mrs. Millazo of Plymouth Avenue and her neighbors have
problems with the overnight parking regulations so
members of the Traffic Committee will be visiting the
site in April to determine what, if anything, could be
done. He added that it was an insurmountable problem
because the area is on a hill and even though they are
exempt from the parking curfew, there was no place for
them to park their cars.

4. said that the Village of Larchmont has yet to do
anything about the situation at the railroad tunnel.
He said it was a pigsty and wished they would do
something about it such as fixing or reactivating the
suI pump.
Councilman Lerman reported:
1. expressed his displeasure with Mr. Bloom's statement,
adding that Mr. Bloom probably did not read in the
local newspaper what was said by the Board members or
that he was not at the meeting when the Board's reply
statement was made and he was very surprised that Mr.
Bloom was making this a political situation.
ADJOURNMENT
On motion by Councilwoman Silverstone, seconded by
Councilman Amlicke, it was unanimously resolved that the
Board recess into Executive Session at 10:40 P.M.
