MINUTES OF THE WORKSESSION OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK HELD DECEMBER 14, 2020 AT 6:00 PM.
PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW
ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR
SERVICE:
Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet
and take such actions authorized by the law without permitting in public in-person access to
meetings and authorizing such meetings to be held remotely by conference call or similar
service, provided that the public has the ability to view or listen to such proceeding and that
such meetings are recorded and later transcribed;

CALL TO ORDER - WORK SESSION
Additionally Present: Lindsey Luft Assistant to the Town Administrator
On motion of Councilwoman Katz, seconded by Councilwoman Fiddelman, the Work Session was
unanimously opened at 6:00 p.m.
Comprehensive Plan
Additionally Present were representatives from AKRF Consulting, Peter Feroe and Shachi Pandey (Mud
Workshop).
Mr. Feroe and Ms. Pandey were joining the Town Board this evening to discuss beginning the
Comprehensive Plan in March of 2021, review the timeline and discuss the evolution of the scope, due to
issues from the Pandemic.
Mr. Feroe presented the following timeline:

The Town Board also discussed with AKRF how they will connect with the residents and get the
Comprehensive Plan process off the ground. Ms. Pandey discussed the concept of a hybrid outreach with
online forums as well as outdoor in person engagement. The Town Board asked for specifics on how online
engagement would be facilitated. Supervisor Seligson noted that a key area the Town Board would like to
move to the top is Floor Area Ratio (FAR) law on community character. Additionally, Supervisor Seligson
noted a few areas of change that affect our environment, Hampshire Country Club, the New York Climate
Leadership and Community Protection Act (CLCPA), and expanded use of the Town’s streets.
Floor Area Ratio (FAR)
The Town Board noted several homes that caused neighbor issues, and discussed what they viewed as
problems. Alleyways and flatness are problematic, noting smaller homes can feel bigger due to setbacks.
Mr. Maker noted the Village of Larchmont law as a reference. The Town Board will continue to discuss and
build on these discussions.

Racial Equity Task Force – December 17 Public Forum
Councilman King stated that 71 individuals have responded to the online survey, with 63 being Town
residents. The agenda and timeline have been set and was reviewed by the Town Board, along with the
agenda for the first of two public forums.

Update – Sanitary Sewer System Rehabilitation Project
The Town Board received a memo from Rob Wasp the Town Engineer with an update on the project, and
the current list of Phase II work locations. The Town Board also received a memo from GHD, the
engineering consultant for the Consortium, outlining an amendment for additional engineering services for
Phase II. Phase II should take six to seven months to complete, and the work will continue to be provided
by ELQ Industries. At Wednesday’s meeting the Town Board will adopt the final resolutions for the project.
Supervisor Seligson stated that it is clear the County will issue additional consent orders, and taking
advantage of good pricing and significant grants, puts the Town in a good position. Councilwoman Katz
reminded Mr. Altieri of the importance of overlaying this work over the existing paving plan and
anticipated work by the Westchester Joint Water Works.
ADDED ITEM
Rock Removal Law
The Town Board revisited the length of time for the moratorium, and whether to add 90 days, or continue
it through the end of the school year. The Town will continue the moratorium until the end of June.
ADJOURNMENT
On motion of Councilwoman Elkind Eney, seconded by Councilman King, the meeting was unanimously
adjourned.
