MINUTES OF THE REGULAR MEETING OF
THE TOWN BOARD AND BOARD OF FIRE COMMISSIONERS
OF THE TOWN OF MAMARONECK, HELD ON
THE 7th DAY OF JANUARY, 1987 IN
THE CONFERENCE ROOM AND THE COURT ROOM OF
THE TOWN CENTER, 740 WEST BOSTON POST ROAD
MAMARONECK, NEW YORK
CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order
by Supervisor Battalia at 7:45 P.M. in the Court Room.
Present were the following members of the Board:
Supervisor Dolores A. Battalia
Councilman Thomas R. Amlicke
Councilman Lawrence A. Lerman
Councilwoman Caroline Silverstone and Councilman Stephen C.
Chapin were not in attendance at this meeting.
On motion by Councilman Amlicke, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that this Board recess into
Executive Session in the Conference Room
to discuss personnel matters.
Thereafter, on motion by Councilman Lerman, seconded by
Councilman Chapin, it was unanimously resolved to adjourn
the Executive Session at 8:33 P.M.
CALL TO ATTENTION - Location of Exits
Supervisor Battalia pointed out to those assembled, the
location of exits as required by law for public gatherings.

APPROVAL OF MINUTES
No action was taken on the Minutes of November 19, 1986 or
December 3, 1986.
BOARD OF FIRE COMMISSIONERS
On motion by Commissioner Amlicke, seconded by Commissioner
Lerman, the meeting was called to order by Commissioner
Battalia at 8:38 P.M. in the Court Room.
Present were the following members of the Commission:
Commissioner Dolores A. Battalia
Commissioner Thomas R. Amlicke
Commissioner Lawrence A. Lerman
Commissioner Caroline Silverstone and Commissioner Stephen
C. Chapin were not in attentance at this meeting.
1. FIRE CLAIMS
Commissioner Amlicke presented the following fire claims
for authorization of payment and, on his motion, seconded
by Commissioner Lerman, it was unanimously
RESOLVED, that this Commission hereby
authorizes payment of the following
Fire Department claims as approved by
Fire Chief John Perri and audited by the
Comptroller's Office:

ADJOURNMENT
There being no further business to come before this
Commission, on motion by Commissioner Amlicke, seconded by
Commissioner Lerman, it was unanimously declared that this
meeting be adjourned at 8:41 P.M.
PUBLIC HEARING - SEWER DISTRICT EXTENSION (Edersheim)
The Town Clerk presented the posting of notice of the
Public Hearing and, on motion by Councilman Lerman,
seconded by Councilman Amlicke, the public hearing was
declared open.
Donald Mazin, the attorney for Mr. and Mrs. M. Edersheim of
862 Fenimore Road, Town of Mamaroneck, addressed the Board
regarding the proposed sewer extension.
Attorney Silverberg inquired as to who reviewed the
proposal and Administrator Altieri replied that Gary B.
Trachtman of the Malcolm Pirnie firm had reviewed it.
There being no further questions or comments to come before
the Board, on motion by Councilman Lerman, seconded by
Councilman Amlicke, it was unanimously
RESOLVED, that the Public Hearing be,
and it hereby is, declared closed.
Thereafter, on motion by Councilman Amlicke and seconded by
Councilman Lerman, it was unanimously
RESOLVED, that Section L of Sewer
District No. 1 of the Town of
Mamaroneck, be extended as follows:
BEGINNING at a point in the southerly line of
Fenimore Road, which point is located the
following courses from the point of curvature of
the 20 foot radius curb return from Durham road in
the southerly line of said Fenimore Road;
1. On a curve to the right having a radius of
380.00 feet in a general westerly direction, a
distance of 63.56 feet;
2. On a curve to the right having a radius of
1130.00 feet in a general westerly direction a
distance of 70.94 feet to a point which is the
northwesterly corner of lands of Edward Manousoff
(Liber 7852, Page 703);

At this time, Supervisor Battalia stated that since two
Board members were not present, many of the scheduled
appointments would be held over until the next meeting.
ORGANIZATION MATTERS - APPOINTMENTS OF:
Trustees - Police Pension Fund
Treasurer - Police Pension Fund
Deputy Registrar of Vital Statistics
Deputy Town Clerk
Police Pension Fund:
On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that Dolores A. Battalia and
Carmine A. DeLuca be, and they hereby
are, appointed Trustees of the Police
Pension Fund of the Town of Mamaroneck
for the year 1987;
and be it further
RESOLVED, that Carmine A. DeLuca be, and
he hereby is, appointed Treasurer of the
Police Pension Fund of the Town of
Mamaroneck for the year 1987.
Deputy Registrar of Vital Statistics:
On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that Carol A. Acocella be, and
she hereby is, appointed as Deputy
Registrar of Vital Statistics for a
one-year term of office commencing
January 1, 1987 and terminating on
December 31, 1987, without additional
salary compensation;
and be it further
RESOLVED, that Lillian Robustelli be,
and she hereby is, appointed as Deputy
Registrar of Vital Statistics for a
one-year term of office commencing
January 1, 1987 and terminating on
December 31, 1987, without additional
salary compensation.

Deputy Town Clerk:
On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously

RESCUED, that in accordance with the
recommendation of the Town Clerk,
Carol A. Acocella be, and she hereby
is, appointed as Deputy Town Clerk,
to be compensated at the annual rate
of $21,290.
APPROVAL OF SUPERVISOR'S APPOINTMENTS:
Deputy Supervisor:
Pursuant to the recommendation of the
Town Supervisor, Caroline Silverstone is
hereby appointed as Deputy Supervisor of
the Town of Mamaroneck to serve in the
absence of the Town Supervisor.

Town Board Meetings:
On motion of Councilman Amlicke, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that the regular meetings of
the Town Board will be held in the Court
Room of the Town Center, 740 West Boston
Post Road, Mamaroneck, at 8:15 P.M. on
the first and third Wednesdays of each
month except during the months of July
and August, during which months meetings
will be held on July 15, 1987 and August
12, 1987;
and be it further
RESOLVED, that said meetings, dates and
places may be changed at the pleasure of
the Board upon adequate notice being
given.

Official Newspaper
After some discussion regarding the designation of two
Official Newspapers, and upon the request of Councilman
Amlicke, on motion by Councilman Amlicke, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that The Daily Times and the
Soundview News be, and they hereby are,
designated as the Official Newspapers of
the Town of Mamaroneck.
Depositories of Funds:
On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that the following banks and
trust companies are hereby designated as
depositories for funds of the Town of
Mamaroneck for the year 1987 to be
continued in their present status:
The Bank of New York - County Trust
Region, Mamaroneck;
The Chase Manhattan Bank, N.A.,
Larchmont;
Barclays Bank of New York, Mamaroneck;
Sound Federal Savings and Loan
Association, Mamaroneck; and
The Chemical Bank, New Rochelle.
Bank Signatures:
On motion by Councilman Amlicke, seconded by Councilman
Lerman, it was unanimously
RESOLVED, that all authority heretofore
granted to withdraw funds from, and to
draw checks, drafts and other orders
upon the Town of Mamaroneck accounts,
maintained at the aforesaid banks,
hereby is rescinded and revoked and
hereafter such withdrawals, checks,
drafts and other orders shall be
authorized when signed by signature or
facsimile signature of the Town
Supervisor or Deputy Supervisor and
Comptroller, or Deputy Comptroller, or
Assistant to the Comptroller;
and be it further
RESOLVED, that all withdrawals, checks,
drafts and other orders relative to the
Community Services Discretionary Fund,
located at the Bank of New York, shall
be authorized when signed by the
signatures of Elaine N. Samuels,
Director of Community Services, and
Stephen V. Altieri, Town Administrator.

AFFAIRS OF THE TOWN
1. APPOINTMENT - TOWN PROSECUTOR
Supervisor Battelle stated that the appointment of a Town
Prosecutor would be put over to the next meeting of the
Town Board.
2. AUTHORIZATION - WESTCHESTER SHORE
HUMANE SOCIETY CONTRACT
Councilman Amlicke requested that this matter be put over
to the next Town Board meeting in order to allow time for
Administrator Altieri to obtain information regarding the
number of stray animals that are being picked up by the
Humane Society.
3. AUTHORIZATION - DEPUTY TOWN CLERK SIGNATURE
On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously
RESOLVED, that Carol A. Acocella be, and
she hereby is, authorized to sign on the
Town Clerk's checking account with the
Bank of New York, Mamaroneck, New York.
4. AUTHORIZATION - ELECTION DISTRICT BOUNDARY CHANGES
Administrator Altieri stated that, in January of 1985, the
Federal Census Bureau had requested various states to
establish election districts which coincided with certain
geographical boundary lines and the Board of Elections then
contacted the various municipalities requesting them to
change their election maps accordingly.
At this time, the revised election district map was
presented and Mr. Altieri explained the changes that were
made and he indicated that District 24 was split into a new
District 28.
The Town Clerk stated that in the southeasterly portion of
the Town, it was difficult to establish a boundary line
because that area is over water.
Councilman Amlicke questioned the purpose of the changes to
which Administrator Altieri explained that the changes were
mandated by the New York State Board of Elections in order
help the Federal Government conduct their census.

Councilman Lerman asked how many people would be affected
by the changes, to which Ms. DiCioccio said approximately
900 people would be affected and she added that the Board
of Elections would be responsible for notifying those
affected by the changes.
Mr. Robert Wassman stated that he was disturbed about this
matter being presented this evening because those changes
should have been discussed further but the meetings he was
scheduled to attend were cancelled.
Supervisor Battalia apologized to Mr. Wassman stating that
apparently there was a communication breakdown. She added
that the changes that were made were primarily made for the
convenience of the voters; their goal was to disrupt as few
voters as possible.
Councilman Amlicke offered that it was very unfortunate Mr.
Wassman did not have the opportunity to view his opinions
on this matter before this evening.
Thereafter, on motion by Councilman Lerman, seconded by
Councilman Amlicke, it was unanimously
RESOLVED, that a map entitled, "Map of
Election Districts, Town of Mamaroneck,
Westchester County, New York" and dated
July 3, 1946, revised on March 15, 1986,
be and it hereby is adopted as the
Official Election District Map of the
Town of Mamaroneck.
5. SALARY AUTHORIZATION - Recreation Dept.
Administrator Altieri submitted a memo for salary authori-
zation from William V. Zimmermann, the Superintendent of
Recreation, and on motion by Councilman Amlicke, seconded
by Councilman Lerman, it was unanimously
RESOLVED, that as provided for in the
1987 Town Budget, this Board hereby
authorizes the hiring of the following
individual at the salary so stated:
Kimberly Fajen, Alternate Recreation
Attendant, Hommocks Pool, at the rate of
$3.25/hour, effective 1/8/87.
6. SALARY AUTHORIZATION - Conservation/Planning
Administrator Altieri announced that the position to be
established to assist the Conservation Advisory Commission,
the Coastal Zone Management Commission and the Planning
Board was previously discussed and he then recommended that
Claudia Ng be hired to fill that position.

Thereafter, on motion by Councilman Amlicke, seconded by
Councilman Lerman, it was unanimously
RESOLVED, that Claudia Ng be, and she
hereby is, hired as an Administrative
Intern for Conservation/Planning to be
compensated at an annual salary of
$18,000, effective January 8, 1987.
WRITTEN CONMUNICATIONS
There were no written communications to come before the
Town Board at this time.
ORAL COMMUNICATIONS
A speaker stated that he was very concerned about the
safety and welfare of the children in the area in view of
the numerous arrests which were recently made at the
Larchmont Motel. He added that he felt it would be in the
best interest of the Town to close the motel.
Supervisor Battalia stated that a complete report regarding
this matter has been requested from the Police Department.
She added that, unfortunately, the number of people who
required housing has increased drastically and there were
no visible alternatives. She further stated that the motel
has been observed and monitored very closely for a long
period of time.
The speaker inquired if the people who resided at the
Larchmont Motel were screened first to which the Supervisor
replied that they were not and she then suggested that
everyone write or call County Legislator Diane Keane to
express their concerns about the situation at the motel.
Attorney Silverberg answered several more questions from
the speaker concerning legalities in the operation of the
motel, and the speaker then thanked the Board for their
input.

Since the Town Clerk was not feeling well, her reports will
be presented at the next meeting.

THE SUPERVISOR
Reports
1. Supervisor Battalia stated that she met with Mayors
Noto and Curnin to discuss the Tri-Municipal
Cooperation which would entail such items as the
III sharing of services by the three municipalities and
also to set an agenda for future joint ventures. She
added that another meeting was scheduled to be held in
approximately six weeks.
2. The Supervisor mentioned briefly that the CZM Grants
which the Town applied for were approved. She added
that more information will be presented at a later
date.
REPORTS OF THE COUNCIL
Councilman Amlicke reported:
1. Requested that the Administrator contact the Larchmont
Library Board of Trustees in order to ascertain when
the library contract would be in finalized form so it
could be signed.
2. Reported on the deplorable conditions which still
III existed at the Larchmont railroad tunnel and he was
adamant that the Town's share toward the fencing and
gates not be paid until the Village eliminated the
water and drainage problems.
Administor Altieri stated that MTA painted the tunnel a
dark brown in order to cover the graffiti and it would be
repainted in a light beige and also that the gates were
installed but not locked as yet. He added that no monies
have exchanged hands to date.

On motion by Councilman Lerman, seconded by Councilman
Amlicke, it was unanimously resolved that the meeting be
adjourned at 9:55 P.M.
