HomeMy WebLinkAbout1924_04_16 Town Board Minutes Meeting of the Town Board TOWN OF MAMARONECK held, April 18th, 19240 The meeting was called to order by Supervisor Burton at 9:55 P.M. PRESENT: Supervisor Burton, Justices Boyd, Shafer & Collins, Town Clerk Sherman, Counsellor Gamble. Upon motion, it was voted to dispense with the reading of minutes o� meetings not yet approved. A claim of Frank L. Norris was received and. read, re- questing a refund of sewer taxes erroneously paid. The matter was referred to Counsellor Gamble: A communication from the Larchmont Gardens Association was received and read emboring a resolution, requesting an additional paid fireman at the heaver Street Fire House. The matter was referred to the Fire Committee. Various fire matters were then discussed and upon the recommendation of Justice Shafer, it was upon motion duly seconded RESOLVED, that this Board held a special meeting on April 23rd next at which time all fire matters will be taken up in con- junction with the Officers of the Weaver Street Fire Company. Mr. R. K. Allerton appeared before the Board relative to a sidewalk on Weaver Street . He was advised that the Board was considering the matter in conjunction with the improvement of Weaver Street. Police Commissioner Whitaker reported having consulted the County Attorney in the matter of the closing of Murray Ave., opposite the school, and stated, after conferring with the County Attorney, the best way to dispose of the matter would be to open the street as a one-way traffic thoroughfare. The report was ordered noted in the minutes and the matter referred to the Police Commissioners. Mr. Gugliardi to whom was referred the matter of the motion made by the Receiver of the Westchester Street Railroad Company for instructions as to what he should do in the matter of the operation of the trolley cars between White Plains and Mamaroneck, reported that on the 10th inst. he appeared in be- half of the Town of Mamaroneck before Mr. Justice Morschauser in Part 11 at White Plains, N.Y. That Mr. McKinley, on behalf of the Receiver, stated in open Court that the Line between White Plains and Mamaroneck was still being operated at a loss and that during the year 1923, the net loss amounted to 51,224.71; that during the months of January and February the line in question was operated at a loss of $2,173.56, and that he anticipated a deficit during the month of March. Mr McKineey added that some remedy must be found to decrease the deficit if the Receiver was to continue the operation of the line and intimated that an additional increase of fare would be the only solution. Several municipalities, including the Town of Green- buegh, the city of White Plains and the Town of Scarsdale were ®2.. represented in Court. The Court stated that it was without power to auth- orize any increase of fare and suggested that the Receiver apply to the Public Service Commission. The motion was accordingly ajourned for a period of two weeks . In the meantime Mr. McKinely on behalf of the Receiver will make application to the Public Service Commission, due notice of which will be served upon the municipalities affected. After the matter was discussed by the Board at some length, Justice Shafer offered for adoption the following reso- lution: BE IT RESOLVED, that the Supervisor and Counsel be and they hereby are authorized and empowered to appear before the Public Service Commission or any other public body or Court having jurisdiction of the subject matter and oppose any application that might be made by the Receiver of the Westchester Street Railroad Company for an increase of fare. Upon a vote being taken, the foregoing resolution was declared to be unanimously adopted. The matter of the publication of the tax sale list was considered and after discussion, it was unanimously RESOLVED, that the publication of the tax sale list be published in the Mamaroneck Paragraph in the manner as provided by law. The question of the publication of the assessment roll was then considered and after a full discussion of the matter, it was unanimously voted that the matter be laid over.
