MINUTES OF THE MEETING OF THE
MAMARONECK TOWN BOARD HELD FOR
THE PURPOSE OF A PUBLIC HEARING
ON THE 28TH DAY OF MARCH 1989
IN THE COURT ROOM OF THE TOWN
CENTER, 740 WEST BOSTON POST ROAD,
MAMARONECK, NEW YORK
CONVENE MEETING
The meeting was called to order by Supervisor Battalia at 8:05 p.m.
Present were the following members of the Board:
Supervisor Dolores A. Battalia
Councilwoman Caroline Silverstone
Councilwoman Elaine Price
Councilman John McGarr
Councilman Chapin was unable to be present
Also present were:
Patricia A. DiCioccio, Town Clerk
Stephen V. Altieri, Town Administrator
Steven M. Silverberg, Special Counsel
Dan Shuster, Planning Consultant
Supervisor Battalia indicated the purpose of this meeting is for a
Public Hearing on on the Draft Environmental Impact Statement
pursuant to Part 617 of the regulations pertaining to Article 8 of
the Environmental Conservation Law. She further added,that the
Town Board as lead agency has accepted a generic DEIS for proposed
action known as the Boston Post Road and Weaver Street Urban
Renewal Plan and that comments relating to this will be accepted by
the office of the Administrator until April 13, 1989.
The proposed action includes the adoption of an Urban Renewal Plan
pursuant to the General Municipal Law, Article XV to be implemented
by:
a. Amendment of the zoning regulations to establish a
minimum frontage for business uses and to refine the
list of permitted uses to exclude automotive uses.
b. Development of a detailed design concept for the public
right-of-way and private frontage to be implemented in
a staged, cooperative program by the Town, the State
DOT and adjacent property owners.
c. Application of the special permit provisions for mixed
use development proposed in the Master Plan Phase I
report by reducing the minimum site area to 60,000
square feet.
d. Possible acquisition of one of the sites within the
proposed Urban Renewal area.

The Town Board as lead agency has identified certain potential
environmental impact which includes traffic, density of land use,
potential impact upon water supply and sewage treatment facilities
and fiscal impacts.
On motion by Councilwoman Price, seconded by Councilwoman
Silverstone, it was unanimously
RESOLVED, that the Public Hearing
be, and hereby is declared open.
The Town Clerk presented for the record the Affidavits of
Publication and Posting of the Notice of Hearing.
The Supervisor asked if anyone had any comments in favor or in
opposition. Mr. Gary Bastian mentioned that he would be submitting
a written comment. Councilwoman Price stated that she felt all
issues have been adequately addressed.
At this time, there being no further comments, Supervisor Battalia
asked for a motion to close and on motion by Councilwoman
Silverstone, seconded by Councilman McGarr, the Public Hearing was
unanimously declared closed.
ADJOURNMENT
There being no further business to come before the Board, on motion
by Councilman McGarr, seconded by Councilwoman Price, the meeting
was unanimously declared adjourned into Executive Session to
discuss matters of personnel.
