HomeMy WebLinkAbout1989_03_10 Town Board Special Minutes 374 MINUTES OF THE ADJOURNED 'DOWN BOARD MEETING OF MARCH 3, 1989, HELD ON THE 10TH DAY OF MARCH 1989 IN CONFERENCE ROOM A OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, NNECK, NEW YORK CONVENE REGULAR MEETING The Regular Meeting of the Adjourned Town Board Meeting of March 3, 1989 was called to order by Supervisor Battalia at 9:40 a.m. Present were the following members of the Board: Supervisor Dolores A. Battalia Councilwoman Caroline Silverstone Councilwoman Elaine Price Councilman Chapin and Councilman McGarr were not present. Also present were: Patricia A. DiCioccio, Town Clerk Steven M. Silverberg, Town Counsel Claudia Ng, Environmental Coordinator Supervisor Battalia indicated that this is the reconvened meeting of March 1st relating to the generic draft Environmental Impact Statement of the Boston Post Road and Weaver Street Urban Renewal Plan. The Supervisor stated that the changes had been made. She noted that it is generic and the title page had been changed to designate such. She noted also that page 5 had been changed, information had been added on economic impact, as well as information on fiscal impacts found on page 11A. Counsel Silverberg stated that he saw no inadequacies and on motion by Councilwoman Price, seconded by Councilwoman Silverstone, it was unanimously RESOLVED, that this Board hereby accepts the Notice of Completion of Draft Environmental Impact Study (GENERIC) and Notice of SEQR Hearing. The question of the adoption of the foregoing resolution was duly put to a vote on roll call, which resulted as follows: Dolores A. Battalia VOTING Aye Caroline A. Silverstone VOTING Aye Elaine Price VOTING Aye The resolution was thereupon declared duly adopted. 375 March 10, 1989 Set Date for Public Hearing On motion by Councilwoman Silverstone, seconded by Councilwoman III Price, it was unanimously RESOLVED, that this Board hereby sets March 28, 1989 as the date for a Public Hearing on the proposed adoption of the Urban Renewal Plan for the Boston Post Road and Weaver Street pursuant to General Municipal Law, Article XV to be implemented by: a. Amendment of the zoning regulations to establish a minimum mom+ frontage for business uses and to refine the list of permitted uses to exclude automotive uses. b. Development of a detailed design concept for the public right-of- way and private frontage to be implemented in a staged, cooperative program by the Town the State DOT and adjacent property owners. III c. Application of the special permit provisions for mixed use development proposed in the Phase I report by reducing the minimum site area to 60,000 square feet. d. Possible acquisition of one of the sites within the proposed Urban Renewal area of the Boston Post Road and Weaver Street in the Town of Mamaroneck, County of Westchester. and be it further RESOLVED, that the Town Clerk be, and she hereby is authorized to publish in an official newspaper of the Town, the Notice of said Hearing as required by law. III Councilwoman Price made note that the Date of Comment expires on April 13, 1989 and then, upon her motion, seconded by Councilwoman Silverstone, the meeting was unanimously declared adjourned at 9:55 a.m. Town Clerk Patricia A.
